"We want to give a little more time to let people understand what's going on and know how it will affect them," City Council member Barbara Bender said.

A public hearing on the proposal is scheduled for the council meeting March 10.

Mayor Jerry Oberholtzer said Monday that a brochure has been sent to residents that explains the purpose of the fund and how a storm water utility program would help the city.

The second reading was moved to the March 24 City Council meeting.

The City Council is still discussing how to run the utility. Consultants met with city leaders to advise them on setting rates, among other items, Bender said.

"We are not at the point that we are setting rates," Bender said. "We've got a little bit clearer ideas on how they will be set."
