Corruption. What’d we expect?

The indictment Tuesday of a Fairburn businessman for allegedly bribing a former Atlanta Public School system technology director is an example of what can go wrong when unaccountable people are spending free money.

A federal grand jury indicted R. Clay Harris of Fairburn for allegedly paying $230,000 in bribes to Arthur Scott, the former APS technology director. Scott pleaded guilty in May to taking a total of $323,000 in bribes. His wife, Evelyn Myers Scott, pleaded guilty to wire and mail fraud conspiracy. Scott is cooperating with investigators and neither he nor his wife has yet been sentenced.

Harris’ technology company, Multimedia Communications Services, received more than $11 million over a two-year period from a federal E-rate program directing money to schools and libraries to build the infrastructure for high-speed Internet access, reports the AJC’s Ken Foskett and Paul Donsky.

The money came from a tax levied on consumer telephone bills and the spending program was administered by a quasi-governmental agency attached to the Federal Communications Commission.

It was a program on automatic pilot. Money accumulated and was spent, about $2 billion a year. The Atlanta school system spent more than $73 million, mostly federal money, between 1998 and 2002. Atlanta, under Scott’s direction, built one of the costliest and most sophisticated networks of any school district in the country. Harris’ company was among those given no-bid contracts.

Vendors were routinely paid too much and the system spent millions of dollars on gear that it didn’t need, Foskett and Donsky found in an series that prompted the federal investigation.

Here are the lessons:

  1. No tax or “fee” should be levied for a specified purpose. If it’s important to do and a tax is warranted, it should go into the general treasury to be appropriated annually based on demonstrated need.

  2. When individuals or local governments are spending “free” money, the sky’s the limit. Prices don’t matter, nor does actual need.

  3. When it’s somebody else’s money, nobody’s in charge. Clearly they weren’t in the Atlanta school system.

  4. When an obscure, unaccountable bureaucracy is doling out money with no expertise and no oversight, corruption is inevitable.

  5. When politicians are spending based on good intentions, while providing for no accountability, the program is a boondoggle and can never be anything else.

  6. No-bid contracts, except in dire emergencies or where no competitor exists, are invitations to cronyism and corruption. The era of set-asides and other competition-limiting purchasing practices should come to an end. Every contract should go to the lowest bidder capable of providing the goods or services.

Nobody accountable. No oversight. No bid. What’d we expect?

Good morning all. Frankly I have trouble getting worked up about a piddling case of $11 million of corrupt spending. Seems to me the bureaucrat sold out cheap if he was able to extract only $300,000 or so. This guy must have had only Ted Stevens or similar Republicans as a role model. Too bad for him that the corrupt Pennsylvania Rep. Murtha was unable to seize power until this year, Arthur Scott could have learned from true masters. Last number I saw was that Murtha had raided the treasury for upwards of $150 million for his contributors. http://thehill.com/leading-the-news/murtha-nabs-150m-pork-2007-08-03.html And unlike Republicans, who had true transparency in the system and had the Congressional Research Office monitoring earmarks, the Democrats changed the system so that there is practically no advance information on earmarks, and severely limited the information provided and even the definitions of reportable “earmarks.” Unlike Republicans, who had a fair number of reformers opposing practically every earmark that came up, the Democrats seemingly have only one honest fellow opposing the corrupt system, Jim Cooper of Tennessee, and even Cooper has not spoken against any earmark. (I do not wish to disparage his truly courageous votes against Rep. Murtha’s corrupt system.) We are so disenchanted – we truly thought the Democrats would be different, or at least better.

Good lord Jim! I never thought I’d see the day!! Jim is actually criticizing the Bush/Cheney No bid contract debacle! Hot dang!! He’s finally said something against Haliburton’s “No Bid” contracts in Iraq and Afghanistan!!

No accountability/No oversight: Jim has finally admitted that Dumbya has no idea how to run this war and worst of all, doesn’t even care!!! He shipped millions of dollars worth of cash to a war torn country and it just disappeared!! No one has seen or heard about where the money has went since!!

And now, after getting all of our tax paid funded money for Iraq, the Iraqi leaders says, “See ya chumps!! We never liked you guys ANYWAY!! We’re going to hang out with our good friends Iran on your dime!” And then they flipped us the Iraqi equivalent of a bird!!

Hey, Jim’s right, What’d we expect!!!??!!

Well, down at Billy Bob’s last night all the boys was being real careful not to touch somebody else’s shoe with their shoe. People was leaving at least one stool between them and the next guy at the bar. They was so far apart they had to shout at each other to talk. And I noticed they was going to the bathroom one at a time. I guess this Sen. Craig has started something. My buddy Jim Earl got a big laugh when he called Joe Bill Wide Stance. Anyway, the libruls ain’t going to let it go till they run the godly Sen. Craig out of the senate. But we just sewed up the gay vote for 2008. They will all look at Republicans as gay, what with Rep. Foley and now Sen. Craig holding up the party banner.

Now a few words about the bribing going on in the Atlanta schools. Nobody should be suprized when Those People start getting bribed over taxpayer money. Oncet they get in charge of something they start using it like a piggy bank. Just look at Grady. Those People don’t want to turn loose of the place and let it be run by another board because then they will loose their piggy bank. It happens all over. Just look at this Jefferson guy when he got elected to Congress. He started making so much money from office he had to store some of it in a freezer. I guess his desk and dresser drawers was already full of cash. Yep, another one of Those People.

What makes me mad is I was paying for the bribes when I paid my phone bill. I never knowed the phone bill was being used to collect a tax that would go straight to Those People. Only they don’t call it a tax. From now on if I’m being taxed I want it called a tax. Then I can vote the people that voted for it out of office. I don’t want to have to read thru a phone bill that looks like the national budget and figure out which fee is really a tax.

Well, I’m off on my beer run. I hope Sister Dusty will hold down the fort and run the Northreners that pertend to be Southreners off of this blog. Yesterday some of them got a taste of what she’s like when she has a hangover. They better not cross her if they know what’s good for them. She got a thumbnail that ain’t been cut since she was in 9th grade.

The corruption being reported here is nothing compared to the corruption in Iraq. News reports of the missing 150,000 weapons supplied by the USA has found the investigation leading to the office of a high-ranking officer in the command of Gen. Petraeus. When do we get an accounting for the $11 Billion dollars that is unaccounted for in Iraq? when does the Pentagon find $2 trillion dollars; why are we supplying Israel and Saudia Arabia $50 and $32 Billion dollars in direct grants for “security?” Investigate the corruption of the criminals in the White House!

Cronyism in the courts? That’s what will destroy us. The founding fathers knew it all too well, and why they set up a fool proof system of checks and balances. Fool proof, not corruption proof. Like jury-nullification, we’ve got traitor nullification in our government.

Georgia’s average SAT score this year was still 46th in the nation, according to figures released Tuesday by the College Board. And that’s the good news. The bad news is that both Georgia students and their counterparts across the nation scored lower than last year’s crop of seniors.

Members of Georgia’s class of 2007 posted an average score of 1,472 on the SAT, which tests students in reading, writing and math, well below the national average score of 1,511.

State Schools Superintendent Kathy Cox put the best face she could on the numbers, noting that while Georgia’s score fell five points from last year, the national average plummeted by seven points.

“Georgia’s high school seniors kept pace with the nation … which is good news,” she said. “Of course, we won’t be satisfied until Georgia is a leader in SAT performance.”

Ain’t gonna happen anytime in the next few centuries.

Both parties participate and the party in the majority has more options than the party in the minority - thus the no-limit campaigns and the say or do anything mentality to return to power.

Blame Republicans now but since the Dems took over Congress the promised restraints on earmarks and corruption have not happened and in fact the rules have been weakened.

Where is all the liberal vitriol on the earmark issue? Oh yes, as long as the Dems are receiving the benefits the liberals do not care.

Do you see the folly of aligning with either the Republicans or Democrats? They both lie for your vote and then give you the shaft once in Washington.

There are no true liberals or conservatives in Congress, ok maybe a few but they have no power, because once in Congress the Members work in consort to stay there and teh American public be damned.

There’s not 300 trillion dollars on the planet.

The US has over 2 trillion, yes with a T, barrels of oil reserves in the Rocky Mountains and Colorado oil shale. More oil than the rest of the world combined.

The price of oil is generally accepted to be above $100 a barrel in the next 2-3 years, or less.

Saudi Arabia, and the other OPEC members, are routinely over-stating their reserves in order to produce more under the current OPEC guidelines. Saudi Arabia reports over 250 million in reserves but this is generally regarded as 4-5 times their actual reserves. The same is true of the other OPEC nations. Do you see where this is going?

A trillion dollar debt? So what? Trade deficit? So what? The future Roves…, not the past will define the place in the world for the US. The US will control the energy that moves the world. China and the rest of the developed, and developing nations, will have to come to us, the US, to meet their energy demands.

“… not $300 trillion on the planet”. There will be $300 trillion in the United States.

We are in complete agreement on this issue. Big dollars and unchecked bureaucracy in any institution from the government to the schools to the religious organizations is a recipe for fraud and abuse.

With respect to religious and private institutions, it is up to the participants who choose to be a part of those to deal with the slop.

As for public institutions, NEVER should contracts be awarded without bids. No emergency is that dire and, if there are NO competitors, the situation should be controlled under monopoly regulations. If there are not any good monopoly regulations, the Congress and the various state legislatures should sober-up and pass some.

The best single book I’ve ever read on religion is the side splittingly funny - superbly sardonic, fact filled logocentric evisceration god is not GREAT by fellow Brit Christopher Hitchens. It is a superb read, although ‘pitched’ at a much higher level than the average unthinking cut and run liberal is used to.

Whilst most of the rational, unassailable arguments/points Hitchens makes are hardly original (nor does he claim they are) —see The Age Of Reason, The god Delusion, The Secular Bible, Why I am Not A Christian, Why I Am Not A Mohammedan etc— having such unerring wisdom distilled into around 300 pages is a mighty fine present for anyone with an open inquiring mind.

Only folks with closed minds refuse to read such tomes, fearful that their dogma and fideism, however heartfelt may be fatally undermined by systematic rationality.

There are thousands of school districts across the country that spend Erate money wisely and provide a benefit to their districts, Forsyth County, GA being one of them. What happened in Atlanta was a breakdown in morality at the top. The district was run with a “get all you can get while you can get it” mentality. There were corrupt people with spending authority that made sure that they spent every dime they could get their hands on. Consulting companies, like MCSC are hired by the school districts and so many other government agencies to do the work of marginally qualified people that are on the government payroll. The consultants don’t care how the money is spent as long as they get their share. The vendors that sold the hardware to the district had to know that they were overselling, but they kept on shipping. You can’t send every project out for bid, but you can ensure that the people running your district are running it with integrity.

Both the liberation of Iraq and Katrina are major, fast moving (pun intended) events that have required speedy reactions to numerous problems that simply could not have waited for the usual long winded (racist quota) tendering process. Undeniably, as we saw, Haliburton were the ONLY company both capable logistically/expertise wise and on the ground locally/regionally to perform as needed in Iraq. The niceties of “monopoly regulations” would NOT have been appropriate in a bloody war zone.

I do agree that tendering is preferrable in every instance pragmatically possible. And that corruption is invariably inevitable without it.

You’d think if Wooten wanted to show examples of government corruption in regards to tax money, he would have used Iraq. There is no better example. But that would look bad for Bush, and he wouldn’t want that.

It is apparent that without accountability this type of corruption will always be prevalent in anything the government is associated with at any level. Again, this reemphasises the need for privatized schools and school vouchers. Could any private business survive following this government model?

I would like to know if SAT scores are avaiable from private High Schools? And if so how do they compare to the Georgia average?

I read with no small amusement Paul Krugman’s editorial on “kiddie healthcare” in yesterday’s AJC. As you’d expect, Krugman strains like a constipated octagenarian to connect his stated “right” to free education with the “right” to free healthcare - for children. He fails to mention that neither are rights nor are they free. According to his warped logic, children deserve healthcare more than moms and dads. Typical socialist drivel from the folks who gave you communism and the kibbutz - neither of which work over long periods of time (re: Social Security & Medicare).

Now, to my liberal friends on this blog, if you’re happy with the cost of those dismal SAT scores in this state, particularly in the Atlanta public schools, then I’ve got to believe that Krugman’s kiddie healthcare is set to give us oh-so-much more of the same socialist incompetence and bloated flatulence.

So to Mr. Krugman and other liberals I say, just take two heapin’ spoonfuls of Metamucil and read Adam Smith’s The Wealth of Nations.

I can see a case for dedicating revenues derived from telephone or other fees to such projects as providing 911 services, or even for dedicating revenue from gasoline taxes to the maintenance and building of roads. I see no case for funding APS computer equipment by such means. That error, and not the bribery case, should be the focus of today’s blog.

It is yet another instance in which politicians have exercised cowardice. Rather than using regular tax funds for such purposes and perhaps incurring the wrath of voting taxpayers, city officials were permitted to impose what is essentially a surcharge on customers of telephone services. It is a tactic at least as cowardly as imposing outrageous motel/hotel room taxes on powerless non-residents.

Perhaps our legislature, during breaks between considering ways to make the impoverished buy health insurance policies, should consider outlawing such tactics. Bribery will always be with us, unfortunately, but there is no reason that abusive governmental revenue-raising schemes need be.
