Rudy’s dozen promises

Rudy Giuliani, thought conservative by just 21 percent of Republicans polled by Rasmussen (compared to 42 percent for unannounced candidate Fred Thompson) hit what should be a home run with conservatives in a speech Tuesday in New Hampshire.

Giuliani, in his own version of a contract with America, declared 12 commitments, the details of which he will spell out as he campaigns across the country this summer. The dozen promises:

  • To keep America on offense in the war on terrorism.
  • To end illegal immigration, to secure the borders and to identify “every non-citizen in our country.”
  • To restore fiscal discipline and cut wasteful spending.
  • To cut taxes and reform the tax code.
  • To impose accountability on Washington.
  • To lead the nation to energy independence.
  • To offer affordable and portable free-market solutions to health care.
  • To increase adoptions and decrease abortions.
  • To reform the legal system and appoint strict constructionist judges.
  • To ensure that every community is prepared for natural disasters and terrorist attacks.
  • To give parents school choice and access to a quality education for every child.
  • To expand trade.

While not as specific as the Contract with America, it is a useful start. The nation really is tired of the old political games in Washington. A new L.A. Times/Bloomberg poll reveals that Congress has sunk to its lowest approval rating in more than a decade, at 27 percent. That’s down from 36 in January. Sixty-three percent of the country looks to Washington and sees business as usual on Capitol Hill.

Giuliani may not yet have broken through to the conservative base, but a candidate who can convince them that he will deliver on this one of those 12 commitments will jump to the head of the pack: “I will end illegal immigration, secure our borders, and identify every non-citizen in our nation.”

As much as I tend to agree with Rudy, I see a few problem areas.

How do you “To restore fiscal discipline and cut wasteful spending.” while at the same time “To offer affordable and portable free-market solutions to health care.”

Good afternoon all. I previously declared my support for Fred, and I have seen no reason to change my mind. I like any of the five top Republicans (Thompson, Romney, Gingrich, Giuliani, and McCain) better than any of the four top Democrats (Clinton, Obama, Edwards, and Gore). I think Rudy is the most electable Republican – he is more likely to pick off a blue state than any other Republican, and I think he is conservative enough that he will not lose any of the red ones. That said, I believe Ohio, Pennsylvania, Minnesota, Iowa, New Mexico, and Wisconsin are all in play in 2008. If you read the Paglia link on Drudge today, she now expects Giuliani or Romney to win the election – says the Democrats seem shallow next to them.

The Rudy list is respectable and reasonably comprehensive, and easily distinguished from the Move On agenda – I think it would be a smart move by the other Republicans to publicly agree that Rudy has stated well “Republican” principles. As to the immigration issue in particular, I heard Rudy on Hannity last week, and his discussion of immigration was pretty intelligent. Even as pro-open borders as I am, I found no meaningful basis to disagree. I guess that is the art of politics – to sound like you’re saying something significant without committing to any particular course of action.

Hope you all saw Fred’s funny line on Leno: asked about his eight years in the Senate, Fred said his eight years in Washington left him longing for the warmth and sincerity of Hollywood.

Special note to Shar, I missed most of Tuesday, but your 5:43 post said everything I would have wished to say, except you said it better than I could.

Very good article on Fred Thompson. While some Republicans look at him as manna from heaven, in reality he doesn’t have a prayer. Any candidate in the coming election that is embraced by the right wing will be dead mangled meat in the general election. Not to say that he can’t be nominated, just that he will get crushed in the general. Guliani is flipping and flopping like a fish out of water. He’s trying to walk a fine line between moderates and the lunatic right. If he gets too close to the wingnuts….well. In reality the Republicans have only one candidate that can make it a race in the general election. That candidate is John McCain. McCain can attract both moderates and independents that went over in the 06 elections. The jury is still out as to whether Guliani can hold those votes for the Republicans. Romney….no chance whatsoever. Right wing bigots will never accept his religion. Too bad. But it opitimizes the the polarization that has literally destroyed the Republican party in an amazingly short period of time.

Dear Van @ 1:10, good question. I am not an apologist for Rudy, but one way is to reduce costs. E.g., limit malpractice awards, repeal laws requiring hospitals to treat without regard to insurance.

Dear RCH @ 1:20, I believe Rudy when he says he opposes Federal gun control. And even leftist attorneys are mostly embarrassed by Roe v Wade, and the way it continues to divide the country; I think Rudy speaks sincerely when he says that should be left with the states, even though we both know he is as pro-abortion as the Dems. For me the tipping point in Rudy’s favor is his commitment to appoint judges like Scalia, Thomas, Roberts, and Alito – that says as much by omission as does the commitment.

Obey has abolished the reporting, now you will never hear what goodies they are concealing in the budget. That is the Democrat’s way, isn’t it; cover up, and deny. WASHINGTON (Map, News) - A judge had to leave the courtroom with tears running down his face Tuesday after recalling the lost pair of trousers that led to his $54 million lawsuit against a dry cleaner.

Administrative law judge Roy L. Pearson had argued earlier in his opening statement that he is acting in the interest of all city residents against poor business practices. Defense attorneys called his claim “outlandish.”

He originally sued Custom Cleaners for about $65 million under the District of Columbia consumer protection act and almost $2 million in common law claims. He is no longer seeking damages related to the pants, instead focusing his claims on two signs in the shop that have since been removed.

He alleges that Jin Chung, Soo Chung and Ki Chung, owners of the mom-and-pop business, committed fraud and misled consumers with signs that claimed “Satisfaction Guaranteed” and “Same Day Service.”

Pearson, representing himself, said in opening that he wanted to examine the culture that allowed “a group of defendants to engage in bad business practices for five years.”

An attorney for the Chungs portrayed Pearson as a bitter man with financial troubles stemming from a recent divorce who is taking out his anger on a hardworking family.

“This case is very simple. It’s about one sign and the plaintiff’s outlandish interpretation,” attorney Chris Manning said.

The Chungs were to present their case Wednesday. Manning asked D.C. Superior Court Judge Judith Bartnoff to award them reimbursement for their legal costs if they win.

Pearson called several witnesses Tuesday who testified that they stopped going to Custom Cleaners after problems with misplaced clothes.

Pearson also called himself as a witness, saying his problems began in May 2005 when he brought in several suits for alterations. A pair of pants from a blue and maroon suit was missing when he requested it two days later. He said Soo Chung tried to give him a pair of charcoal gray pants.

As Pearson explained that those weren’t the pants for the suit, he choked up and left the courtroom crying after asking Bartnoff for a break.

Pearson originally asked the cleaners for the full price of the suit, which was more than $1,000. But because the Chungs insisted the pants had been found, they refused to pay.

Manning has said the cleaners made three settlement offers to Pearson, but the judge was not satisfied and increased his demands - including asking for money to rent a car so he could drive to another business.

A “home run”? This list of 12 bland, vacuous, focus-tested vagaries? Please, spare us.

If there was something remotely linked to HOW he would do any of these, it would be noteworthy. Rudy’s dozen promises (and, as a politician, no doubt he’ll KEEP those promises!) are nothing more than empty platitudes - red meat for the base.

After all, I seem to remember a certain presidential candidate, not too long ago, promising to “restore honor and dignity to the White House.” I wonder how that one turned out?

Wha’cha gotta understand is, even with your column’s support, AMERICANS AIN’T BUYING IT.

Right. But, you’re right. “…the country looks to Washington and sees business as usual on Capitol Hill.”

The positive side, and the scary side, too, is that 27% of Americans believe the country is being well led.

That must be the 27% of Americans who believe what you write.

But don’t change anything. If every columnist wrote the truth, political journalism would be a boring read.

You don’t have to be a blind conservative not to see it, just an ignorant one to deny it.

Guiliani’s first committment was “To keep America on offense in the war on terrorism.”

If Guiliani’s approach to keeping us on offense included a surge in Afghanistan to capture bin Laden and beat back the Taliban, a surge in diplomacy throughout the Middle East, a surge in efforts to implement the recommendations of the 9/11 commission that address communications among first responders and securing our ports, chemical plants and nuclear facilities, a surge in our commitment to a making progress with the Israeli-Palestinian issue, a surge in efforts to reduce nuclear proliferation by securing loose nukes and reducing the size of our bloated nuclear arsenal, and a surge in efforts to address extreme poverty and disease in areas where the people are susceptible to radical Islam, then I’d be with him.

Unfortunately, Guiliani is committing to more of the same: sending more troops into a war we can’t win (we’re grossly undermanned and underequipped in Iraq) and taking a one-sided, do-nothing approach to the Israeli-Palestinian conflict — thereby allowing the Taliban to regroup and Afghanistan to deteriorate, contributing to (rather than reducing) the growth of al Queda, strengthening the hand of Iran and inflaming the conflicts in the Middle East. When it comes to the war on terror, electing Guiliani, Fred Thompson or any other of the Republicans running for President would result in a continuation of the failed policies of the President Bush and his apologists, including Joe Leiberman, Zell Miller and nearly all of the Republicans in Congress.

Since 2001, 1.5 million American service members have served in the wars in Iraq and Afghanistan. As of April 2007, about 26,000 troops were serving in Afghanistan and 154,000 troops were serving in Iraq. The forces currently in Iraq or deploying in the next few months represent half of the Army’s combat brigades.

According to military experts from General Colin Powell to former Defense Secretary Lawrence Korb, years of war and the current “surge” in Iraq have pushed our military to the breaking point. Retired Major General Robert Scales has said simply, “We’re running out of soldiers faster than we’re running out of warfighting missions.” And General Peter Schoomaker, the Chief of Staff of the United States Army, warns:

While our Soldiers are responding with extraordinary commitment, particularly in the face of adversity and personal hardships, we cannot allow this condition to persist.

In recent weeks the shortfalls have become apparent even within Iraq. Gen. Benjamin R. Mixon, who commands US troops in northern Iraq, has admitted he doesn’t have enough troops to complete missions in Diyala.

Facing serious problems with recruitment, the military has been forced to lower age, education, and aptitude standards for new recruits, as well as increase enlistment bonuses. The costs of retention have sky-rocketed. The military has also held 70,000 troops on active duty beyond their expected contract end-dates and has called up more than 10,000 veterans who have not put on a uniform in years.

The military now regularly requires troops to serve multiple, extended combat tours. Over 420,000 troops have served more than one combat tour, and many have returned to war with only a few months rest. Active-duty Army combat tours are now 15 months long, with only half the recommended “dwell time” at home between tours. According to an Army survey, “soldiers are 50 percent more likely” to suffer from a mental health problem if they serve multiple tours. To learn more about the mental health effects of war, please see the IAVA report, “Mental Health Problems Among Iraq and Afghanistan Veterans.”

Equipment shortages are also a serious issue, contributing to the plummeting readiness ratings of Army and Marine units. As of September 2006, “roughly one-half of all Army units (deployed and non-deployed, active and reserves) receive the lowest readiness rating any fully formed unit can receive.” The overuse of the Guard and Reserve are threatening our ability to cope with domestic emergencies. About four-fifths of Army Guard and Reserve units not mobilized received the lowest possible readiness rating. State officials have expressed grave concerns about the damage done to our national security. As Kansas Governor Kathleen Sebelius said after her state was devastated by tornados:

Fifty percent of our trucks are gone. Our front loaders are gone. We are missing Humvees that move people. We can’t borrow them from other states because their equipment is gone. It’s a huge issue for states across the country.

It is verry very frustrating to me and almost unfathomable that mainstream Republicans like myself have allowed that trash on the right to hijack our party and foist their lunatic minority agendas on the majority of us in the party. The Dems have much the same issue. Why in heaven’s name have those of us who are the true majority in this country, from left center to right center not just broken away from both parties to form a party that will dominate politics in this country for the rest of eternity. Why do we allow this small number of racists, bigots, and religious fanatics to force us, the true majority to always be choosing the lessor of two evils when it should be us doing that exact thing to them. Unbelievable.

Is it just me or do you find it ironic that one of the most creative and “loose” constructionist U.S. Attorneys in our history would now pledge to “reform the judicial system and appoint strict constructionist judges”?

How on Earth are we expected to push the homeless out of Manhattan and pretend they don’t exist in the Giuliani administration?

Talking points, contracts, and lists usually appeal to the lowest common denominator of voter: he who seeks justification in lieu of education.

Giuliani’s cute list will appeal to those who already liked him, but for those of us undecided, it is a series of hollow promises without concurrent policy and budget statements.

Is that not what is happening now. We have achieved or basic objective. Those we fight now are mostly insurgents from other countries held together by religious beliefs.

In some cases there is no negotiation of any official treaty, but fighting may trail off and eventually stop after the political demands of the belligerent groups have been reconciled, a political settlement has been negotiated, or combatants are gradually killed or decide the conflict is futile.”

Is this not what we are waiting for. The two larger Islamic sects to find a political settlement?

Maybe defunding the military by the Clinton administration had a profound effect on the readiness of our troops. Should we not make sure this never happens again.

Given the extended deployments and involuntary recalls/retentions, finding a new generation of soldiers…good freakin’ luck. When these crapped-upon vets come back home and start having flashbacks in the Kroger parking lot, it’s not going to give recruiting a boost.

Well, solving that will be up to the incoming Democratic administration. They’ll think of something. Like—-maybe not getting into stupid quagmires to prove your ten-gallon hat is bigger than somebody’s head rag.

I refuse to be a part of Walter Lippman’s “bewildered herd”; sitting in front of a t.v., watching crappy programs chosen for my by some two or three mega corporations and listening to news “managed” for my benefit.

I noticed my discription of govenment above was censured, so let me change that to a “Parliment of Prostitutes”, who are willing to do anything and everything to get elected and re-elected, and are willing to continue to let American soldiers dies for profits for the already rich.

If I planned a bank robbery and, while waiting outside, sent a few people into the bank and they and I were caught, we’d all do time in prison.

But let a president send American troops to attack Iraq on a pack of lies and get caught, and where thousands are needlessly killed, and the Congress doesn’t do a damned thing about it.

But columns like Wooten’s boost him up.

The “12 comments” above are just another re-run of the usual political crap, not worth reporting.

You don’t have to be a blind conservative not to see it, just an ignorant one to deny it.

While the military did shrink in size, much of that had to do with scaling back a military largely designed in the 1960’s to fight WWIII, not conduct counter-insurgency operations in the Middle East. I have yet to see any proof that the Clinton-era military reductions (approved by Republican-run Congresses, no less) has any direct causal link to a lack of readiness or capacity in the military now, for this particular role. (Examples, please?) And, if that were the case, why didn’t the Bush administration run up the size of the military early on?

We had a DRAFT. Something that Shrub is too chickens%#t to do. If he thinks he’s going to fight conventional wars he’s in charge of making sure we have the capability. Instead, he just runs the military into the dirt, with all the forethought and care of a teenager in a stolen SUV. Remember little monkeyboy in his flight suit preening about “mission accomplished”? Tell the families of the 31 soldiers killed this month…so far.

And it’s not surprising that there are fewer casualties when soldiers are deployed, it happened all the time when I was in the military. Separate young people from alcohol and POV’s, and you’ll see a reduction in deaths. Then again, there was no big research and development into artificial limbs or brain injury. What a wonderful list of reasons to be thankful for the war.

Iiiyyyyyeeeee like Rudy. The more I see and hear from him, the more I like him. On the two issues that concern most conservatives…abortion and gun control, I always consider the liberal metropolis over which he served as Mayor. He’s willing to compromise to achieve his intended goals.

What was it he accomplished in NYC? Increased adoptions and decreased abortions.

Gun control? A reduction in crime.

It tells me that he’s innovative in his approach to solving problems.

I also like Fred Thompson. I’m waiting to hear more from him. I want to see how he responds with his feet to the fire.

Any one of the top GOP contenders would suit me with the exception of McCain. When he said that the Immigration Reform Bill was not the one he would have written, I wanted to ask him why he didn’t write his own then. Why would any sane person agree with Tipsy Ted on anything that had to do with immigration? Hell, Ted got the immigration ball rolling in 1965 with his support of eliminating quotas.

That ball only got bigger and uglier as it rolled downhill. Kinda like Tipsy Ted himself after one too many.

I also wanted to mention an interview that Dennis Miller had with Ron Paul. Dennis pretty much agrees with Paul on everything except his stance on Iraq.

When Dennis put forth the question what would you do about Iraq after we leave. Paul said that there was great opportunity for a peace initiative between Palestine and Israel, and that other Arab States such as Saudi Arabia now had the initiative to implement peaceful policies within the Middle East.

Poor Ron, he had no idea that he had just bolstered Bush’s strategic plan in the Middle East.

Rudy always ends his interviews with the comment “I will lead with an optimistic vision”.

Optimism…who can argue against that?

    But, if I’m wrong about that, show me/us one corporation that is willing to do with less profit if it will mean improving the safety and productivity of the planet. C’mon, find ONE, you can do it.

    3) To criminalize everything, since people are too stupid to think for themselves

    4) To prohibit CBO identification of Democrat spending earmarks, so Democrat politicians cannot be caught with their fingers in the till – stupid Jefferson

    How ‘bout the little “earmark” intended to allow the Bush/Republican administration to appoint AGs without congressional approval. YOU, a lawyer!, supported that.

    5) To blame all evils of society on the large salaries of major corporation CEOs, even if they have to work harder than the better-paid professional athletes and Hollywood stars

    Oh!, for example, Jeff Skilling? He was working harder than any CEO until he got caught “working too hard”.

    But, hey, I’m not sitting on my a* watching anything. I haven’t for years. There’s nothing to watch. Even teenagers (finally) are beginning to say that.

    But as “your CEOs” work hard to bring all of the media under the control of only two or three mega corporations, YOU will have less and less local news, more and more managed news (because you might be too stupid to understand the complexities of the “real world”).

    6) To create safe-havens for Moslem terrorists, and to always grant the greatest court protections to foreign enemy combatants, wherever found

    No one approves of Muslim terrorists, not even Muslims. I have no doubt that if the U.S. would leave the Middle East, they would solve their own problems within three years. And maybe (tho doubtfully) we would deal with our own terrorist who presently occupy the White House.

    7) To guarantee that parents have as little say as possible in the education of their children, since parents are too dumb to know how we have to indoctrinate their babies

    Some folks are teachers, and some folks are lawyers who spend their time on this forum instead of practicing law.

    8) To rein in talk radio and Fox News, as the truth undermines the credibility of Democrats generally; to compel all Americans to get all of their news from ABC, CBS, NBC, PBS, the New York Times, the Washington Post, and the AP, since our guys control those outlets

    This certainly is in the eye of the beholder. At some point or other a corporation should be able to stand on its own w/o government help - in the same manner as you want individuals to do that.

    • To eliminate the harmful tax cuts passed since 2000.

    I’ve just answered that.

    • To impose accountability on Washington, excluding earmarks.

    See above.

    • To eliminate global warming, no matter what consequence there is on the economy.

    If the “free market” works now, why would it not work with necessary changes to protect the planet.

    • To provide free health care to all Americans.

    To provide free health care for those who cannot afford it. I am personally acquainted with those who can, who can’t, and who won’t. I have no sympathy for the last.

    • To ensure abortions remain legal and available to all Americans.

    As needed, it should be. I don’t support abortions as a “trendy” thing to do.

    • To reform the legal system and appoint flexible judges.

    The law, as I understand it, is supposedly based on what is ethical. Unfortunately, we are seeing that judges are being supported on their philosophies.

    Unfortunately, as the judge who refused to take down the ten commandments in his courtroom, our courts are lacking in judgement - as is evidenced by the recent Supreme Court against the woman who was being discriminated againest via her salary.

    That the Supreme Court stated she should have filed a discrimination suit within six months is discrimination within itself.

    • To ensure that every community is prepared for natural disasters and terrorist attacks.

    Agree.

    • To protect the public schools and ensure a quality education for every child.

    A broad issue, but generally, I agree.

    • To expand fair trade.

    “Fair trade”. Damn, that’s a good one.

    But as the man said, “[Everybody knows McDonalds can survive w/o McDougal-Douglas]” to force others to trade the way the U.S. tells them too.

    Good afternoon all,

    Jbmlaw, as one of the “resident leftists” on this blog (heh), frankly I like Rudy’s 12 points. I imagine my ideological compatriots also find the list to be fairly acceptable.

    They make good sense and are eminently reasonable. I think the reason you haven’t heard that much from the left today is that Rudy’s innovative agenda substantially replicates the democratic platform that has been in place for over a decade.

    Rudy’s not really interested in the Andy/RCH/Markus-types of the world. He recognizes their views to be extreme and increasingly marginalized and irrelevant. He paid attention to what happened last year, and knows that to win, he’s got to appeal to the reasonable middle. His agenda reflects that.

    What will be interesting is the means by which he intends to accomplish all that. As always, the devil’s in the details.

    However, without regard to ideological fealty, any candidate that can get our country to focus on those items would do us all a great service. After all, it’s the same agenda as with Hilary, Barack and J. Edwards. Heh.

    The Bush administration and military leaders in Washington are always claiming that they will do anything to support American troops fighting in Iraq. That makes it all the more infuriating to learn that, for more than two years, the Pentagon largely ignored urgent requests from field commanders for better armor-protected vehicles that could have saved untold lives and limbs.

    Improvised explosive devices, or I.E.D.’s, can blast through the flat underbelly of the military’s standard Humvees, maiming and killing the soldiers within. These devices, a low-tech response to America’s overwhelming military power, are now causing 70 percent to 80 percent of the American combat deaths in Iraq.

    More than two years ago, according to newly disclosed documents, Marine commanders in Al Anbar Province, a center of the Sunni insurgency, submitted an urgent request for more than 1,100 Mine Resistant Ambush Protected Vehicles, or MRAPs, that have V-shaped bottoms able to deflect blasts from below. For reasons yet to be satisfactorily explained, military officials initially sat on the request and then ordered relatively few.

    Some, second-guessing the judgment of the battlefield commanders, apparently felt that Humvees with upgraded armor could do the job. Others may have been reluctant to invest billions of dollars in vehicles that might have little use after Iraq. Turf battles were probably also a factor, as a large-scale purchase might threaten future weapons programs. But Iraq is the war that Americans are fighting and dying in today.

    Only now are Pentagon leaders, prodded by Senator Joseph R. Biden Jr. and other critics on Capitol Hill, rushing to ramp up production. Congress has accelerated funding to buy more than 7,000 of the vehicles by early next year, and the military services are seeking some 21,000 in all, at a cost that could exceed $20 billion. Defense Secretary Robert Gates has declared his determination to “produce as many of these vehicles and get them into the field as fast as possible,” though the precise number needed has yet to be established.

    Unfortunately, the MRAPs will remain vulnerable to the deadliest I.E.D.’s, known as “explosively formed penetrators,” which destroy vehicles from the side. The military is looking for ways to add armor to the MRAPs and is testing another new vehicle to counter that threat.

    If the small companies that make these vehicles are not able to produce the quantities needed quickly, President Bush and Secretary Gates ought to make this a crash program and enlist major manufacturers.

    There can be no excuse for failing to provide the best possible protection for American troops in this disastrous war.

    Hi rarringt, I’ve never listened to Ann Coulter; never listened to talk radio Rushs’ or anyone’s; have occasionally watched O’Reilly when one of his guests from the left interests me; and have only watched Hannity maybe three times. Can’t tell you why.

    I do have an open mind, but my brains aren’t falling out.

    I’ve seen Hillary in action as well as Edwards. Polished, professional politicians, and Obama is beginning to look just like them. I’m not a big fan of Romney’s for that very reason.
