As boating season approaches, the Bush administration wants to enlist the country's 80 million recreational boaters to help reduce the chances that a small boat could deliver a nuclear or radiological bomb somewhere along the country's 95,000 miles of coastline and inland waterways.
Today, officials will announce a plan that asks states to develop and enforce safety standards for recreational boaters and asks them to look for and report suspicious behavior on the water —- much like a neighborhood watch program. The government will also look to develop technology that will help detect dangerous materials and other potential warning signs.

He complains in his federal lawsuit that the jail doesn't provide inmates with enough food, and that the food it serves is cold. Police say Laswell and a co-defendant fatally beat and stabbed a man, then set his home on fire.

Last week, a five-member independent panel led by two WVU faculty members issued a report saying high-ranking academic officers and administration officials showed "seriously flawed" judgment last fall in revising the academic records of Mylan Inc. executive Heather Bresch, the Democratic governor's daughter.
