The runoff election for one of two Norcross City Council seats was decided by a single vote Tuesday night — and that vote had to be determined by the city attorney.

Retired businessman Ross Kaul garnered 399 votes to stay-at-home mom Michelle Crofton’s 398. The race looked like a tie when all the votes were first counted, but one ballot had a defect, City Clerk Susan Wuerzner said.

Nov. 4 voting:

City Attorney Pat O’Brien was summoned to City Hall to review the ballot and make the call. He ruled in favor of Kaul, who will assume the council seat being vacated by Jeff Allen.

In the other race, 28-year-old banker Andrew Hixson defeated Judge Jan McKinney, 54 to 46 percent. Hixson was elected to the council seat being vacated by Keith Shewbert.

Election officials finished hand-counting the votes at 9:20 p.m.; 654 voters cast their ballots in Norcross, with 151 participating in advance voting.
