Gloom, doom on PeachCare exaggerated

“It causes death, my friends.”

That’s it.

Modify in the slightest a government program that didn’t exist in Georgia at all a dozen years ago and the consequence will be, in the worldview of state Rep. Lester Jackson (D-Savannah), children flunking and dropping out of school and worse.

“Recently in Maryland there was a young boy [who] died of a dental infection,” said Jackson during a legislative debate on PeachCare. “Do we need this to happen in Georgia? What would happen if vision and dental care would be eliminated? You have a decreased reading comprehension in our classrooms, a loss of school days because of dental pain, unnecessary pain and suffering for our children, for our working families, and also death because of infection.”

Until one listens to the full debate on how best to frame high-cost government social programs, like PeachCare, it’s easy to forget just how far to the left the Democratic Party in Georgia has drifted. This is not the party of Joe Frank Harris or of mainstream Georgia. The rhetoric employed to oppose legislation that would modestly rein in costs is so outlandish and absurd that one wonders what’s left to say this side of calamity.

The proposal for PeachCare that “causes death, my friends” would allow the Department of Community Health to charge an additional premium the bill’s author, House Speaker Glenn Richardson (R-Hiram) projects at $5 to $10 a month for dental and vision coverage. It’s now provided free by taxpayers.

The bill would, too, allow the board to adjust future eligibility to a range of 185 to 225 percent of the federal poverty level, and to fix it now at 200 percent, down from 235. Importantly, however, no child currently on the program would lose eligibility. For a family of three, the new income limit would be $34,340, down from $40,350. The bill is still alive, but was not resolved on the final legislative day.

The program required an $81 million infusion of cash, which was included in the unvetoed budget. The feds may or may not provide reimbursement, in full or part. Congress has it tied up in its Iraqi war games.

This Georgia debate goes to the heart of the two parties’ approach to government. It’s precisely why a Republican majority that shows flashes of conservatism needs to coalesce under the Gold Dome. Those who have no clue as to what they’re trying to do with government, or why, simply cannot bring change, no matter how essential, in the face of “death, my friends” hyperbole. And once conservatives start picking up that language for each other, all is lost.

On PeachCare, Richardson, in one of those flashes of purposeful conservatism, stood his ground. Said he: “This program was started as a block grant [by Congress] and [they] told us to set the rules. There were no rules. So the people that are now telling you we shouldn’t change the rules are the ones that set the rules that put the program in place and ran it out of money. And it is time to make a decision. Do you want to rein in this program and provide it to those that need it? … ” Said the speaker, too:

“This is a reasonable, measured response to reel in a program that was out of control, that a member of this body signed up a quarter-horse for and got a temporary ID number just three weeks ago. Because it was so easy, he just went online and punched in a name and you’ve got PeachCare. Anybody can get PeachCare. If you are not a U.S. citizen, it’s OK.

“And by the way, you don’t have to take your Social Security number. Now if that’s the kind of program you want, that’s what you had … ” The department is now being required to verify income and citizenship.

“All I’ve heard is how terrible it will be if we restrain spending just a little bit … In all the arguments … against this bill, not one of them talked about the taxpayers of this state who have to work for three and four months out of the year to pay for children to have health insurance.”

The conservative approach should be to create programs on a small scale, examine results to see what works and what undesirable behaviors have been unintentionally induced, and to make changes. That never happens. But it should.

Last week a Congressional Budget Office report found that the parents of as many as half the children enrolled in programs like PeachCare dropped private insurance coverage and shifted them to the taxpayer-subsidized plans. Democrats in Congress want to double the spending recommended by the Bush administration, to $75 billion over five years.

Conservatives create and examine. Liberals create and expand.

Good morning all. The leftist argument demanding coverage for children is phony, but perhaps the best way to smoke out the deception would be to cover children, and to exclude anyone over age 16 from any state-subsidized coverage for anything. Exclude emergency room coverage when the diagnosis is anything other than being hit by a car or gun-blast. This is nothing more than typical leftist corporate welfare, compulsory taxpayer subsidization of the inflated salaries of the medical industry. Until conservative demand an end to corporate welfare, the leftists will continue to spend. I am encouraged to see Mr. Richardson’s lucidity on the issue.

Special note to my friend Dusty – I did not get to read the blog yesterday until late last night, after a long day. The leftist name-jacker did a pretty good imitation of me in his clever effort to disparage your intelligence. Fooled all of the chattering class as they listen to words, but you called the Deceiver a “fraud” when you saw the absence of thought. High risk for you, since you were the target – you risked public humiliation. Most impressive. The great irony, the Deceiver attempted to prove you dumb, but the leftists were the only suckers, and the Deceiver proved your genius. I laughed all night, well-done. Had I been blessed with a daughter, I would have wanted one with your wisdom – no less than that of Daniel in the book of Susannah.

PeachCare has too many loopholes.

Income should be verified by checking federal and/or state tax returns. Too many families that run businesses have their children on PeachCare. They can’t afford insurance but they can afford a late model BMW and a Lexus SUV in the driveway of their $350,000 home.

Only US citizens and legal residents should be eligible.

Life has always been cheap in Georgia. Georgia life spans are still some of the lowest in the nation and the industrialized West. Violent crime, murder, incest, rape, STDs, obesity, alcoholism - all higher than average in Georgia.

Redneck trash like Wooten and his Klan want to make it even cheaper.

Yes, we are dealing with a degenerate culture in the 13th state - the degeneracy of the slavers and debtors that made up the Georgia colony haunt the state to this day. So perhaps Wooten is right - let the citizens of the state live out their pauperism, their blight, their mean and narrow lives, and hope they die young before they hurt others any more than they already have.

God takes out the trash. I just wish He would make more regular pickups.

So I guess I agree with Jim today.

What really burns me is when the AJC refers to PeachCare as “Insurance for working people” when even the examples they cover in their articles prove otherwise. The people of GA (and fortunately our Republican officials) are not falling for this ruse. PeachCare is nothing more than insurance for people having children that they cannot afford (and fathers who do not pay child-support). We are simply promoting irresponsibility and laziness. With these types of role models, the children are most likely to turn out like their worthless parents.

There was nothing wrong with PeachCare and it wasn’t in jeopardy until SonnyDoo (Like ScoobyDoo), decided to screw with it and then screwed it up,(sounds familiar?). You are still trying to promote the fallacy that Republicans are Fiscal Conservatives; why don’t you just give up? Stop the ridiculous assertions and face the facts and give Sonny another Scooby snack, (some more cheap government land he can buy and then sell to the highest bidder).

I have no mecy for the corporatist health care providers (not to be confused with doctors, nurses, and other health care workers, who with the exception of a few prima donnas are victims as well)as we move to national health care.

The drug companies, the corporate hospital and medical center giants and other elements of the medical equation have made a tremendous sh**pot full of money off the insurance companies and those individuals who can afford to pay. Their profits far exceed any losses to indigent care. The taxpayers take care of that.

So to the corporatists…go ahead on boys and girls…enjoy the ride. Your gravy train is about to come to an end.

Sad part is, like always, the middle class and the working poor will be the ones who get the shaft without Vaseline with the coming national health care debacle.

True to form, Jim tries to shirk Republican responsibility for anything and blame Democrats. But if the program was “out of control” with no verification of income or citizenship that is the fault of Perdue, not Democrats. Perdue is in his fifth year as Governor and the program has been administered by one of his agencies. Why didn’t they check these things and why does Jim not hold the Governor accountable? The solution to mismanagement by the Governor is not to bar eligible children from the program, it is to get a Governor who can manage the program correctly.

And YES their salaries are checked out before they can get on PeachCare — the state simply has to press a button and pull up their State Tax registry.

Rather than title this column, “Thinking Right”, it would be better named “Wooten’s Complaints”, as that is about all he ever does - especially when it comes to putting taxpayer money into the practice of “Love thy neighbor as thyself”.

Which is a command, not a request.

On a divergent note, recently I read an interview of Andrew J. Bacevich, a retired military colonel and outspoken critic of the Iraq war. The article is probably the best balanced on the Iraq war of any I have read or heard. If you can find this edition of “The Sun”, March, 2007, at your local newsstand, I recommend it.

It’s certainly better than the spun trash you’re going to get from this column as to why we should continue to lose American soldiers and why Bush should be supported in Iraq.

Col. Bacevich also has a recent book, “The New American Militarism: How Americans Are Seduced …”

Interesting how many military people are opposed to the Iraq war, but the mainstream media conveniently, and pretty consistantly, screens their views out.

Yesterday, Col. (and professor) Bacevich lost his son in Iraq.

Bring our military home. Now.

You don’t have to be a blind conservative not to see it, just an ignorant one to deny it.

Ah, yes, let’s just allow future children to suffer from medical neglect. We’ll make the cuts more palatable by grandfathering in the present children. It’s all so typical of the knuckle-dragging Republican legislature—a cynical ploy.

And I’m sure that for Wooten and his Klan—including the sycophant Dusty, the heartless jbmlaw, and the ever-regressive Van—the $5 or $10 per month and the lowering of income level for eligibility are only mild restrictions. They don’t have to feed, clothe, and shelter a family of three on a before-tax income of $40,000.

It was Sonny Purdue who fooled with Peachcare in the first place. Now, like a miscreant child, he goes hat in hand to Congress to get bailed out. His act is an example of Republican intransigence, not fiscal prudence. Strange how he somehow finds money for Georgia to Go Fishing.

If there is no bread, let them eat cake, right, Wooten? Dusty? jbmlaw? Van? John D? I suppose it’s time for you to go to your churches and congratulate yourselves on the fiscal discipline you’ve imposed on the poor. Afterwards, you can grab your rods and reels and head to the river.

Cobb Countians are not lazy - they are very busy alcoholics, drug addicts, wife beaters, porn peddlers, lapdancers, prostitutes, single moms and dads - animals raising animals. Their myriad social dysfunctions and chaos-based society becomes a burden to public decency.

Intergenerational poverty - inbreeding - family violence - superstitious redneck culture - hatred and suspicion of schools (and edumacation), government, and true community - cannot be overcome with a bandaid like Peachcare.

Nothing short of taking these poor unfortunate children away from their parents can truly make a difference. Wooten might be right - let Social Darwinism take over even more, stunt the already stunted lives of the typical southron. Indeed, one could argue it might even be criminal to offer people mired in a hopeless gutter culture the illusion of hope and phony caring.

I am a practicing psychiatrist who plans to retire my medical license when it expires. Why? The health care system is a fraud, and doctors have become glorified drug dealers, patient-churning, prescription-writing machines, fronts for government, insurance, and the pharmaceutical companies. As long absentee bosses dictate treatment, they should write the prescriptions and assume the risks. I’ve come to believe we should abolish all drug laws, because the only difference between good drugs and bad drugs is legality. If you don’t own your own body, who owns you? We all know what that’s called.

PeachCare is insurance only, a huge scam to fund insurance companies and the Department of Community Health, which has almost twice the budget of the Department of Human Resources. We have created an enormous bureaucracy to limit access to affordable medical care. Those who are most hurt are the ones who can’t jump through the right hoops and negotiate the bureaucratic run-arounds to get the simple, preventative care that would avert so many of the crises we see today.

Examine this, gas is averaging $3.15 a gallon and going up. The oil companies blame “public policy” for not having enough supply to fill demand. Well, the state shouldn’t be using my tax dollars to pay for the medicine of Those People. All you get for that is more of Those People that live longer and vote for libruls. Its all this welfare that caused our two house seats to be took away from us and give to Those People.

Of course, its diffrent in the case of my dotter and my grandson little Sonny Zell George. The county can pay for their medicine because they are good white conservatives. You can bet they won’t vote for libruls.

I can’t make out what this GodHatesTrash is saying. Seems like to me he don’t like us rednecks. If it wasn’t for us rednecks people like him would be running GA and we would be in a fine fix then. They would be taxing our toilet breaks.

Old Sonny got it right. Cut this Peach Care stuff and use the money for fishing. You never see any of Those People with a fishing pole. Its about the only place where its not running over with Those People trying to butt in and act like they are equal to the rest of us. That and NASCAR races.

Extraordinarily few military people oppose fighting the terrorists in Iraq – it is mostly the Surrendercrats who prefer to give al Qaeda time to rest and recover in Iraq. The war will go on either way – remember, the bad guys attacked here first. I understand you prefer to fight here, with civilians - “Mr. President, I’m not saying we wouldn’t get our hair mussed. But I do say no more than ten to twenty million killed, tops. Uh, depending on the breaks” - rather than there, with the military.

Some people more then we thank don’t have children they can’t afford. They may have had a good job paying good money at one time til some greedy company that pays its exec six figure plus salaries come along and cut that family’s job to turn a profit instead on earning that profit. Now that family don’t have health care and don’t have a job to afford it. Sometimes people get into situations they have no control of just like bankrupt companies that sometimes get government help. How is it ok in the eyes of conservatives for corporations to get help but children can’t. Conservatives are showing where their true charity is and its not with the poor.

jbmlaw@11:35 - it was al queda in Afghanistan, not Iraq that attacked the U.S. While I am sure al queda had a presence in Iraq prior to the U.S. invasion and occupation, it was a small one. Saddam, like most dictators, did not suffer rivals to his power.

Van had it right. No income verification makes it a sinkhole. A whole lot of people know how to work the system and do it with zeal. I worked with a piece of scum a few years back. He was making over $700.00 a week but lived in public housing. He said all his wife had to do was claim desertion and magic! Free rent, food stamps, power and all the cash he was making was paying for toys. Same with Peachcare. There are many self employed people on Peachcare who live the high life but are able to hide thier money and we pay for their child’s care. Wonderful.

Of course using conservative logic, since they are totally against government dispensing birth control to the po folk so they don’t get pregnant, their answer to that is probably that they should not be having sex anyway. You would be more correct if you said that no one in the military nor any American citizens opposes fighting terriorism - wherever it may be found, including our own government and beginning with the present “president” and his policies to lock down on the freedoms of American citizens via the “Patriot Act(s)”.

As to Iraq, that continues to be the big lie that it was from the beginning and is exposed more so each day- or haven’t you been keeping up for the past five years?

As to those military personnel past and present who are opposing the Iraq war, wouldn’t you just like to think there are only a few.

But, I’ll tell you something, buddy, if I had to go to court and you were the lawyer for my opposition, if what you post on here is the best you’ve got, I’ll represent myself in court and will win my case.

The point is not “$10 for vision.”

The point is the Republicans had a chance to fix something that was broken and did nothing about it. Now Jim writes his column that basically blames “liberals.” But what this really boils down to is REPUBLICAN leadership, or the lack of it.

Governor, Senate, House. All in the hands of Republicans.

Wasn’t it a REPUBLICAN GOVERNOR begging Washington for funds to CONTINUE the program?

Didn’t the REPUBLICAN Georgia legislature just waste an opportunity to tweak the eligibility? Add income verification? End the program?

Rep. Lester Jackson (D-Savannah) has absolutely no power in modern Georgia right now, remember?

The Republicans sure do.

He ought to send for Oral Roberts, a “hands on” healer…. “Heal….Heal….Heal….” Of course to make it work, Falwell will have to stand up so that when Roberts says “HEAL”, Falwell can fall backwards and be caught by some of his supporters. Healed? Of course!

RIP Rev J Falwell … whilst as a proud secular anti-religion traditional conservative I stood against his superstitious religious dogma, for whatever its worth I actually liked Falwell. He was a decent, always cheery, affable bloke who well understood the corrosive cancer of the leftist cut and run moral relativistic enemy within. He bravely faced down the hysterical screeching queers, the perfidious cowardly pinkos and the baby butchering partial birth abortion loving feminazis.

Damn shame he had to die and the treasonous liberal scum on the Senate Judiciary Committee are still slithering around.

The Captain is saddened to report that the Rev Jerry Falwell, one of the truly great White Christian Americans, has passed on to his greater reward.

While regular readers know that the Captain came this close to attending Duke University, his lack of financial backing (coupled with low grades and scores) combined with Reverse Discrimination against White Males forced him to seek another route to Higher Learning. In fact, that route led straight to Lynchburg and Liberty University. It was a fateful turn that was to change the Captain’s life forever.

Whilst at Liberty U. (we like words like ‘whilst’, and lots of ‘thees’ and ‘thous’), the Captain took a double major in Denouncing Fornicators and Scourging Blasphemers. During this time, I had the pleasure of Rev Falwell’s company many times. I remain in awe of his sheer capacity.

He was a huge man, a giant among those of mortal girth, and he only grew greater with each passing day. But that is mere hagiography. What is important is what he taught me…that God only allows bad things to happen when he is deeply, deeply angered with us.

So, it is clear today that the Godless liberals, queers, Islamofascists, and peoples of Dusky Hue have angered Our Lord to the extent that he took his Chosen representative to come home to him, to sit at his Left Hand and serve as Judge of Humanity, as he has done so ably whilst on this mortal coil.

So, for the rest of today, in honor of the Right Reverend, let’s all take a moment to post our notion of what the Islamoliberalqueerdarkies have done to anger god.

Personally, I feel it is the conscienceless persecution of the Godly Monica Goodling and Alberto Gonzales.

Liberals…if you have any decency, you will not post anymore today, on this day of national mourning.

Well, the one I feel most sorry for is old Newt. Here he was, all set up to be innerduced by the Revrend Falwell and get the blessing for his run for president. And now he will have to be innerduced by a nobody. Only the Revrend Falwell coulda explained how it was all right for Newt to be porking some woman not his wife while leading the charge of adultry against Slick Willie. You see, when its a Republican it ain’t really adultry, we call it something else. And besides, it has the Divine Blessing.

I’m right ashamed of these folks making fun of the Revrend Falwell when the poor man is barely beginning to toast—I mean, enter the Pearly Gates. And he didn’t even live long enough to see My President appoint another Supreme Court justice that could have got rid of abortion oncet and for all. I ain’t got the heart to tell poor Sister Dusty about his death. She will just moan and groan and be all heartbroke. I hope she don’t accuse the Revrend of cutting and running.

Most folks have problems with Peachcare because of the problems with lack of income verification and the idea it covers kids for free for 6 years and only then starts to charge, and the idea that you can make $48,000 for 4 people and still qualify—That is not Working Poor—, and the idea that businesses are shifting more of the burden for their employees onto the taxpayers. I like the idea of discouraging folks (up to 50% acc to the Congressional Budget Office) who drop their employers’ health care to let the taxpayers pay for it by having a year or more waiting period before the child can qualify for Peachcare. Of course, then you would have more parents quitting their jobs and getting another to “save” their money. I know health insurance is expensive: as a single parent of 3 I have paid it for 21 years now! And I pay for other kids also via Medicaid and Peachcare. Talk about double dipping into my purse! Peachcare, like other things, is now entrenched as an easy giveaway. Until it is tightened up, you’ll hear more about it from quite a lot of conservatives and moderates who stress personal responsibility.

I’m sick of Repubicans blaming Democrats and vice versa! Having worked in State government for over 30 years I can honestly say there is enough blame for all. I think Jim is dead on with regards to PeachCare and so is Richardson. I remember when Medicaid only had a handful of staff administering it on the state level . . now there are over 400 staff. Why because it has expanded to cover everybody and their brother. There are all kinds of Medicaid waiver programs… . hence the huge roles. Like Medicaid it is out of control!! There are far more people receiving help that don’t need help than those who truly do. Stop pointing fingers. Both parties have had a share in creating this debacle!!!
