GOP’s bizarre budget flop goes down in history

If Republicans were dedicated to giving voters reason to throw them out of office, they succeed marvelously in this year’s legislative session.

Even granting newcomers a learning curve, this session of the Georgia General Assembly will go down as one of the most bizarre in modern times. It was, to borrow a lobbyist’s phrase, “chaos in search of frenzy.” There were no winners — except, perhaps, Democrats who as the minority party are achieving something that has eluded them for the past decade or more. That remarkable achievement is either the imposed or the self-regulated silencing of the fringe rhetoric that made the Georgia party indistinguishable from its national leadership.

To their credit, they’ve largely kept their mouths shut when they should, appeared reasonable when necessary, and have generally avoided missteps.

Pray tell, then, what were Republicans thinking?

Minutes after the Georgia House overrode Gov. Sonny Perdue’s veto of the supplemental budget by a surprisingly large and bipartisan margin, 163-5, the chairman of the House Appropriations Committee, Rep. Ben Harbin (R-Evans), said of Perdue: “If he had been involved three or four weeks ago, we would not be at this point.”

On the evening of the 39th day of a 40-day session, Perdue vetoed the budget that fleshes out spending for the current year, the one that provides money to local school systems according to final enrollment numbers. That budget also, this year, provided $142 million in tax relief to property owners. “I’m afraid politics got in the way of doing the right thing,” Perdue said in vetoing the bill. “I believe the House and Senate got into a bit of a brawl and realized too late that they were nearly out of time and had to come up with a compromise quickly. … Unfortunately the late-night quick fix they came up with was the wrong solution for Georgia.”

It did not, he argued, provide enough money for various programs.

Within hours, in dramatic fashion, the House — Democrats and Republicans alike — overrode the veto. It was one of those rare moments in legislative proceedings where principle triumphs. House Minority Leader DuBose Porter (D-Dublin) reminded legislators that until 1966 the governor chose the speaker and committee chairmen. Former Gov. Lester Maddox gave up that power in return for the governorship after a write-in campaign kept either Maddox or Republican Bo Callaway from winning a majority, thereby throwing the decision to the House.

Leaders of both parties argued that the independence of the House required the veto override.

On important occasions in times of stress, a hush does fall over legislative bodies, members become attentive, and speakers are rarely more eloquent than when arguing in defense of principle. The Huose override came quickly and decisively.

Who wins? Nobody. Certainly not Richardson or other House leaders, who did the right thing in returning excess money to taxpayers, though they framed it as a dare. Certainly not Lt. Gov. Casey Cagle or other Senate leaders, who also did the right thing in stripping “pork” from the House appropriations bill, but in a way that came across as political opportunism and the far too early start to the 2010 gubernatorial campaign.

Certainly not, either, the governor, who intervened far too late in a way that failed to distinguish himself from his Democratic predecessors, blaming legislators for providing too little money for this and that.

“This was not a matter of miscommunication,” said Harbin later. “There was no communication. Nobody has ever communicated ‘we want to go another way.’”

So we have here two budgets, one the supplemental for the current year and another a $20.2 billion budget for next year that involves spending $1.6 billion more. Neither is austere. Neither, with the exception of a tax rebate, would represent any important distinction between this party and the last one in power. And even the property tax rebates, while symbolically important, come with new borrowings — meaning, of course, that cash out is replaced by debt.

We have, too, the party in power that professes conservatism as its foundation. If conservatives agree on principles, then surely they can agree on pork, on borrowing, or spending limits, and on giving back to taxpayers the excess inappropriately collected.

They can, yes. If they talk. And if they leave ambitions for higher office out of the public’s business.

Who won this year? Nobody, except perhaps the not-seen and not-heard Democrats.

Even though this is an unlucky day—Friday the 13th—we do not experience a single attack on our convoy. The only violence the entire day occurs when a rocket lands on the other side of the Euphrates River without hurting anyone. The previous week, Ramadi saw a much-publicized attack—a suicide bomber drove a truck filled with explosives and chlorine gas into a police checkpoint, killing 12 people (not the 27 or more cited in most news accounts). But such violence has become the exception; it used to be the norm. Ramadi, which used to see 20 to 25 attacks a day, now sees an average of 2 to 4 a day—and falling. Entire days go by without a single attack. By the time I visited, no U.S. soldier had been killed in the town for weeks.

Good morning all. I agree with my friend WootenDull on every aspect of his analysis of Mr. McCain. I mildly disagree with Jim’s thesis this morning. The taxpayers of Georgia got a comparatively pork-free budget, and a tax reduction. If the three participants - gov, Senate, and House - did not play nice with each other in accomplishing the budget, that’s not a big issue for me. On my way to church, have a good day.

Emilio Grateron, an opposition councillor from the rich Chacao area, claimed that communal councils which did not toe the Chávez line were usually denied permission to set up. “When we went to the ministry to set them up, they asked us our political affiliation. When they saw we’re not Chavistas they didn’t say no, but flooded us with requests until you feel like giving up,” he said.

Luis Enrique Lander, a sociologist at the Central University of Venezuela, said that some official regulatory committee members were pushing for “non-Chavista” groups to be denied acceptance and funding.

Ironically the new communal council in Catia has been devoting its energy to fighting the expansion of the nearby Fabricio Ojeda industrial complex, which is built with state oil money and which the Chávez administration portrays as an example of its new socialist co-operative model. Local residents are sceptical of promises to resettle them in better conditions.

Wise up people. Placing your hopes and dreams on government to rescue you is a dangerous game.

Sunni Tribal leaders, fed up with extreme violence (and now actually condemning Al Queda and the sunni insurgency), are being targeting by the NRA for being wussies about gun control. The NRA is designing Swift Boat style ads to complicate reelection chances (and ceremonial blood oaths) for the sunni leaders. Here’s an excerpt from a pre-release: “First these sunni girly-men were for the insurgency. Then, they were against it. and when they were for it, none of them killed nearly as many civilians or coalition forces as they claimed, nor did most of them ever make it as far a anwar province. In fact most of them have never even slaughtered a kurd… AND they all threw away their purple goat-hearts awards during a kneel-in protest in Sadr City last month….”

McCain. “We’re all bozos on this bus”.

Cynthia McKinney’s article today pointed out the real issue about guns on college campuses: accidental discharges would kill far more each year than crazed students. Guns are time bombs, set to go off at any moment, especially when they’re “unloaded”, or “only kept for protection”.

I hope Wootendull has many guns around him, “unloaded”, and “kept for protection” against all the big bad guys out there lined up waiting to ambush him.

Arming Americans: The sure way to slaughter on a scale with traffic fatalities. People would shoot each other over perceived danger. “I thought he was reaching for his gun tucked in his pants! How was I to know he was scratching his gonads? That confounded early morning groin-itch fools me every time. But what if it had been Osama Bin Laden? You’d be thanking me, no?”

Good morning, Jim,

I am a bit surprised at the tone of the Comments this morning.

Jim’s column centers on the gross ineptness of the Georgia General Assembly. The Comments responses center on the continued gross ineptness of the Bush Administration’s prosecution of the “occupation” in Iraq.

We complain a lot about the shortcomings of our national government. With respect to Iraq, given the narrow margin of control of the Congress by the Democrats, we are stuck in that pit of mire until the Democrats take the White House in the 2008 Election (God help us).

The real governmental abuse, too often as in the case here in Georgia, comes from the state level. I plan to help send some of the Republicans home come November 2008. The only problem is that we can only replace them, largely, with Democrats!

A politican, by whatever named called (Democratic or Republican), emits a bad odor upon entering a room.

I see Ben Harbin made sure he got $550,000 for one of his pet pork projects in Augusta, but forget about Peachcare, funding for Trauma Centers, adequately funding schools, etc. What kind of Conservative is Harbin? Seems to me he is playing the same political games the Dems did. The GOP has shown they are just as addicted to Pork Barrel spending as The Dems.. and to heck with the necessities. Luckily, Casey Cagle stood by principle, and hopefully the Senate will keep the pork out of thye budget that Ben Harbin put in.. like his pet project The Golf Hall of Fame.. which has already wasted over $18 mill in state taxpayer money.

I’m actually kind of glad you brought this point up, gitmo.

1) When the best you can do against your enemy on the battlefield is send your soldiers on suicide missions, bagging 13 innocent civilians, I’m not sure if I’d be using the phrase “civil war.”

2) For some reason, I remember a real recent domestic suicide mission that took more than thirteen innocent victims, are you suggesting we cut and run from Virginia Tech?

3) Why would we quit Iraq because of a few Cho’s? Are you a coward? Shouldn’t normal, functioning human beings want to kill terrorists before they murder more innocent civilians? Are you inhuman?

4) Do you even realize anymore that you are gloating over the murder of women and children so that you can flame the President of the United States?

I am surprised that Mr. Wooten actually expected the state legislature to accomplish anything or for Sonny to provide leadership. Each member needs all forty days they are in session for sound bites and to cozy up to lobbyists to make sure they remain in power or to position themselves for their next office. That leaves no time for them to do their actual jobs. Oh and that will of the people drivel, that is only for marketing purposes. It is the will of the “monied” people and corporations, that is all that matters.

I rise to debate this:

BAGHDAD, April 20 — American military commanders in Baghdad are trying a radical new strategy to quell the widening sectarian violence by building a 12-foot-high, three-mile-long wall separating a historic Sunni enclave from Shiite neighborhoods.

Soldiers in the Adhamiya district of northern Baghdad, a Sunni Arab stronghold, began construction of the wall last week and expect to finish it within a month. Iraqi Army soldiers would then control movement through a few checkpoints. The wall has already drawn intense criticism from residents of the neighborhood, who say that it will increase sectarian tensions and that it is part of a plan by the Shiite-led Iraqi government to box in the minority Sunnis.

A doctor in Adhamiya, Abu Hassan, said the wall would transform the residents into caged animals.

“It’s unbelievable that they treat us in such an inhumane manner,” he said in a telephone interview. “They’re trying to isolate us from other parts of Baghdad. The hatred will be much greater between the two sects.”

Gonzales feeding tube removed, GOP urges quick intervention

Following his disastrous appearance before the Senate Judiciary Committee, Alberto Gonzales’ wife, Rebecca Turner Gonzales, has decided to remove the feeding tube that has been keeping the Attorney General alive for the past ten years.

While Democrats maintained that this is a private matter for the Gonzales family, Connecticut Senator Joe Lieberman(I) immediately declared his support for the legislation and called on news outlets to dramatically increase their coverage of his statements on the issue.

For its part, the White House continues its unqualified support for Gonzales. “The president has no plans to ask for his resignation, ” said White House Deputy Press Secretary Dana Perino. “We remain confident that death will in no way reduce Judge Gonzales’ effectiveness as Attorney General.”
