Officer: All must fight teen crime

What makes a good police officer?

One of Gwinnett’s most community-minded lawmen told me.

“A good officer is not one who sees how many young people he can lock up,” said Detective Marco Silva of the Gwinnett County Police Department. “A good officer tries to get in touch with kids, try to prevent them from being locked up.”

On Wednesday, the Badie Tour stopped by Silva’s office to talk about teenage crime. If any law enforcement officer is qualified to discuss the topic, it’s Silva. He went from being a kid in a Chicago gang to serving as co-founder and president of the Georgia Gang Investigators Association.

In Gwinnett, the most sensational crime of late is linked to a teenager. Last Thursday a Gwinnett deputy and her two daughters were found dead inside their Lawrenceville home. The deputy’s teenage son has been charged with their murders.

Maybe you noticed. Perhaps you’re outraged. Silva is, though he acknowledges horrific acts like this and others committed by teens are exceptions.

“Many [teen crimes] make me go ‘whoa,’ ” said Silva, 46. “Crimes like this should always make me go ‘whoa.’ If they don’t, I’ve started to slip.”

The morning we talked, Silva was to teach a 12:30 p.m. class on youth crime prevention to park rangers who patrol Lake Lanier. He recently led a class on gang awareness and juvenile delinquency to Buford’s Spanish-speaking residents. Silva’s bilingual.

Silva would like to see residents sign up for free courses, classes and programs offered by the county Crime Prevention Unit. Some topics on crime prevention and reduction are geared to parents, such as “Gang Awareness for Teens and Parents,” and “Drug Awareness for Teens and Parents.”

There’s generally one problem, though.

“Like everything else, people don’t take advantage of it till it affects them,” said Silva, a former Marine.

If there’s one thing that he’d like to see change, it’s the tendency - mine, probably yours - to react to crime, not approach it proactively. We generally don’t care until someone we know gets victimized, or our homes or cars get raided. Then we call the authorities.

Silva wants change. For the sake of the community. He wants us aware, alert, concerned at all times, not just when a gruesome crime makes news. The way he sees it, we’re all in this together. Get involved.

He gave an example of the little things we can do. He told me about an incident that took place at a movie theater where he works part-time security. A group of kids were harassing another youngster. An adult, unrelated to any of the kids, brought it to Silva’s attention.

“These are the kinds of things you would like to see more of,” he said. “But too many people say, ‘It’s not my kid. It’s not my problem. “But it’s everybody’s problem.”

And that’s straight from the mouth of an experienced lawman.

Kids aren’t dumb. Everyone knows that someone under 18 who commits a violent crime will get off easy. So you have teens thinking “Hmmm…until I turn 18, I can get away with muder…so I will!” I say if you’re old enough to commit the crime, you’re old enough to suffer the consequences. I also feel that if the perpetrator is a pretty girl, she will NEVER see the inside of a courtroom, let alone jail. These spoiled, selfish pampered b——ches know that from the outset, believe me!

Hmmm. Maybe Det Silva could stop by the corner of Singleton and Pirkle. Lots of Brown Side Loco graffiti that has been on a fence for over a month.

Of course as soon as Det. Silva arrests anyone Sheriff Conway won’t bother to check legal status, complain about money and then let them go.

Here’s how you affect change. Make your presence known. Start handing out those code violations like candy. The parents are a major part of the problem here, if they flaunt the law, so will the kids.

Everyone who drives down Button Gwinnett, near Singleton can see numerous code violations. Judging by how long the BSL graffiti has been there, it just seems that Code Enforcement isn’t being reactive or proactive.

At least Rick, you finally wrote an article that is moderately readable. When are you going on that Ride - a- Long with the Norcross police?

THE underlying problem here is the predominance of minority kids growing up in single “parent” (and I use that term loosely, as even the “mother” is often incredibly uninvolved) households. There is no father/authoritarian figure, and no household emphasis on acquiring an education or marketable job skills — rather, the only emphasis is on providing these kids with ridiculous “ghetto” names that will ensure they never get serious consideration from employers, and “keeping it real” with the “street” lifestyle glorifying violent and sexist rap lyrics, and blowing all one’s money on “bling” and frivolous expenditures.

Am I talking out my a@@? No, I’ve worked with these kids, and seen it first hand. These kids are doomed by their “parents” (and again, I use that term VERY loosely) before they even start. They are steered into a direction of no marketable job skills, no language skills, no coping skills, and no socialization skills … and their mere presence is ruining the schools they attend, as thse schools spend more time trying to instill order and avoid fights triggered by “disrespect” than on teaching anyone.

And why WOULD anyone “respect” these kids? They have been wasted by their parents, and end up being a waste to society. With no other “structure” to look to, they end up joining gangs, and revert to a classic feral lifestyle, ending up being boils on the buttocks of society.

How to fix it? I have no idea. Arrest the parents? Tempting, but do you arrest the “father,” too, when no one even knows where (or often, who!) he is? Then, where do you send the kids. Logic dictates that many or most of these kids should be removed from their homes and raised by the state (kibbutzes, anyone?), but the inevitably hurled accusations of “racism” ensure that won’t happen. And, when you get a sufficient concentration of these “households,” you get … Clayton County. Or, increasingly, South Gwinnett.

Here in South Fulton the police have a point system. Even if a teen is caught red handed but hasn’t reached his quota of 12 points he is released. Obviously they know that and continue to commit crimes. I’m also of the opinion if you commit the crime, then you do the time regardless of age. Many of these people start early and become career criminals.

Whatajoke (wow, is that YOUR real name?), you totally missed my point (though you printed yours, what, 4 times? You have to READ the instructions — there is up to a 5 minute delay).

Of course these things happen in some white households, and there certainly are trashy white “parents” raising trashy white kids. It’s just that the percentage of same is far less in predominantly white communities, so the impact is far less.

As far as the “what you people are doing to our communities” statement, thanks for highlighting your ignorance, so the rest of us are “clued in” not to take your opinons seriously. THE problem in “your communities” is “your actions and inactions.” Period. End of story. Capitalistic societies (one of which you live in, like it or not) reward good decision making, and are brutal to poor decision making. Focus on education, raise your kids in a stable two parent environment, use and save your money wisely, and emphasize law-abiding behavior, and … voila! You will thrive! Don’t, and … you end up with what you refer to as “your communities.”

It seems that troubled kids are in desperate need of a good strong role models. I think that kids know where they can get away with stuff, and quickly learn who will look the other way. There might not be any other way to help these kids than reporting them to the police.

We had a troubled kid living in our n’hood. His father turned the other way once too many times. Had a million excuses, his favorite: the hoa was picking on his kid. When the vandalism escalated on hoa property (fire), the police were called. Sadly, the cop was familiar with this kid, although the boy had never done anything before where he could have actually been charged with an offense. The cop told us that minors were not necessarily punished under the penal code, but once recorded in the system, they would be able to get help, might be required to go to counseling, etc., regardless of what the parent said or wanted. Since he was a minor, we were not privy to what happened after the hearing. Time will tell if it worked.

I don’t know much about gangs, but think that if the gang ideology & recruitment is understood, then society can make progress in keeping these kids from becoming members? Target those kids most at risk? I know, it comes down to money to fund such programs. It’s a vicious cycle. In the meantime, we can all be proactive, keep our eyes open and fingers on the phone keys.

i’m with lt5000. These cops in this state are far stupider than you give them credit for, rick badie. Gwinnet itself isn’t so bad…at least its not duluth pd. But rick…this is yet another losing blog. You should start thinking up something REAL to talk about, like the many social and economic problems plaguing this state.

wanna talk teen crime? beat the rugrats arse when they act up. worked for me, never been given so much as a speeding ticket in my adult life.

the cops are there for just a few reasons: to guard us, to serve the public trust and to defend life and saftey. They ARE NOT there to ‘get in touch’ with society. I would prefer it if a cop- who’s education level is below most gas station attendants- stays the hell away from my kid. There’s enough self-important morons in the county school system to handle that.

as for teens who commit crimes…if it’s violent, beat his a* and charge him. If it’s theft…garnish his wages till he’s 30 to pay for what he owes. He don’t pay? throw him back in jail and work out a labor program. Anything else? get on with your life, you’re adults. people do stupid and frankly illegal things all day long. Look at duluth PD officer Jay Daily. He got to walk around shooting at people, and where is he? probably sitting pretty right now waiting to tell the courts he was ‘out of sorts’ and get off with temporary insanity. Here’s some national statistics for you:

Whereas about nine African American youths were arrested for every white youth in 1993, only about five were arrested for each white youth in 1998. Even at 5 to 1, the ratio of African American to white youths arrested for homicide remains greater than that of Native American or Asian youths to white youths.

The White and Hispanic are not separated for these statistics, but are counted together.

To ignore the issues within these minority communities is just being blind. The family breakdown and cultural influences are truly killing these communities.

In some cases , try as you might, your kids will still do something stupid and reckless. It happens. On the other hand, would you go to bat with two strikes out already? Probably not. If you have your children and you’re the only parent in home, you’re strike one. It you have children and you’re not involved in their daily lives, that means to sit down daily and discuss your kids life with them; discuss school, friends…life in general, you’re at strike two. If you live with your head in the cloulds and you allow you kid in sit in his/her room all day on the computer or cell phone and you’re not monitoring it, the pitcher just threw you out.

The genesis of most serious teen crime is obvious. However, because we’re more concerned about not offending anyone—especially “heroic” single mothers—than actually addressing the problem, we pretend that there’s a more complicated explanation that requires us to spend millions in tax dollars on countless studies that dance around the truth. The solution’s pretty simple: Stop having kids you don’t want or can’t support emotionally and financially.

When are we going to find out what was behind the murder by the 17 year old? As the mother of a former Central Gwinnett student, I am almost positive drugs were involved. We get all the news on these big drug busts on tractor trailers, etc. but how about hearing about some drugs busts at our schools or on properties near the schools? The schools are where we need to really be cracking down on the drug issues and having more police presence. And age should not be an issue anymore when it comes to drugs. Put their sorry little butts in jail.

Funny how blacks can say anything but when a white person says the truth, it is racist. Yea, that guy in the mountains killed a few people. How often does something like that happen? There are at least 204 per day in this dump of a city that used to be nice before they messed it up. To back up my facts, look at the state of Wyoming. The population there is literally 98% white. STATEWIDE, guess how many murders there were in 2007? NINE. Yes, NINE. Geee I wonder why? No thugs!

You proved my point LT, “U.S. Teen Pregnancy Rates Decline As Result Of Improved Contraceptive Use”, not because of bush’s forced abstinence program. I read the same report, and it was been on a steady decline since 1995 under President William Jefferson Clinton. Plus this report only covers up to 2002, find one that actually covers bush’s term.

CDC Reports First Rise in Teen Birth Rate Since 1991 Dec. 5, 2007 — The CDC today reported that last year, the U.S. teen birth rate rose for the first time since 1991 — and that C-sections and births to unmarried women hit record highs in 2006.

Here’s a quick look at the rise in teen birth rates:

3% rise for teens ages 15-17 (22 births per 1,000 women) 4% rise for teens ages 18-19 (73 births per 1,000 women) No rise for girls ages 10-14 The rise in teen birth rates is “notable,” but it’s “way too early to know if this is the start of a new trend,” Stephanie Ventura, head of the CDC’s Reproductive Statistics Branch, says in a CDC news release.

A total of 4,265,996 babies were born in the U.S. in 2006.

That’s a 3% increase from 2005 and the “largest single-year increase in the number of births since 1989 and the largest number of births since 1961,” says the CDC.

Births to unmarried women reached a record high of more than 1.6 million babies, a jump of nearly 8% over 2005.

First, if you read the article, both contraception and abstinence have been a contributing factors.

Second, all statistical studies show the decline began in 1992. Remember the Republican takeover?

And the teen pregnancy rate is still declining despite a slight 2% jump in 2007. The large number of Hispanics in the US were the reason.

Like most Americans, Detective Marco Silva doesn’t have a clue. He reminds me of Bill Cosby, Oprah Winfrey, and integrationist Negroes attempting to address problems in the African American community. I can’t say it enough. They are clueless.

Mr. Badie, the genesis of serious crime in African American communities and others began with “social engineering” in the 1960s. In a nutshell, social engineering is a futile attempt by educators and others to produce a society where all people can live peacefully together, “black people and white people, Jews, Gentiles, Protestants and Catholic.

When people are deliberately dumb down, socially engineered, there is more taking place than retardation. Men, women, girls and boys are not just plain dumb. When people are reduced to the interest of their lower nature, they take on “familiar spirits”!

Detective Marco Silva, Bill Cosby, Oprah Winfrey, and the civil rights integrationist don’t understand what they have done to young people and others who succumb to that kind of mind set.

Pope Benedict XVI seems to understand the problem in the mist of the so-called educated. In an article titled, Pope’s exorcist squads will wage war on Satan, the following paragraphs capture what so many so-called educated people don’t understand.

…”Prayer is useful not only for priests but also for lay people in helping to fight demons,” he said. Father Paolo Scarafoni, who lectures on the Vatican’s exorcism course, said interest in Satanism and the occult has grown as people lost faith with the church.

He added: “People suffer and think that turning to the Devil can help solve their problems. We are being bombarded by requests for exorcisms.”

The Vatican is particularly concerned that young people are being exposed to the influence of satanic sects through rock music and the Internet.

In theory, under the Catholic Church’s Canon Law 1172, all priests can perform exorcisms. But in reality only a select few are assigned the task.

Under the law, practitioners must have “piety, knowledge, prudence, and integrity of life…”

Mr. Badie, except we so-called educated people understand what has happened to Americans because of social engineering and take the necessary steps to address them, crimes committed by the young and old will continue to shock the conscious in these United States of America.

People are addressing problems in society that they don’t understand.

You know nothing about Det. Silva. I do, I’ve worked with him for years. He doesn’t resemble any of the people you mentioned. Although he “prefers” to prevent kids from committing crimes, make no mistake about it…he reacts as he should when the crime is committed and does the right thing unlike your “heroes” of Oprah and Cosby.

The difference he has made is immeasurable with the time he devotes to his work. What is not mentioned in the article is the fact that he is the foremost gang member authority in the county if not the State. He has solved multiple homicides, robberies, and sexual assaults none of which apparently happended to you. So use caution with your choice of words when making reference to a man that serves his County so completely. Not to mention the service to his country.

Secondly, take your religion and shove it. Although the Vatican is “concerned” about the youth of today…I don’t remember ever seeing a priest prevent or respond to crime…come to think of it, child abuse is about as close to “crime” as they get. I love when people like you feel that people need religion in their lives to prevent catastrophic events like what happened to the Deputy and her family.

But fear not Charles…I’m quite certain this young man will find Jesus in jail…they always do. To bad it took blowing away two kids and their mom to realize it.

Respect what this highly educated officer is doing for this County or at least get to know him before you judge what kind of job he is doing, has done, or what kind of person he is.

Interesting comments Mr. Badie, some are rather far reaching, some simply fail the laugh test, while others really miss the target altogether. It is very normal for teens to challenge the boundaries set by society, peer pressure no doubt adds fuel to the fire so to speak. However, the young man who murdered his mother and sisters, in the minds of most people, went far beyond the norms of an adolescent acting out on their way to finding maturity.

What could possess a young man to kill his mother?

The devil made him do it, might work for Flip Wilson but the closest answer I can settle on, is that we as a society have in fact, made hate acceptable, possibly even fashionable from the earliest formidable years of a child’s life. In doing so, once thought taboos have been removed, conscience no longer holds in check actions committed out of animal instincts. Of course, none of that said is an excuse, certainly it was not meant to convey some shared responsibility in that it takes Hillary’s village to raise a child. Nevertheless, it is hard to deny that society purveying positive reinforcements do play a vital function in fighting crime applicable to any age group.

I would like to ask any police officers among us if they ever laugh at the notions of these so-called hate crimes laws. Have any of you folks ever seen a crime that was really committed out of love? Not even the so-called crimes of passion truly speak of warm and fuzzy, in my opinion. I killed them because I loved them just doesn’t satisfy logic.

Nah, at the root of all this evil, all this crime, Mr. Badie, is our old friend hate. If we allow hate into our lives then the devil in us, will soon have his wicked way.

This is a rather sad eulogy in lieu of your recent blog on children who simply wanted parents, kids who just wanted someone to love them. Probably most of the kids that get involved in gangs are saying the same thing. They’re simply saying it inappropriately, through the words of bad conduct.

Child molestation is disgusting no matter who commits it.

However Brucie is outraged at this latest case, but was perfectly content when Genarlow Wilson raped a minor and videotaped it.
