Police identify man killed on I-20

Police have identified a man struck and killed on I-20 as James Webb III.
The 25-year-old Lithonia man was killed early Sunday morning, DeKalb County police spokesman Officer Jason Gagnon told the AJC on Tuesday.
Webb had stopped his car near Evans Mill Road around 4 a.m. and got out. He ran across several lanes of eastbound traffic before being hit by another vehicle, Gagnon said.
Webb was pronounced dead at the scene.
The driver who struck Webb will not face any charges.
“He stopped and waited for police to arrive,” Gagnon said.
Investigators said they do not know why Webb ran across the highway. They are waiting for toxicology tests to determine if alcohol or drugs were a factor, Gagnon said.
