Illegal immigrants tricked in license scheme, say police

He took their money and walked away.

Cobb police say Jean P. Duvigneau promised to get drivers licenses for illegal immigrants in exchange for cash. So far, police have found six victims, but they suspect there are more.

Duvigneau’s story was that he had a relative or a friend who worked at the Georgia Department of Driver Services. He charged the victims between $1,400 and $2,000 and promised to get the licenses, according to Duvigneau’s arrest warrants.

Duvigneau, of Atlanta, took the money. But the licenses never materialized.

An anonymous tip led police to the first victim, which led them to the others.

The victims will not face criminal charges or risk deportation, said Officer Cassie Reece, a Cobb police spokeswoman.

Cobb police charged Duvigneau, who is also known as Marcos Torres, with six counts of felony theft by deception, according to the arrest warrants. Duvigneau, is also charged with carrying a concealed weapon, a misdemeanor, and possession of firearm during the commission of a crime, a felony.
