Lawmakers seek limits on basin transfers

Two pieces of legislation in the Georgia House of Representatives seek more government scrutiny on water projects that rely on transferring water from one river basin to another.

Rep. Tom McCall, R-Elberton, chairman of the House Agriculture and Consumer Affairs Committee, is working on a bill with Rep. Alan Powell, R-Hartwell, to require the state to take into account the effect of such transfers on the "donor" basin before approving a permit.
“We’re not really that interested in running pipelines out of Lake Hartwell and the lakes of northeast Georgia down to metro Atlanta," Powell said.
Rep. Debbie Buckner, D-Junction City, and members of the Columbus delegation filed a bill with a similar intent Monday.
Last week, the Georgia Department of Natural Resources' board passed regulations that recommended, but did not require, the Environmental Protection Division to take into account a list of environmental and economic effects of interbasin transfers when granting permits.
