The plan is for the Republican-controlled Legislature to conceive and execute a tax cut next week — by a two-thirds vote in each chamber — after Gov. Sonny Perdue takes a fast plane to China.
He’s not scheduled to return until April 5. Perhaps, legislators say, they’ll be gone by then.
The governor has opposed initiatives both in the House, which wants to eliminate the car-tag tax, and the Senate, which has proposed a slice in the state income tax. But Perdue has no say-so over proposed ballot initiatives, which is the form any tax cut would take.
One suspects that this is, at least in part, why governor on Tuesday threatened another reduction in state revenue predictions for ’09, to make it harder for the two chambers to come to terms. Here’s a copy of the letter Perdue sent to House Speaker Glenn Richardson and Lt. Gov. Casey Cagle.
But the Legislature’s serious about this one. How serious? Without waiting for the nicety of a measure to pass both chambers, the House and Senate have already named six conferees to negotiate a deal. Both sides have confirmed this.
Negotiators for the House are House Ways and Means Chairman Larry O’Neal (R-Perry), and state Reps. James Mills (R-Gainesville) and Greg Morris (R-Vidalia). On the Senate side, the trio consists of Senate Majority Leader Tommie Williams (R-Lyons), and state Sens. Chip Rogers (R-Woodstock) and David Shafer (R-Duluth).

Things are going to get real lean for state employees. Tax cuts seem irresponsible. The assembly’s plan: Get people broke. Frighten them with doomsday warnings about depressions. Let as many opportune lucrative contracts as possible just fall on their reciprocating cronies and plunder the state’s dwindling resources. And laugh over cocktails.

Well I for one would love to see a tax cut. It has been proven over and over that a significant cut in tax rates will stimulate the economy and increase state revenue receipts, a win/win for all. While our Governor tries to only get a tax break for wealthy seniors, our legislators are debating real tax relief for all Georgia tax payers. I just want them to deliver the goods this time instead of more talk and posturing with only a veto to show for it by the end of the session. Put it on the ballot and let the voters of Georgia decide.

Please step away from the Kool Aid. Don’t believe that this legislature wants to give a break to the average ‘Joe.’ What they are setting up is less transparency with taxes.
I can control my ad valorem by what type of car I buy. If I don’t have a large truck or SUV then I pay less.
This ‘fair tax’ is crap. Taxing food, basic services like the barber shop is crazy. You should not have to pay a consumption tax on basic services. This is hurt the working poor. They will end up paying the brunt of the tax.
I elect that we vote all the bums out come November.
