According to a preliminary investigation by the Gwinnett County Police Department's Accident Investigation Unit, the officer was traveling northbound on South Norcross Tucker Road in the left lane. Navaro was on the northbound sidewalk. Navaro tried to cross the road from the east to the west and darted out in front of the officer's patrol car, police said. The officer attempted to avoid him by steering to the left, but struck him.
Police said speed was not a factor in the accident.
Navaro, who was later determined to be under the influence of alcohol, has been charged with being a pedestrian under the influence and also charged for suddenly leaving the curb and not yielding to a vehicle when he was a pedestrian not in a crosswalk.
Police said Navaro showed "extreme signs of intoxication and was combative with fire and medical personnel."
No address was listed for Navaro.
