Cox set bond on Bill, who has been in jail since his arrest, at $75,000. Cobb District Attorney Pat Head had asked Cox to set the bond at $500,000.
Atlanta attorney Richard W. Summers, who is representing the 21-year-old woman, said he was disappointed that Cox did not set a higher bail.
"This is a very, very serious set of allegations. And the outrageous conduct called for a much more serious bond amount," Summers said. "She's not doing well. She's very afraid of him."
Bill, a sheriff's deputy since 2000, was fired after his arrest.
Bill is charged with kidnapping, false imprisonment, rape, aggravated sodomy, aggravated assault, battery and aggravated sexual battery.
During the probable cause hearing, Cobb police Detective Christopher Sperrazza testified the woman told investigators that on July 14 she was working at the Corona bar on Pat Mell Road when Bill accused her of taking his cellphone.
Bill allegedly forced the woman out through the bar's kitchen and into his truck. He drove to his apartment, a short drive away on South Cobb Drive. Once at his apartment Bill allegedly forced the woman to perform oral sex on him several times.
The woman told detectives Bill slapped and beat her with a belt and cut off her shirt and bra. Police found the clothes tossed over a fence onto an adjacent property.
Bill allegedly handcuffed her — first in the back and then in the front. Later, he allegedly hog-tied the woman and raped her.
The woman was able to get away through the front door of the apartment when Bill answered a knock on the back door. She banged on several doors asking for help before someone opened up and called police.
When police arrived, they found a frightened, naked woman still handcuffed. She had bruises to her buttocks, breasts, face, ankles and thighs.
"She was hysterical," Sperrazza said. "She was crying. She was scared. Anytime she started to talk about it she was very distraught."
The woman identified Bill on the scene, Sperrazza said.
"She basically cried out 'That's him. That's him,' and basically started crying again and screaming again," Sperrazza testified.
