Federal law requires all public schools to reach specific goals on math and English tests.

The Georgia Department of Education uses a complex formula to determine if schools were successful. Georgia evaluates scores from two state exams -- the Criterion-Referenced Competency Tests and the Georgia High School Graduation Tests -- and other criteria, such as attendance and graduation rates.

Schools that reach federal goals have made "adequate yearly progress" also called AYP. Schools that miss the mark for at least two consecutive years are labeled as "needs improvement" and face sanctions. The penalties become more severe the longer a school needs improvement.

Note from the Georgia Department of Education: The 2010 data does not include the data for 58 Atlanta Public Schools. The AYP determinations for these schools are pending until the Governor's Office of Student Achievement receives the 2009 erasure analysis investigation report from Atlanta Public Schools.
