European CO2 Cuts Working…..Listen up, slacker senators. The EU’s “cap-and-trade” system for carbon dioxide is working well and has had little or no negative impact on the overall EU economy. This according to an analysis for the Pew Center on Global Climate Change by MIT researchers. They conclude that although the EU Emissions Trading Scheme (pdf) was fast-tracked 3 years ago to criticism of its wobbly start, it quickly worked out its own kinks.

OK, so let me get this straight, Keating 5 Dept……So Jim Johnson, from Sen. Obama’s VP search committee, is the subject of a Wall Street Journal article suggesting that he got below market average loans from Countrywide with the direct support of its ethically-challenged CEO Angelo Mozilo under an unofficial program not readily available through your local mortgage broker (unless your local mortgage broker is Angelo Mozilo). Well, yeah, perhaps a little distasteful, especially given Johnson had been CEO of Fannie Mae prior to this and was therefore the biggest buyer of mortgages. Unsurprisingly, the Obama campaign called the foofaraw “overblown and irrelevant.” Speaking as a strong Obama supporter and long-time professional watcher of banking markets, this could possibly smell a bit, though in fairness I’d point out that anyone in a position to take out $7 million in mortgages had damn well better have an above-average FICO score. That being said, sublime irony below the fold……The amusing bit to me is that McCain, who seems to forget a lot these days……………Did the good Senator misremember his own past dealings with certain distasteful elements within the banking industry? Unsolicited advice: if you’ve taken nine free vacations and over $100,000 in campaign contributions from the CEO of a bank which collapsed due to irresponsible and fraudulent business practices, sending said CEO to prison despite your best efforts to pressure the independent Federal Home Loan Bank Board to lay off, shut the $%@#$ up before the kettle bites the pot right back in the a*.

I hope that the Republican/McLame forces continue to attack Jimmy Carter in this campaign. Sure he seems to them an easy target and, frankly, to those that haven’t bothered to do a little reading and rely solely on their lizard-brained response to the rest of the world, he is. My reason for looking forward to the attacks is that I pray that Jimmy will finally ‘go public’ with information that he, and many others, have about the deceit of the RR/GHWB bunch in the bribery of Iran - with billions in arms laundered through Israel - to hold onto the hostages to make sure Carter had no chance…that the Washington insiders - including the entrenched Democratic hierarchy (aka, Ted Kennedy) - were determined to make sure his Presidency didn’t succeed. Even though much of what Carter did do was visionary and, had we followed thorough (like with energy policy), we’d be in a far better situation now than we obviously are.

As with most other bad, but fashionable left-wing political ideas, Europe glommed onto carbon taxes before North America. But now that the worldwide credit crunch and commodity-price boom have hit the European economy, voter hostility to carbon taxes is growing— rapidly.
The average British motorist now pays nearly $2,000 in fuel taxes a year, the most in Europe. Tolls on roads and surcharges on vehicle purchases have risen, too, to discourage use of private automobiles and herd commuters onto public transportation.
Industrial energy costs have gone up as much as 20% (not counting recent rises in oil and natural gas), thanks to a new national carbon-trading scheme and green levies on factories and transportation. In all, British businesses now pay an estimated $45-billion annually in green fees and taxes. Nearly half of that sum has been added since 2001, a period during which, not coincidentally, the country has witnessed the loss of 1 million manufacturing jobs.

The Brown government even flirted with a campaign called “Zero Carbon Britain.” Designed to reduce Britain’s carbon emissions to zero by 2027, the plan would have meant an end to most air travel and the elimination of gasoline and diesel cars. Meat would been forbidden from most meals and an “armada” of wind turbines would have blighted nearly every square kilometre of British coastline.
Carbon “credit cards” would have been issued to every Briton. Each time the bearer purchased carbon-based fuels, he would have had to swipe his carbon card. If he ran out of credits before the end of the year, he would have had to buy more from people not using all of theirs.
Not surprisingly, after Mr. Brown’s Labour party lost two safe seats (think of Canada’s Liberals in Montreal’s Outremont riding) in byelections last month — the first byelection
wins for the rival Tories in 26 years — the zero-carbon plan was shelved within two days. The government’s own report estimating that the conversion of Britain to renewable energy would cost every family an additional $7,000 a year was a major issue during the campaign.

-Denmark introduced a carbon tax in the mid-1990s and cut carbon emissions by 10%, but at the cost of one-quarter of that country’s manufacturing jobs.
-France, also facing a sharp decline in jobs, is considering whether to jettison its commitment to the Kyoto accords or impose carbon tariffs on goods coming in from countries with no Kyoto carbon limits, such as China and India.
-Germany’s Angela Merkel, who bills herself as the “Climate Chancellor,” has recently been keeping a low profile, as last year’s popular “green” initiatives have tightened the screw of this year’s recession.

In January, the National Roundtable on Environment and the Economy touched off renewed debate about carbon taxes when it reported that Canada could reduce greenhouse gas emissions by 65 per cent by 2050 if it put a price on carbon or CO2 emissions.
Carbon taxes take many forms. They can be revenue neutral or not. (To isolate the intended environmental impacts, other taxes should be lowered so that the overall tax burden is the same.) And they can be imposed on producers, distributors, or consumers. (The reality is that taxes imposed on business are eventually passed along to consumers.)
Tax rates are set arbitrarily and may or may not correlate with the level of CO2 emissions produced.
Revenues generated from carbon taxes can (and should) be used to help taxpayers become less intensive energy users; otherwise, they can end up in government coffers as general revenue.
Of course, politicians decide on the specifics of any tax, and governments don’t have a good track record when it comes to fairness, to dedicating revenues (e.g., road taxes), or to revenue neutrality.
In October 2007, Quebec became the first province to introduce a carbon tax, which will generate about $200 million a year in supposedly energy-saving projects. The tax is imposed on oil producers, and although the government implored oil companies not to pass the tax along to consumers, that is what has happened.

Corporations, which we rely on for employment as the engines of our economy, will have to be consulted to ensure economic activity isn’t dramatically stunted by a carbon tax.
As well, every measure must be taken to ensure it doesn’t unduly punish the poor and non-governmental agencies that contribute to the community.
As John Williamson of the Canadian Taxpayers Federation warned, some European countries using carbon taxes have been forced to use subsidies for low-income earners and others.
Politicians must tread carefully as they devise ways to punish polluters and protect our environment.
Meals on Wheels has a lot to be scared about.
A carbon tax could potentially scare away volunteer drivers who donate their time and fuel to feed the disabled and elderly. But isn’t that acceptable given the goal of the organization?
We want to see Meals on Wheels continue to provide its valuable services to our community.But it doesn’t have to be that way. Politicians must find a way to make such a plan revenue-neutral for everyone, whether that’s reducing income tax or adding to subsidies for social assistance and so on.
“What this means is the middle class ends up paying more,” said Williamson.

At a time when the world’s top climate experts agree that carbon emissions must be rapidly reduced to hold down global warming, a leading Italian electricity producer, Enel, is converting its massive power plant here from oil to coal, the dirtiest fuel on earth.
Over the next five years, Italy will increase its reliance on coal to 33 percent from 14 percent. Power generated by Enel from coal will rise to 50 percent. And Italy is not alone in its return to coal.
Driven by rising demand, record high oil and natural gas prices, concerns over energy security and an aversion to nuclear energy, European countries are slated to build about 50 coal-fired plants over the next five years, plants that will be in use for the next five decades.

Those links are so… general, long on assertions and short on facts.
They remind me of our discussion on reporting - afterwards, I saw an article where one “reporter” for a major network said “we pretty much repeat press releases from other organizations. We don’t have time to fact-check.”
I would have liked to have heard how, when the majority of households don’t pay taxes, they’ll get a tax “cut.” And the article said “tax credit.” That’s an amount applied against taxes owed. Same problem I cited with McCain’s health care proposal - what good’s a tax credit for health insurance when so many families don’t pay taxes.
So where’s Obama’s ten million families number come from? Does it include megarich? They’re families, they work, so they’re working families.
So much rhetoric. So little specifics.
But let’s let that one go as a “gimme.” So Obama offers Americans ONE tax break. ONE.
I asked the other day - when has a Democratic candidate ever proposed a general, wide-ranging reduction in taxes?
It went unanswered. No surprise there.
BTW - your earlier ThinkProgress on “torture” - those guys are still sloppy. Started out with “coercive interrogation” and then became “torture.” You’ll say splitting hairs - say that to someone who should be charged with involuntary manslaughter and the DA wants to charge with premeditated murder and the DA says “what’s the big deal? It is very refreshing to see Jimmy “The Peanut Brigrade” Carter name back in the news. For someone who worked on the Peanut Brigrade I had a kind of flash back! A good friend and I would meet Jimmy Carter’s 737 when he would land in Albany and take the Reporters Baggage up the only Motel in Americus at no cost! Can you imagine how much it would cost today? Just for the gas it would take.
I can remember attending an Enegry Conference at Georgia Tech that was hosted by Carter in 1978. That was thirty years ago, and we were talking about saving energy! One thing I hate about elections is the obsession with “words.” I watched a news show Sunday morning and they spent about 15 minutes discussing (or rather obsessing) about the word “willing” and how Obama said he’d be “willing to meet with Iran.” The anti-Obama crowd completely ignored the fact that he said he’d be “willing” and claimed that he said he would meet with them, no pre-conditions, the pro-Obama camp said he’d used the word “willing.” They sat an analyzed that for about 15 minutes.
It’s crazy, either way.
And that’s the kind of thing most Americans are completely sick of.

I liked the response I saw on the Laura Bush/Jenna Bush interviewer. Reporter asked Mrs. Bush what she thought of Michelle Obama’s statement that for the first time she was proud of America.
Mrs. Bush graciously answered “I imagine she meant…”
That’s an example of real class.
But back to your earlier observation - part of it likely has to do with candidates being sick of what happens when they modify a position or try to correct what they said.
I saw McCain interviewed this morning - got asked again about keeping the top-tier tax cuts. I thought how good if he just said “I’ve changed my mind and do not want that.”
What would be the reaction? Just look at our “flip flop repeat forever” poster for an answer.
Obama’s tried to back away from the statement and look at what’s happened on the Right. No “well that sounds good” remarks. It’s their version of “flip flop.”
I do think America would be better served if, instead of parsing the words, the “reporters” spent some time giving background and assessing implications.
For example, Diane Rehm show this morning, panel member noted the UN has passed four resolutions regarding Iran, inspections, compliance, as a precondition. How does this square with a “no condition” approach? Or a candidate who adds other conditions?

Off the top of my head, no research, just a vague impression -
I think it’s Fed land and they issue the permits. So it goes to the oil companies, Feds get the royalties (which have been a joke in the past) and as far as where it goes - shouldn’t that depend on the oil company? Could be like looking at your tax dollars, then at a particular program and wondering if you’re paying for the program - or just going into the General Fund.
But I have to think America’s announcing a massive development scheme would benefit the world by introducing the idea of greater supply.
AJC/DNC, AmVet, N-GA, RW-(the original) would, I imagine, have a more accurate initial impression.

It’s done on both sides - people take things about of context and extort them. That’s what America is sick of - and yes, I think alot of it has to do with the media, and a majority of the population get their information strictly from one source, the twists the turns, and never follow up.

About the oil - I don’t know, but what you said makes sense, and RW did mention something about leases, and items would have to be spelled out in the contracts.
I do agree that if America were to announce such an endeavor, it would create a global burp, but it wouldn’t last long, and we’d be right back where we started after the global “panic” subsided and have less oil.

The problem is that the other bloggers were not monitoring this site. If you call things to somebody’s attention, yes, they will act on it. The problem was that nobody on this site bothered to call anyone’s attention to these postings until LGF started calling attention to them. LGF also exposed some of the very poor design of this web site with its wide open directories and other problems of this sort. We owe them for this. I am personally concerned that since donations are being solicited on this site and a lot of security holes were shown to exist, that the information might fall into the “wrong hands”. I am now personally nervous about handing over my credit card data here. Yes, belatedly it has been noted that a security person is going to be hired, but that hire has not yet happened and that is locking the door after the fact. It is most disconcerting that the campaign is being implemented in such a manner. There have been too many redactions of late for my comfort. If this continues, it will call into question Mr. Obama’s administrative capabilities for this me.
If any of you have contributed to Obambi over his website, you better HOPE you can CHANGE your credit card number in time.

Paul and I have had some discussions about the “evolving” GOP.
Is it real? Or just a myth?
There is absolutely no doubt that we have ALL recently seen and read of many, many people lamenting their decision to vote for GWB, with promises to never make that mistake again.
And in some cases the disgust is so great that they are professing to forever leave the inanely misnamed big tent of the Republican Party.
I tend to believe them.
At least for now.
There is no doubt that the GOP is in enormous trouble. Easily the greatest since the Nixon years. And probably much worse, as the disease of faux conservatism appears to be systemic.
But is the GOP able to actually repaint or reinvent itself?
Of that, I am hugely skeptical.
For every reasoned McCain there is a Hunter, Thompson and Brownback.
For every reasonable Hagel there is a Romney, Huckabee and Tancredo.
It appears that they are going to have to suffer at least one or two more elections where they get their teeth kicked in to finally learn their lessons.
I, for one, am looking forward to that and to what hopefully ultimately arises from the bungling disaster that has become the Republican Party…

The predictions just keep getting better and better.
Republicans are facing double-digit losses in the House and as many as seven losses in the Senate when voters go to the polls in November, political analysts predict.
And those observers expect the GOP to lose big even if Republican John McCain wins the White House.
Nathan Gonzales, political editor of the nonpartisan Rothenberg Political Report, told the Wall Street Journal that Democrats will gain eight to 12 seats in the House and three to five seats in the Senate.
Jennifer Duffy of the nonpartisan Cook Political Report predicts Democrats will gain as many as 20 seats in the House and four to seven seats in the Senate.
Democrats currently have a 235-to-199 edge in the House, and hold 49 seats in the Senate, although two independents often vote along with the Democrats.
“While Democrats are already able to pass much of their agenda through the House, many of those bills currently get stuck in the Senate,” the Journal notes. “A handful more seats in that chamber would give Democrats a better chance of overcoming filibusters, which require 60 votes to break.”
