Tax allocation districts won’t be created till 2009

The Gwinnett County Commission voted Tuesday to delay creation of three tax allocation districts until next year.

The commission tabled the proposals until March. State law requires that tax allocation districts go into effect on the last day of the year, so the earliest the proposed districts, if approved, could begin collecting revenues would be 2010.

Tax allocation districts use revenue from rising property values to help pay for redevelopment work, usually in conjunction with a private project.

Leaders of the county’s three community improvement districts had sought to establish the districts this year so that they could begin collecting money to be used when the economy recovers.

The districts would be located along the Jimmy Carter Boulevard corridor, around Gwinnett Place Mall and along U.S. 78 between Stone Mountain and Snellville.

The commission did vote Tuesday to participate in a tax allocation district created by the city of Norcross.
