A man who allegedly shot his ex-girlfriend's father and then fled with her two children, prompting an Amber Alert across three states, dropped them off safely Tuesday afternoon and then surrendered hours later, authorities said.

Terrance McDowell, 27, left the 4-year-old girl and 5-year-old boy with his sister in Greensboro, N.C., said Clayton County, Ga., police Capt. Tim Robinson. He said the children were in good condition and had been taken into state custody.

Just before 6 p.m., McDowell walked into the police station in Greensboro and turned himself in, FBI Agent Stephen Emmett said.

"My kids are OK," said the mother of the two children Tuesday afternoon during a news conference at Atlanta's Grady Memorial Hospital, where her father remained in critical condition. "I'm anxious to get my babies."

McDowell allegedly kidnapped the two children early Tuesday after raping his ex-girlfriend and shooting the woman's father at a house in Conley.

Terrance McDowell is the younger child's father.

The shooting victim, 64-year-old Marshall Wright, was airlifted to Grady Memorial Hospital, and was still in surgery around 3 p.m., Tuesday, a hospital spokeswoman said.

Clayton police Capt. Jeff Turner said McDowell went to the house on Kristen Court in Conley where his ex-girlfriend lives with her father and her father's girlfriend around 3 a.m. Tuesday.

McDowell, who had once also lived at that address, allegedly forced his way into the home at gunpoint, then raped his 20-year-old ex-girlfriend, Turner said. After the assault, McDowell "heard somebody in the bathroom.

"It was the father's girlfriend, so he grabs her, along with the victim, and drags them into the father's bedroom, where the father is in bed asleep," Turner said.

Turner said McDowell then shot the father eight times in the face and upper torso with a 9 mm handgun.

"While this was going on, the rape victim fled the house and ran to a neighbor's home," Turner said.

McDowell then grabbed the alleged rape victim's two children and "throws them into the victim's vehicle, and drives off with them," Turner said.
