Abortion; gun laws; and HOPE

Thinking Right’s free-for-all Friday. Pick a topic:

• No taxpayer should ever, under any circumstances, agree to a tax that can be extended 15 years when two of three local governments agree. Most of the voters who elected to tax themselves and their guests for MARTA are dead and gone. Before it’s extended from 2031 to 2047, the living ought to have a say. The tax was approved by a 471-vote margin in Fulton and DeKalb 36 years ago. By the time this newest tax expires, the youngest voter who could have extended permission will be 94 years old.

• No alarm here that about one-third fewer students will qualify for HOPE because their grades don’t measure up. Somewhat tougher standards get the credit. The HOPE voucher is not yet an entitlement for breathing.

• The fight between two lobbyists after the end of this year’s General Assembly came about 2 in the morning. Ever notice how many bad things happen to people between 2 a.m. and 4 a.m.? Most involve booze and bad judgment. But not to worry. The governor of Virginia, Timothy Kaine, will close the “loophole” that keeps “mentally unstable” people from buying guns, including those “mentally unstable” people who have never been committed to a mental hospital. As soon as that feat is perfected, we’ll buy the software and offer it to bartenders so they can determine which boozers are a threat to us.

• Indicators that the Depression-era generation is thinning and their debt-avoidance admonitions are departing with them: The Atlanta Braves now sell partial-season tickets on a 90-days-same-as-cash basis. Home equity loans were used to finance almost 3 percent of personal consumption, according to a government study of consumer spending between 2001 and 2005.

• U.S. Sen. Harry Reid’s “War is Lost” Democrats defines, again, the difference: If there’s trouble or threat, real or brewing, in the world, put a Republican in the White House. If day care is in crisis and money is the answer, elect a Democrat.

• The Georgia State Senate, exercising its advise-and-consent authority, declines to accept Gov. Sonny Perdue’s renomination of a special interest group lobbyist to the board of the Department of Natural Resources. Said lobbyist and her soul mates are chagrined. Hmm. Should the Marlboro marketer have a designated seat on the board of the Department of Community Health? Or the road builders on the Department of Transportation board?

• I regret that any Korean or American of Korean heritage feels any explanation or apology necessary for Seung-Hui Cho.

• Now I understand why cops here work part-time jobs. It’s to pay their lawyers in the event they use their guns. Or to pay funeral expenses when they guess wrong, and don’t.

• When a union spokesman raises alarm about staffing levels, whether in schools, police departments or government agencies, the skeptical taxpayer wonders: Is this a real problem and, if so, does it require a monetary or a management fix? Too few State Patrol troopers for all-night coverage of the interstates? That’s a concern expressed by a state Fraternal Order of Police official. A problem? Not a “specific” one that various police officials can cite. Another option: Use state troopers only for interstates, round-the-clock, and ban city and county police from patrolling them.

• The insistence by liberal Democratic women that those who hold different views aren’t legitimately “women,” when deciding what “women” want is as amusing as the claim by liberal Democratic blacks that skin color confines an entire race to party and ideology. The wrath of “women” is prompted by a proposed constitutional amendment by, uh, a woman, if political correctness allows me to use that word to describe state Rep. Charlice Byrd (R-Woodstock), who is neither liberal nor Democrat. Her resolution would establish a right to life beginning at the moment of creation.

• For me, the stereotype that teen parents are irresponsible is indeed dispelled when the unmarried couple includes their child in the high school prom photos.

Jim – by what measure have we not ‘lost the war’ to Bin Laden? Remember that guy? The one who attacked us? Never in his wildest dreams could he have imagined the USA was going to pee down its leg the way it has following 9/11. No doubt, in whatever cave Osama still resides, there is a nice sized portrait of Republican George W. Bush hanging over the mantel.

Good morning, Jim,

You will not find a stronger supporter of our peace officers than me, and I make no apology for that.

Having made that statement, I have been concerned for sometime about the level of leadership and the degree of proficiency of the Atlanta Police Department. It seems that this latest indictment of the officers and pleadings of the officers involved begs the question: Is it time for Pennington to go?

Have you noticed how the Republican Georgia Legislature is going against Sonny Perdue more and more? Shows even party loyalty won’t survive against an imbecile Governor.

I see Jim’s going off against Democrats again – Hey Jim, wake up and smell the coffee: 70% of this country thinks your Republican ideas are stupid and ill-advised (sort of like you). I know you’d like for this to be a dictatorship with you in charge, but thank God you don’t have as much power and influence as you’d like – or everyone except white males with minimum 6 figure incomes would be given absolutely no rights.

Jim, Jim, Jim – a new low even for you. Taking cheap shots at police officers. 99.9% of them are just doing their jobs, protecting you and me. But you want to make them all look bad for the acts of a few. A bit of cowardly journalism on your part – but we’re used to that from you. Regarding HOPE…

In my opinion, they should make HOPE a reimbursement plan instead of the pay-up-front grant it is now. What this means is that a student will get accepted to college, pay his tuition, and then get reimbursed by HOPE upon satisfactory completion of the course. There are numerous advantages to this type system:

  • HOPE doesn’t pay for a year of college, only to have the student lose HOPE and drop out.

  • It places the financial responsibility back where it belongs, with the student.

  • It eliminates much of the grade inflation pressure at the high school level.

  • It eliminates much of the gamesmanship by high school students, such as not taking the AP or College Prep classes for fear of getting a bad grade and not qualifying for HOPE.

The only arguement against this type system is that low income students may have a problem with the initial up front costs. However, I say that there are enough student loans and grants opportunities out there that anyone can make that payment.

North Korea: what is Bush doing about this - other than meeting their demands and paying them to play nice. Yeah, paying people not to hurt us. Real brave.

Osama Bin Laden: Bush isn’t even trying to catch him anymore. Um, remember - he’s a lot more responsible for 9/11 than Iraq was. But Iraq was easier to attack. Again, Bush taking the cowards way out.

Great Column Jim! Hey TW, no matter what you may think about the war, having an elected official state that the war is lost while our guys and gals are out there fighting it - is demoralizing and bordering on treason. What a wimp Harry Reid is. The news is always so biased towards the liberal stance that no wonder you and so many others feel that this war is lost. Our troops have been greeted as liberators - it is the fact that the so-called news outlets do not report this fact. Liberals are so interested in their hatred of George Bush that they will use any chance they can to bash him and his Presidency. Everyone likes to bash President Bush for not finding Bin Laden – if it is so easy to find this guy, how come I never see these same people signing up for military service to be the first one’s out there to find Bin Laden? Bin Laden did not attack us; the people that hijacked the planes attacked us. Their twisted ideology attacked us.

Evidently, bin Laden doesn’t think your fiery Republicans are scary. Six years without those nasty Democrats took us from a budget surplus to record debt, and the invasion of a county that couldn’t pose a threat because it didn’t have the weapons used to justify the invasion.

Under the circumstances, one man’s statement hardly seems worth worrying about.

No taxpayer, under any circumstances, should elect a bunch of “conservatives” who tax the next several generations for a medicare drug benefit.

At least some taxpayers got to vote directly on MARTA, and it included a benefit to those who would possibly survive to the end of that benefit.

Nice points on the HOPE changes. Entitlement is entitlement. It makes no difference if you’re living in HUD housing on welfare, pillaging national forests for lumber, or avoiding tuition for your mediocre student to acquire a bigger SUV.

My brother is a Marine, and I am proud of him. I have many other friends who serve and I am a veteran of the first Gulf War. Now…all that aside…no one I know who is serving in Iraq feels like a liberator. The current generals in charge of the mission to Iraq don’t feel we’re being greeted as liberators. Exactly who, I’m curious, is concealing this fact from them?

The war in Iraq was lost the minute it started.

Good Friday morning James,

While I agree that HOPE eligibility requirements should be tougher, I can’t help but question if the changes will just add to the dumbing down of our youth.

Since many colleges only require 2-3 years of social studies and science and only 2 years of foreign language for admissions. Once these requirements are met, students could take basket weaving and not affect their chances from a GPA perspective where taking additional science, social studies or four years of foreign language might have an adverse affect under the new regulations. Will students not challenge themselves with harder classes for fear of loosing HOPE?

I may be looking at this from a view of the glass being half empty, but kids are pretty wise and will figure out that once they’ve earned HOPE, say in their jr. year of high school, that they can afford to dick off and not risk or fear loosing HOPE.

Is this what we really want?

And I fear you may be wrong on HOPE not being viewed as an entitlement. To eliminate it from being one our legislature really needs to make it a reimbursement type program (as Lee suggests) or create loans that could be forgiven if a student maintains the grades, rather than an up front grant.

Jim, what reasoning are you really using, its definitely not deductive reasoning, I believe it’s talking point reasoning or Republican speak,try addressing the real issues like lying, deceit, false info, if your allowed to. With regards to the abortion issue why don’t you garner some acurate facts as to what would happen to women if Roe v Wade were overturned, it would be turning back the clock to the 30’s, 40’s and 50’s and back alley abortions, but you really don’t want to talk about that do you. The stupidity of Guliani’s comment about another 9/11 if a Democrat is elected will now be the next mantra of the Republican Party, how sad that he can’t run on his record because he actually had a terrible one, but this will come out.

Good morning all. I am fully in sync with Jim today, so I won’t try to add much. As to 15-year extensions to tax programs, I think that is a half-empty/half-full issue. We don’t even get the chance to revisit the charter of the IRS. The hour of “bad things” is actually any time after midnight until 5 AM; my criminal cases at other hours are few and far between, so tell your kids. I am certain our leftist friends will chafe at Jim’s “daycare” smart comment, while they launch their socialized medicine campaign; they are just not smart enough to know a real problem when it evolves, otherwise they would not campaign to give the terrorists some breathing room in Iraq. As to the Korean apologies, while I agree – we have several Korean neighbors, the best people you would want to know – is it not a pleasant and admirable difference when compared to Islamic atrocities; who has ever heard an apology there (or maybe those atrocities are too frequent and they would be apologizing all the time.) The prom joke may be the best of the day.

I’m tired of complaining about Iraq…it’s just too easy.

How about Jim’s Marta comment?

By Jim’s logic, we should de-fund the only alternative to single driver transportation that this state has, and let it die a slow, painful death.

I ride from Decatur to five points and then from five points to the Perimeter every day. And ever day, all of those cars are full (sometimes distressingly so). That’s six cars with at least 60 people on them, or 360 people one way. Assuming that it’s that way for the rush hour, it would be easy to assume that just from 7 am to 8 am Marta is taking 360 x 6 (trains run every 10 minutes) = 2160 cars off the road each day between decatur and downtown, and probably a much greater number of cars off the road between downtown and the perimeter…and that’s only in the direction that I travel and doesn’t include the folks coming in from the west or the airport.

Yes Jim. You are correct. We should add thousands of more cars into Atlanta’s already fragged up transportation infrastructure. That would make every one jump for joy!

On gun laws.

I fear these gun control lobbyists have had fuel added to their fire by the Va. Tech incident.

It is truly a shame these idiots haven’t figured out that the reason we were granted the right to own guns in this country was to protect us from our own government.

The fact that America is now estimated to have between 238 million and 276 million firearms, compared with some 250 million legally owned guns, or 84 for every 100 people, recorded in a July 2001 survey would indicate to me that those wishing to ban guns might not stand much of a chance of succeeding.

I am so glad that brought up Pat Tillman’s name again. LuckoDull wrote such a fine tribute to Tillman on Luckovich’s “Dishonored Memory” blog of April 25 @7:16. I would like to repeat part of that again.

*It takes a special kind of man to forego glamour, stardom and riches so that he can serve on the front lines of the Islamic War against America.

I find it seriously hard to believe that he would have wanted anyone grand standing on his behalf against the country that he laid his life down for.

These are things that you liberals can’t even begin to understand, you couldn’t begin to fathom the depth of honor and sacrifice we are dealing with here.

People who are spending big money trying to cut their contributions to global warming may be getting ripped off. The Financial Times reports corporations and individuals are coughing up millions of dollars on carbon-offset projects that are in some cases worthless, and in others make little if any difference to the environment.

Some companies in the booming carbon offset industry are making millions by selling services of little or questionable value. HOPE funds are the same as any other self-imposed “fun” tax. Squandering them is unacceptable. Squandering funds while creating grade inflation and low expectations of students is even worse.

The funds aren’t “squandered”; I think the whole concept is a great idea that’s working effectively and costs the people of georgia NOTHING.

Grading inflation and low expectation of students are caused by the Georgia Department of Education, they are the ones that make the standards.

The Captain regrets to inform the Nation that he has made a grievous error in his last post. Grievous indeed.

The Presidential contender who made the referenced remark is in fact the Godly Right Thinking Mitt Romney. And as such, my criticism of his attitude was improper and off-base. As he is likely to be the standard bearer for True Belief (despite his polygamy and odd devotion to the Mormon cult), I do not intend to show any disrespect or lack of total, uncritical support to the heir apparent of Our Leader’s Holy Crusade.

Further, a closer examination shows that the Good Gov. Romney was in fact talking about that bin Laden guy. As poster Chris @ 8:21 points out so well, we were not attacked by bin Laden anyway.

And Our Leader himself has said, “Terror is bigger than one person…. So I don’t know where he is. You know, I just don’t spend that much time on him, Kelly, to be honest with you.”

And that’s why moving heaven and earth to invade Iraq (a good thing) was okay, but to do the same to capture bin Laden (just one man who never attacked us the way Iraq did) would be a folly.

It sure can be confusing. Thank God we have someone like Mr Wooten to keep us on the straight and narrow.

And again, the Captain begs forgiveness for speaking ill of a Republican, even if he is some kind of wacko, fringe cult nutjob.

Dang. Sorry again. It won’t happen any more. Promise.

WWII ended in Europe on “VE Day” May 7/8 1945. However despite the victory there was still insurgent activity until at least 1947 resulting in over 700 American deaths. One bombing in a Bremen police station killed 44 Americans in a single attack.

The “war” in Iraq is over and we already won the war. I don’t know why some people continue to call this a war. The Iraqi government has collapsed. saddam hussein (lowercase intentional because he is unworthy of respect) is dead and the world is a better place as a result. I suspect that harry reid also assumes we lost WWII.

What remains in post war Iraq is an insurgency, supported by Iran, Syria and quite likely Russia as well. Iran does not want our efforts in Iraq to succeed and they are doing everything they can to undermine those effotts.

Larry: there is a very big difference between “weapons have not been found” and “weapons did not exist”. Do you have personal knowledge of what was loaded into the fleet of Semi’s that were seen in satellite photos loading up at Iraqi Weapons Depots and later crossing into Syria in the weeks leading up to the the war? There is evidence that suggests that Russia and Syria were directly aiding weapons programs in Iraq before the war and there is evidence suggesting that Iraq’s nuclear program has moved from Iraq to Syria.

The police officers in question have admitted to a conspiracy. And now federal investigators are alleging that there is evidence that this kind of behavior is widespread throughout the Atlanta Police Department, and is carrying out a widespread investigation. Paul Howard is reviewing over 100 cases in which the guilty officers were involved. Jim, it is truly inappropriate for you to take jibes at the investigators who protect us from criminals like these officers have admitted to being, at least without noting the crimes to which they have acknowleged guilt.

Rep. Byrd is entitled to her opinion on the first meeting of sperm and egg being equal to an adult human being. The constitutional amendment she proposes, however, would force her views on every person in Georgia. There is a big difference between holding your personal views and using the power of the government to force them on others. Rep. Byrd probably sees no reason why she should observe the practices of, say, her Christian Scientist constituents who eschew medical intervention as tampering with God’s plan, or of her Muslim constituents who believe that women in public life are an obscenity. Deeply-held beliefs are not the same as public policy, no matter how much the believer thinks that others will be improved if forced into compliance.

Rep. Byrd’s gender is only significant in that it us being used as cover by her party to legitimize a proposal that would be even more vulmerable to objection if made only by men. It brings to mind the party’s similar use of the unfortunate Rep. Sue Burmeister. Rep. Byrd is welcome to use her gender to advance her standing in the party, and she is welcome to her beliefs as well. Whatever “wrath” she arouses, whether from men or women, derives from her effort to impose her beliefs on others who do not share them.

Huh? I think HOPE is a success. What would you have the money go to? Save the Buckhead Golf courses? The money thats supposedly “lost” by a student who fails to make the appropriate grades, is reintrodued back into the Scholarship fund, (please read the funding statement on how HOPE works on the Ga. Lottery webpage); and given to another needy student. HOPE money, unlike Georgia tax payer dollars, is never squandered and has strict accountability, (one of the guidelines drawn up the original supporters and sponsors of Lottery Georgia), by the governing board. Unlike say, PELL Grants, or PEACHCARE; each dollar for HOPE is accounted for and put to use.

When a student flunks out of a program that has already been paid for those funds are not refunded and therefore can not be spent on a student that remains.

What has been proposed on this blog is holding the failing student accountable. Doing so would free up funds that could be used to guarantee 100% funding of a college education for the students that maintain elgibility.

JMHO, but doing anything less is squandering the funds.

DebbieDR, the taxpayers DO lose for every HOPE student who loses it and drops out because those students have taken up valuable space that could have been used for serious students. HOPE scholars in danger of failing also drop classes at an alarming rate. They have also been subsidized by state taxpayers because the HOPE covers only a PORTION of what it takes to provide the classes. The taxpayers (at public institutions) provide the rest. And, all U.S. taxpayers bear the burden for all students who take out student loans because of the taxpayer money that goes to subsidize them. Those who drop out before degree completion are more likely to have trouble paying their loans off (you know, what they borrowed to pay for housing, etc, that HOPE did not pay, in the case of HOPE recepients.) So, yeah, having marginal HOPE scholars costs us all. It ain’t a free program, by any means.

It would be impossible for me to respond to everyone so I will give an attempt to respond to certain postings that caught my eye. Why am I not signing up for the military? To be honest with you, I wanted to enlist but they do not have wheelchair ramps in boot camp, so that kind of rules me out. Yeah, I am paralyzed! That is how I am typing my blog. Well it appears that Jim Wooten was “WRONG” this AM…..looks like the Republican party and George Bush are actually Soft!

“Our partners in the six-party talks are patient but our patience is not unlimited,” Bush said after talks with Japanese Prime Minister Shinzo Abe.

Under a deal reached in February, North Korea pledged to start shutting its Yongbyon nuclear reactor by April 14 in return for energy aid and security assurances. But that deadline passed without implementation of the deal.

Some Japanese officials are worried about an apparent softening of Washington’s stance towards North Korea that led to the agreement.

Wow the Japanese are worried about America being SOFT………but hey how many wars can you start and fight at the same time!

I really hope I am misinterpreting your comment about “cops working part time jobs”, but if that is meant to be sympathetic to the corrupt officers of the APD who manufactured a warrant out of a series of lies before killing a 92 year old woman, I seriously have to question your judgement. If that’s not what you are referring to, I apologize. But regardless of whether Kathryn Johnson was opening fire or not, the fact that the cops were even in that situation was a result of lies and corruption, if your paper is accurate in its reporting. I don’t think holding our tax-supported police officers accountable for their integrity is something that should be divided along party lines.

I have concluded that the Iraq occupation is to to get their oil for big oil and feed the military industrial monster.

Good Friday afternoon to my friends on this blog. I’ve been away traveling for both business and pleasure and haven’t dropped by for a while. I see that at least the hostility of some of the posters has remained constant.

I watched the South Carolina debates last night and was encouraged to listen to the candidates flesh out some actual sustainable policy initiatives. I hope that a clear winner is declared early in each primary and then we can determine who the best person is. I think that ‘08 will be a good election for our country.

A few points: FDR and Harry Truman would beg to differ with the ignorant statements regarding Democrats and wartime leadership.

Dusty and others are propping up Cpl. Tillman as much as some leftists are. The problem is, based upon a close friend who played ball with Tillman, his motives were much more akin to Harry Reid’s than Dick Cheney’s. That’s just a fact.

Sociologists have consistently demonstrated that communities who commute via mass transit are more stable, the people are happier, and there is more civic pride (see last week’s New Yorker for a great piece on comparing commutes in America with disturbing stories from our fair city). Conservatives fear losing their island of anger in which they can listen to Rush. Ride the train or bus and read the newspaper… it’s amazing what you’ll conclude when you think for yourself.

“I think this report is even weaker than the numbers suggest,” Schiff said. “Home equity loans have been financing all this consumer spending. We’re just at the beginning of the housing slump. Housing is going to collapse, and when it does it’s going to take the rest of the economy with it.”

I’m a little surprised that this incident, from Austin, Texas, isn’t a bigger deal. Then again, maybe I shouldn’t be surprised.

A package left at a clinic that performs abortions contained an explosive device that investigators said Thursday could have been deadly.

The incident came just days after a national abortion group alerted providers around the country to an increased risk of violence.

The device, found in a duffle bag Wednesday, “was configured in such a way to cause serious bodily injury or death,” said David Carter, assistant chief of the Austin Police Department.

Unfortunately, there seems to be a pattern — when abortion makes headlines, violent activists are apparently more likely to attack. Vicki Saporta, president of the National Abortion Federation, noted that there have been 93 attempted bombings and arson committed during times that abortion issues were prominent in the news.

Of course, in this case, recent headlines have been about a Supreme Court ruling that undermined abortion rights, which one would assume made the violent activists happy, but apparently, it doesn’t matter. The criminals seem to react with, “Oh yeah, abortion, haven’t thought about that in a while. Let’s go wreak some havoc.”

Scott Lemieux predicts, “I’m guessing this will go down the same memory hole as the hundreds of packets of anthrax sent to abortion clinics after 9/11. On a related note, Feministe calls this “terrorism.” I’m hard pressed to think of another name for it.

Had that bomb been found outside a post office or a school, the headlines would have been hysterically running on about ZOMG TERRORISM TERRORISM IS AL QAEDA INVOLVED? And the right-wing warbloggers would be p** their pants and hyperventilating about profiling Arabs and banning Muslims from public life and dhimmitude and how if they had been there, they’d have stopped it with their concealed carry and their extra-super special powers of righteousness, just like they saw in a movie once and BOMB IRAN! and 9/11 CHANGED EVERYTHING!!! but they still have better things to do than join the military, but they’ll be happy to go into the woods and hunt Russians and shout WOLVERINES!!

But it’s an abortion clinic, so. Ho-hum.

I should note that “ho-hum” does seem to apply to the media, though local officials seem to be taking this more seriously. Wednesday’s incident is being investigated by the regional Joint Terrorism Task Force, which is led by the FBI and includes Austin police.

But the broader points still seems valid. We’ve been accustomed to these kinds of attacks, we assume we know the perpetrators (at least the kind of people who leave bombs at medical clinics), and it happens often enough that it no longer seems shocking.

That, in and of itself, suggests a stunning tolerance for terrorism.

I think catlady @ 11:51 was referring to the fact that HOPE, in paying tuition, fees, and book stipends for students, doesn’t cover the true cost of their attendance. She made a good point that HOPE students drop classes like crazy. This increases administrative costs disproportionately. Some of those students will take out taxpayer subsidized loans and grants to cover what’s not under HOPE. Poor students, in general, cost more.

But I’d maintain that HOPE uses 100% taxpayer money. I still haven’t heard an answer to the question, why is lottery money considered “free”? If the liquor tax money was being spent on boondoggle programs with the same success rate, people would howl.

And taxes aside, it’s never good to have slug students anywhere. Middle school, High School, pre-K, college, whatever. There is quite a bit of entitlement feeling to getting a “B” average and being handed money.

The social effects are the real problem.

If you’re just joining us, Rove’s office arranged 20 private briefings on Republican electoral prospects at 15 executive branch agencies, everything from NASA to HHS to the Small Business Administration to Homeland Security. At these briefings, Rove or one of his acolytes would explain to hundreds of federal employees, at their workplaces, exactly which Republican candidates were vulnerable and in need of support. The same briefings would emphasize which Democratic candidates were being targeted, and where the GOP challenger could use a hand. All of these briefings were held in government offices shortly before a congressional election, despite the Hatch Act, which prohibits political coercion of federal employees and use of federal resources — including office buildings — for partisan purposes.

With this in mind, consider Dana Perino’s response to an easy question on this.

Q: Okay, on the political briefings, there seems — there’s no shortage of political information out there. Why does the White House feel it’s necessary to give these employees these briefings in the first place?

PERINO: I think that’s kind of ridiculous question. I mean, there’s — sorry, I usually don’t say those things, but I do think that that one was. Look, there is nothing wrong with political appointees providing other political appointees with an informational briefing about the political landscape in which they are working….. [T]he reason that you’re here working for the President is that you want to support his policies and his agenda, and so it’s good to get information from time to time.

Think about how silly this really is. We’re talking about bureaucrats at 15 federal agencies, none of whom actually work in a “political landscape.” Are there really NASA employees who need to know which House Republicans are considered vulnerable by the NRCC? Do Treasury staffers need to know who the top Dem targets are? If so, why?

According to Perino, even asking is “ridiculous.” For the acting press secretary, the desperation is just getting started.

Deb, (thanks for asking) Each course taken by a student at the public institutions in Georgia is heavily subsidized by the taxpayers of Georgia. Tuition paid by the student or by HOPE pays only a part of the “bill” for putting on the class. Let’s be generous and say students (through tuition they pay or HOPE pays)pay 50% of the amount it costs to put on a class. That means that EACH student (not just HOPE scholars) is being subsidized by state taxpayers for the rest of the cost of producing the course. Different states charge students differing amounts of that cost (for example, for years North Carolina expected students to pay a very small percentage of that cost. The rest was borne by the taxpayers of that state). My arguement is that every instate student (HOPE or not) has part of their way being paid by the Georgia taxpayers. (Look at instate vs out of state tuition. Out of staters pay much closer to the true cost of the classes) Therefore, if HOPE (or anything else) is encouraging marginal students to attend college, this “free” program does have significant costs directly to the taxpayers. There are other costs involved, also, such as the cost of the employees at the state level who have to administer HOPE, as well as the college financial aid administrators. In the past, the college f.a. folks’ pay came out of the college budget, which also came from state taxpayers rather than HOPE money. Also, if marginal HOPE scholars (who are about to lose HOPE and leave) are taking up seats, the state is providing seats that are not really needed. So state taxpayers are being hit that way as well. Kids who can do it may not be able to get into courses because the places are being taken by those marginal students. And that increases how long it takes to complete a degree, which increases costs. There are other issues with HOPE that have financial implications on a more general scale, but the things above are what I was talking about earlier.

BTW, I am a big supporter of HOPE. It does a lot of good for a lot of people. I just have problems with folks who say it doesn’t cost us anything if marginal students lose HOPE and leave, because it DOES. The question is, is it worth the cost to the taxpayers to have this as such an easy-to-get award, or should our definition of a scholar be a little more demanding? Each person probably has their own answer to this question, but the discussion might be more fruitful if there was data examined to determine what is DOES cost.

We went into Iraq under the false pretenses of Saddam Hussein having WMD, guess what? Weren’t there….so, the plan changed…to save face, Bush decided that we had to overthrow the evil dictator…guess what? We did that…Saddam Hussein is dead!

Let me tell you something about federal projects because believe it or not, that is something I know about. Anybody who applies for and is awarded federal money for ANYTHING…must first apply and in the application prove that the money they are asking for is for the good of the nation (that is very general), but second, if they are actually awarded that money…they are held ACCOUNTABLE for that money and are held under contract to produce what they said they would produce.

Guess what? If they don’t produce what they said they would the money gets cut, and they loose their job.

So one of my many problems with Bush is that has never been held accountable for any of the blunders in this war and his complete failings in foreign policy. The Republican Congress of old has just given him blank checks to fund this debacle of a war, but yet, anyone else who asks for federal money is held accountable for the outcome.

The problem now is that even with a Democratic Congress, not too much is going to change. That was evident yesterday. Unfortunately, the Congress does not have as much power as they think. They do not have a big enough majority to overturn vetoes which will keep happening because Bush will not sign anything that holds him accountable. So, until certain moderate Republicans wake up, or other Republicans are voted out of office by the American population who are sick of the countless mistakes of this administration, I’m afraid that not much will change.

It happened after Vietnam, it has in other situations, and it’s going to happen in Iraq. We can leave tomorrow or ten years from now and it’s still going to happen.

Mr. Wooten, perhaps you could consider that state patrol officials don’t comment about too few troopers on the highways because if they did they might lose their jobs for bringing up a sad truth. The State Patrol is badly understaffed. If the department were able to hire, train and deploy another 400 troopers then cities and counties could concentrate their efforts on their own streets and not have to patrol interstates.

Jack, those loans cost us money. First, we SUBSIDIZE the interest on most of them. The banks make out like bandits. Second, those who get them get a tax break when they go to pay them back. Third, some of the folks who take them out and don’t graduate don’t pay them back and so we pay for the government to pursue payment of them (and we pay if there is a true default). These are costs to us all on the national level. See earlier discussion about costs to state taxpayers.

Harold, catlady would like to tell you that you are entirely correct about HOPE supplanting some state educational aid. For example, see Tom Mortensen’s work which analyzes the precipitous drop in SSIG funds allocated by Georgia before and after HOPE.

The other day when discussing higher education, a guy named Kelly posted that he knew a guy who lied about having a Bachelor of Science degree from the University of Georgia to get jobs (and customers) and got away with it. Frustrated that this person was getting away with such deception, Kelly wrote, facetiously, that we should all just skip the classes and expenses and follow his friend’s deceptive lead.

Following up on Kelly’s post, here’s an excerpt from an article in today’s NYTimes:

Marilee Jones, the dean of admissions at the Massachusetts Institute of Technology, became well known for urging stressed-out students competing for elite colleges to calm down and stop trying to be perfect. Yesterday she admitted that she had fabricated her own educational credentials, and resigned after nearly three decades at M.I.T. Officials of the institute said she did not have even an undergraduate degree.

Ms. Jones, 55, originally from Albany, had on various occasions represented herself as having degrees from three upstate New York institutions: Albany Medical College, Union College and Rensselaer Polytechnic Institute. In fact, she had no degrees from any of those places, or anywhere else, M.I.T. officials said.

Last week in the town of Lewiston, Maine, a group of Somalian Muslim middle school students were the subject of a prank when their peers placed a ham steak next to them in order to personally offend the students. School officials filed a report because the students considered the act to be a hate/bias crime.

This actual story was then spoofed by a parody site called Associated Content, which made up quotes and details, such as the school’s intention to “create an anti-ham ‘response plan.’”

On Tuesday, Fox & Friends reported these parody quotes and details as actual news. Poking fun at the students, hosts asked whether ham was “a hate crime…or lunch?” and showed screen shots of ham sandwiches, starving Somalians, belching, animal noises, and mock “reenactments” of the incident. Ironically, the hosts assured viewers several times, “We’re not making this up!”

Well, no, Fox & Friends wasn’t making it up, someone else was making it up. FNC was just passing it along as real news.

    The problem with our strategy in Iraq is that the majority of Iraqis are unlikely to ever really want the form of democracy we are tying to impose upon them. If you ask them, most will say they want freedom, and the Kurds and Shia will tell you they are thrilled that Saddam is gone. But what do you suppose most Iraqis would answer if given the following options on an anonymous survey:

    A. Pure democratic government with strictly enforced minority rights and anti-corruption enforcers who can’t be bribed.

    B. Institionalized political dominance and complete control of all security forces by my sect, along with government jobs (which include bribe money for either doing my job, or ignoring it, depending on the situation).

    My guess, for what it’s worth, would be that most of them would choose option B. They don’t trust each other (with good reason), and they are scared to death of one of the other factions gaining control. For what it’s worth, I’ve spoken to Iraqis, both in Baghdad and further south in the Shia dominated areas. I spent May ‘05 through May ‘06 over ther with the National Guard as an Arabic translator in Military Intelligence (I’m not a native Arabic speaker. I learned it at the Defense Language Institute back in the 90’s.)

    So, given that reality, where does that leave the U.S.? If we stay, the bloodbath continues. If we leave, the bloodbath turns to genocide. No great options either way. I certainly understand the sentiment of those who think the adminstration began with the assumption that we need to invade Iraq, and then slanted the intelligence estimates and rigged the debate to ensure we would end up with that conclusion. Just be careful not to let an understandable desire to punish the administration cause you to automatically discount any options.

    I went to a party last night and met a guy and his new wife who is from Argentina (that’s Jimmy Carter’s favorite nation for you tongue pierced unemployed punkassed liberals in Little Five Points). She left the nation last year.

    Anyway, she could speak English but it was very broken, but I was able to carry on a conversation about Chevez with her. She thought he was going to ruin that nation as well as the entire region. She talked about not having what we have in choices, especially at grocery stores. She talked about how a relative couldn’t make money as a farmer due to government price controls. In addition, she mentioned that Chevez was going to control the media in Argentina as well. Now precisely how in the hell he plans on doing that with the internet is anyone’s guess.

    Ok, this is the type of world that Jimmy Carter, Cindy Sheephead, and other sick liberal demoncats on the left think is great and would be great for America.

    Irresponsible teen parents?

    Jim, allow me to re-create, in words, a picture that is equally as questionable.

    My church offers our facilities only, to a county BOE program. The BOE provides daycare/staff to teen Moms so they can complete their high school education. I have no problem with the program. I promoted it. I support it 100%.

    Recently our congregation was asked if we could come up with $140 minimum for a graduating senior in the program who couldn’t afford the “graduating expenses”.

    Graduating expenses? Didn’t this young lady already pay? Didn’t she succeed under difficult circumstances? Didn’t we, as a congregation, already pay for shelter and utility costs? Didn’t the taxpayers already pay for the program itself?

    We easily came up with the funds, but too easily in my opinion. I offered another solution that wasn’t well-received. Mine rarely are. I caved…I gave.

    The $140 paid for a chair on the field, a paper cap & gown, a tassle, and her diploma. If there was anything else, I remain unaware.

    This young lady would have been better served by us, if we had stood with her when she carried a lawn chair to sit in, bought a white tissue table cloth that she turned into a poncho, a hat of her choosing with the word “graduate” on it; a little gold tassle, which can be purchased at any fabric store Jim.

    We could have cheered “her” success when she marched up to that podium and “requested” from the BOE, the diploma she already earned.

    But then that’s just me Jim.

    There’s a right way and a wrong way to do things. There’s the hard way, and then there’s the easy way.

    I recall my high school graduation. I showed them the a$$ that they had held captive in their desks for 12 years. It was “mine” and I owned it now.

    In “hindsight”……..hmmmmmmmmmmm?

    Gtalife, thanks for the tip. I use a Mac, (the spare is a Bill Gates machine) and that might be a problem.

    Didn’t post anything earth-shaking anyway. Just articles on how Wolfowitz is a weasel and betting on how many stained blue dresses he and his girlfriend (promoted to a post that’s way over her head with an income that’s not only 50% bigger than her previous jobs) have in their closets. If there’s any guy who never deserved a medal from Bush, it’s this war-mongering, weasel idiot.

    The other was how we can expect the housing market to slide (higher interest rates, less disposable family income, the shift if the workforce from middleclass to WalMart jobs) for at least the next 5 years. BushCo’s version of Ford-Carter’s “stagflation”.

    I’ll try the refresh trick and see if it works.

    Marcus, isn’t it just like you to criticize what I posted when the posts never made it. Perhaps some professional help could help you deal with your anger isssues.

    Deb DR: I did a little “verification” this weekend of the costs per student to the taxpayers for public colleges. At UGA, for example, where 98% of the freshman class from Georgia gets HOPE, instate tutition and fees runs $5000 per year. Out of state tuition/fees (not subsidized by the state taxpayers) is $18000 per year. The university has to charge out of state students what it costs to produce the classes, because GA taxpayers don’t want to pay for kids from North Carolina to go to school here. So each GA resident student is subsidized to the tune of $13,000 per year by the taxpayers (at UGA level institutions). IF HOPE artificially inflates the number of students, then those students are each costing taxpayers about 13,000$ for their “free” year on HOPE. If half (or more) of students lose HOPE after the first year, that is REAL MONEY we are talking about. Heck, from our local high school half the HOPE grads would be well over half a million dollars in lost taxpayer money! So please, don’t buy that it is going to school free. The lottery pays less than a third of the cost, and you and I pick up the rest. Spread the word.
