Marshall: Drill, but first strike a better bargain with oil companies

U.S. Rep. Jim Marshall of Macon has teamed up with a Republican, Roscoe Bartlett of Maryland, to pen an op-ed piece in today’s Washington Post that includes these paragraphs:

The controversial bans on drilling offshore and in the Arctic National Wildlife Refuge have preserved precious oil and natural gas reserves owned by the public. Thank environmentalists for this unintended gift.

But for these bans, we would have wasted the reserves without a strategic plan. Leasing and drilling would have lowered world oil prices by a few cents, benefiting more foreign consumers than Americans….

We hope this price crisis prompts the adoption of a strategic plan to use the remaining value of our federally owned oil and natural gas reserves to fund a clean, affordable and independent energy future for America, a goal worthy of short-term environmental concessions and risks.

Virtually all general drilling bans should be lifted. We should permit drilling offshore and in the ANWR and require that it be done with appropriate care.

Before granting additional drilling rights, however, we should fundamentally change the terms of future oil and gas lease agreements to ensure that taxpayers capture more of the revenue from our remaining reserves.

Today’s agreements provide exceptional profits for leaseholders when prices rise, so much so that leaseholders have a significant financial incentive to delay production until prices rise. That must change….

Nuts and Bolts of Drilling

In 1982 oil prices spiked to around $32 because of the Oil embargo. At the same time the drilling rig count peaked at 4,500 rigs. By 1986 the oil prices had dropped to around $32. The rig count had dropped to 1,900 rigs. From 1987 to 2004 oil bounced from $10 to $35 a barrel. On 4-23-1999 the drilling rig count hit a low of 448. In 2005 oil started going up as did the amount of drilling rigs. Oil passed $40 and the rig count went to around 1,500. As of July 11th 2008 more rigs have been brought online. Up to around 1,900 (equal to the 1986 levels). The price for a barrel is now around $135 per barrel. It seems obvious to me that the oil companies deploy drilling rigs when it is in their own interests. It has nothing to do with national security or helping consumers. I encourage you to check out this web site and do the research yourself and respond. When the first oil crisis hit in the 70’s the oil industry ramped up to 4,000 rigs. With our dependence on foreign oil growing from 25% back then to 60+% now, how can anyone explain the rig deployment dropping to 448 in 1999. It seems oil producers are only interested in profits. How can any one guarantee the oil producers will keep producing when prices drop? The history says no.

Compromise and the Gang of Ten The Republician machine is rolling out it’s negitive campain adds, 5 Dems and 5 Rebs announced a paid for energy solution. One that Obama supports and McCain dosen’t. I am very encouraged by the gang of ten and the legislation that was worked out by true compromise. Both Johnny Isakson and Saxby Chamblis showed true guts and the willingness to get an energy bill passed. As a Georgia resident I was proud that two representatives from my state took part. While I am an Obama supporter, I am not, nor have ever been opposed to drilling for oil. I just simply don’t think that the amount of barrels produced will make much of a difference on the global market. By agreeing to compromise, renewable’s will finally get a true chance to grow and make a difference. While not wanting to get ahead of the process I think ANWAR could be used in the same way. If the profits from oil fuel the bridge to a cleaner energy future, the US citizen can live with that. Off shore drilling exploration as an inventory is a great idea. Cherry picking proven oil reserves to build a bridge to fund clean renewable’s seems smart. I encourage congress to get even more agressive with conservation, solar, wind, geothermal etc. If it takes oil leases to get us there, so be it.

WOW answered my own question.. Most of Saxby’s $84 Billion tax on oil is going to ETHANOL. Saxby’s Son Bo is a paid lobbyist for the Chicago Merc. Exchange. Wonder how this happened, just an accident I’m sure. McCain is opposed to ANY corn based ETHANOL subsidy, Saxby is opposed to McCain & Palin. I understand why you are for Obama & Chambliss.

Drill, schmill. The great silence is this whole debacle is shale oil. You know, those BILLIONS of barrels of oil sitting out there under federal land in Colorodo and Utah.

The economics is this: it will supposedly cost $60/bbl to extract this shale oil. When the world market was selling at $35/bbl, there was little incentive to push for oil that costs almost double what you can buy it on the open market. Now, with crude price over $100/bbl, it makes sense.

Start extracting shale oil and watch the Arab shieks s** themselves.
