Winder police have captured the woman believe to be soliciting donations from local merchants in a fraudulent manner, said police.

Marsha Lynn Foster, 47, was apprehended by the Dekalb County Sheriff’s Department at her residence in the Decatur area shortly after 6:00 p.m., reports police.

She faces charges for identity theft and theft by deception. She claims to be a representative from Stars and Strikes, said police, and is collecting donations for Toys for Tots.

“This has been an unfortunate incident,” said Detective Sergeant Rachel Love. “As the holidays are quickly approaching there are many charitable organizations that are genuinely seeking donations.”
