Southwestern Circuit District Attorney Cecilia Cooper said the panel returned the charges against Barbara Ann Fuller on Monday.

Authorities have not charged Fuller or her husband, Earl Fuller, with criminal wrongdoing in the toddler’s death. The youngster died at the couple’s in-home daycare center.

The Georgia Bureau of Investigation has not determined how the boy died.
