County commissioner wants to fine water hogs

County commissioner Lorraine Green wants to put teeth in Gov. Sonny Perdue’s recent edict that wholesale water providers cut their water use by 10 percent.

Green proposes that the large water system operators be slapped with a fine based on 200 percent of the base rates they pay if they don’t meet the 10 percent threshold.

Green’s plan also offers rebates to homeowners who replace water-wasting toilets with low-flow ones.

“The program is designed to ‘spread the pain’ as evenly as possible,” Green said. “It adds surcharges to large users who do not conserve. It does not single out one single user or industry.”

Okay, I am not quite sure what a “wholesale water provider” is, but I’m assuming that it is some sort of company. Does Lorraine Green really think that any fine imposed on a large company won’t be passed right along to that company’s comsumers? Unless I misunderstand what a wholesale provider is, this is about as transparent a pass-through tax as anything I’ve ever seen. The company in violation of the 10% conservation requirement won’t be paying the fines — Joe Q. Public will!

Unfortunately, some will not “Feel our Pain”. Gov. Sonny Perdue’s recent edict that wholesale water providers cut their water use by 10 percent has a loophole large enough for certain individuals – connected to county water - among us to drive a motor-grader through it sideways - all the way to their private wells.

Gov. Perdue needs to put some more teeth in the state well permit edicts.

“this is about as transparent a pass-through tax” as anything I’ve ever seen.

Not exactly so in this case, where (1) incentives in the form of rebates are being given back to we taxpayers to install water efficient toilets which will cut down on the overall costs to all of us in the amount we will have to pay for the county to supply water, so that is a pass-through tax reduction benefit. Then (2) no business can stand to pass-along too much of any tax increase or fine or rate increase and remain competitive in their market. So these fines or rate increases will force the water hogs to cut back on water consumption which means those who conserve will not face unduly an increase of rates on their water bills to absorb the costs of operations in the county supplying our water, another costs reduction benefit returned to we taxpaying/consumers at large. And (3) though, “Gwinnett County’s in good shape, as far as water supply goes, according to Water Resources Acting Director Lynn Smarr”, no one knows with any certainty how long this drought may last and what further demanding measure may take place, if no short term acts are not taken now. As she said, “We need to put all our efforts into conserving water.”

The county may want to consider selling more of our highly treated wastewater to contractors, landscapers and other businesses that can use this “sterile” water instead of drinking water. We do this now at three golf courses. Enhancing this practice further, will conserve water and raise revenues.

In the pat four (4) months our family have cut our water useage by 45%. We changed the resr room fixture’s to low flow models and a week ago we replace our washing maching with a front loader model for a additional savings of 8000 gals per year.

This drought is punishment for metro Atlanta and it’s tolerance of the homosexuals that have invaded this area. Just as the Iraq war is God’s retribution against America as a whole, this drought is his punishment directly onto a city and surrounding area where the homosexual agenda is so freely accepted. Wake Up People! We must get these gays out of our midst once and for all if we ever want to live the lives that we once had. To Alexis, This drought is actually a punishment for Atlanta because of all the divorce that is going on with the hetrosexuals. Have you seen the divorce rates lately? And did you forget that God does not allow divorcing?

On this subject, i have low flow toilets, high effeciency washer, low flow shower heads and i save the water from the dehumidifer to water my indoor plants. Not much more I can do. Maybe we can all Pray to the Almighty to SMITE the people who makes judgements against other people and that will shrink the size of Atlanta down to a more managable size.

Alexis, I think god is mad that parents do not follow a “strict” law of the bible. The “stoning” of our children when they are unruly. That MUST be done in accordance to the laws stated in the bible. I myself am collecting the largest rocks I can find due to discovering my son has raided my porn collection! How DARE he. Now he will pay the price. I would bet I probably have the most expensive education of anyone on this board, and furthermore, I am one of the few sane people who realize what is happening to this country. What difference does it make what individuals are doing to reduce their water usage when you have homeowners like the one highlighted on Good Morning America this morning? This guy, who lives in Marietta in a mansion w/ pool & waterfall, used 444,000 gallons of water last month and they can’t figure out how or why. The aerial view of his property showed the most lush, green lawn I’ve seen all year. Could it be that he has an underground irrigation system??? Because I live in Marietta too, and I haven’t had enough rain to make MY yard that green. Cobb County Water Authority says they can’t do anything about it because he’s not doing anything wrong! Excuse me???? The northwest portion of Lake Allatoona is DRY - and they can’t do anything about someone being a water glutton? Obviously, this particular homeowner has no social conscience, and is well enough off financially that fines or an increase in his water bill won’t faze him. People like that make me sick.

What does the cost of your education have to do with your mental instability? Ted Kazinski was highly educated. Devry costs a lot of money to attend, doesn’t make ou a rocket scientist when you leave. You could also have 12 associate degrees. Dave — my sons are 7 and 10, so no they have not been signed up for military service. However, I would be proud to have my children serve in Iraq, to bring freedom and liberty to that opressed region ruled for too long by evil men. Ted Haggard and Larry Craig, well yes they are Republicans. I will discuss them seperately. Ted Haggard was an evil homosexual who managed to infiltrate the ranks of the Republican party for the sole purpose of embarassing us with his homosexual revelations and drug addiction. As for Larry Craig, he was framed by the left wing liberal radicals in an attempt to discredit a true Republican voice in the Senate. He plead guilty to disorderly conduct for resisting the police officer who was working the liberal left-wing agenda to entrap Sen. For the person in Marietta who uses 444,000 gallons a month of water, they should simply make a law to be able to shut off the water since this should be declared a state of emergency. I’d love to see the grass and flowers shrivel up on his lawn. This is an emergency, and Perdue should be worrying about morons like that person instead of worrying about starting a prayer vigil. It’s just ludicrous! I can’t wait until it starts to rain, which is inevitable. All the freaks will blame it on the prayer.

Alexis, you are a poor representative of Christians, Republicans, and Americans in general. However, you are an excellent representative of the institutions of ignorance and bigotry. Your words are vile. And if your goal is to convert gays into straight Christians, you have failed miserably. Two months ago we started actively conserving water in my house of two adults. Just capturing cold water before it arrived Hot at the faucets, washing all dishes with the 2 yr old dishwasher and no car washing reduced my first full month water bill by 58%. I saw where Fulton county only reduced by an average of 6%? Yet the Army Corp of Enviromentalists is releasing even more water from Lanier than normal! What the Heck is going on Government employees? Do the Citisens of Georgia have to take matters into their own hands to stop the excessive and uneccessary water discharges from the Dam by the Army Corp of Enviromentalist’s?

So after doing my best to conserve and cutting back, i am given an increase in the basic water rate. I never come close to hitting to going over the basic but now that I am using less I have to pay more. Where is the justice??

This prayer vigil is about the dumbest thing possible. Praying to some imaginary spirit in the sky is NOT going to bring rain.

Besides, with Gov. Perdue leading this prayer vigil, where is the separation of church and state? I am tired of this state being run by his religious beliefs…….same with George Bush. He is running this country on his religious beliefs.
