Fewer students eligible for HOPE scholarships

HOPE scholarships are getting harder to come by since the formula for calculating grades changed. Below are
HOPE-eligible students at metro school systems.

The percentage change is based on the the number of students eligible in 2007 vs. an average of
the number eligible in 2005 and 2006.
