Matt Lea was at least dressed for the weather, if not the date.
Lea, a special assistant to the mayor of Chattanooga, arrived at the frigid Georgia Capitol on Wednesday in full Davy Crockett regalia, down to the 'coonskin cap, to deliver 2,000 bottles of water to Georgia lawmakers.

Lea and Chattanooga City Councilman Manny Rico, who was wearing more traditional garb, i.e. a business suit, were in town to send a tongue-in-cheek message to legislators here who want to siphon water from southeastern Tennessee.
Lea said while the presentation of the cases of Tennessee spring water is made in fun, the message behind it is serious: Tennesseeans don't think it's a good idea to move the Georgia state line north just so Georgia can tap into more water.
There are other options Georgians should consider first, Lea said, "such as water conservation, energy conservation as well as looking to their urban sprawl patterns."
Lea said his outfit, which featured fuzzy boots and suede, tasseled jump suit, was partly "my own, some borrowed and some rented." His boss, he said, "wouldn't let me bring my Bowie knife or musket."
Rico said his home and his business, Rico Monuments, would suddenly be placed in Georgia if the line was moved to the 35th parallel. And how does he like that idea?
"I don't!" he said.
One Georgia lawmaker who has pushed for the border change said he was happy to accept the gesture.
"I want to announce that I am accepting that as a down payment on the millions of gallons of water that flows from Georgia's creeks and streams....." Sen. David Shafer (R-Duluth) said.
