Police: Clayton board member hasn't lived in county for at least 2 years

Clayton County school board member Norreese Haynes has not lived in the county for at least two years, according to his Marietta landlord and police records.

Haynes has lived at the Autumn View Apartments in Marietta with another man for approximately two years, the apartment manager told Clayton County police Feb. 21.

In addition, a woman who lives at the Morrow address that Haynes listed as his legal residency told police the board member rented a room but has never lived there.

State law says board members must reside in the county they serve.

Haynes did not return phone messages left on his two cellphones and at his office Thursday. His attorney, Adrian Patrick, also did not return a phone call.

According to a Feb. 27 Clayton County police report, Haynes "may have never lived within his represented district."

"Clearly probable cause has been developed that Haynes has on several occasion provided false affidavits to the Elections Division of the Probate Court, and violated his oath of office," Clayton County police wrote in the report. "Haynes currently lives at an address in Cobb County and can no longer lawfully hold his elected office."

Clayton police learned about Haynes' apparent Cobb County residence after discovering the board member was arrested Dec. 2 in a domestic dispute in Marietta.

Juan Green, who described himself as Haynes' live-in boyfriend for five years, told Marietta police Haynes assaulted him.

Haynes, 37, returned to the couple's Marietta apartment about 4 a.m. and started a fight over missing condoms, Green told police.

During the dispute, Haynes slapped Green, 31, on the face, pushed him to the floor and strangled him, according to a police report.

Marietta police arrested Haynes on charges of simple battery. He is scheduled to appear in Cobb Magistrate Court this morning.

In a written statement issued Wednesday night, Haynes said he was falsely arrested while trying to defend himself. Haynes said a friend attacked him during an dispute over a woman. He also disputed Green's allegations about their relationship, calling it "an unmitigated lie without one scintilla of truth."

On Thursday, Green said he would talk with a reporter only if he was paid. Otherwise, Haynes could speak for him, Green said.

Clayton police launched an investigation into the residency of each of the nine school board members after the Southern Association of Colleges and Schools questioned whether some members live in their districts. SACS recommended two weeks ago that Clayton schools' accreditation be revoked effective Sept. 1.

On Thursday, Clayton school board attorney Dorsey Hopson said he was still reviewing the Clayton police report. "We'll make an appropriate recommendation once we finish looking at it," he said.

Haynes was elected to the District 8 school board seat in 2006. In April 2006, he signed a sworn affidavit that said he lived at 2722 Starr Road in Morrow. He also signed campaign contribution disclosure reports as recently as Dec. 28, 2007, and voter registration forms that listed his address as Starr Road.

Natasha Barnes told police her mother rented Haynes a room in a home at 2722 Starr Road in April 2006.

"He did move a few items and boxes into the last room. He never physical(ly) ever moved into the room," Barnes wrote in a statement to Clayton police. "He did have a phone line installed in his room. To my knowledge, he has never physically slept in the room he is renting from my mother."

Barnes told police she turned Haynes' room into a playroom about four months ago.

Barnes did not return a phone call Thursday, and no one answered the door at the Starr Road home.

Before listing the Starr Road address, Haynes listed his parents' home in the 1400 block of Arnold Street, Jonesboro, as his residency.

Tax records show the only property Haynes owns is a vacant lot on Arnold Street in Jonesboro. The lot, which is next to his parents' house, is used for parking, police said.

On Thursday, a woman who lives at the Arnold Street house said Haynes did not live there. She declined to identify herself.

In another development, the chairman of Clayton County's legislative delegation has asked for a special grand jury investigation of the school board.

"I want to see if there is a need to address legislation to make sure this doesn't happen again," state Rep. Darryl Jordan (D-Riverdale) said Thursday in a phone interview from his Atlanta office. "I am also hoping SACS will understand we are taking this seriously. I want all county agencies to know we are doing all we can."

Clayton District Attorney Jewel Scott submitted the request Wednesday to Superior Court Chief Judge Matthew O. Simmons.

"I don't know what we are looking at, what we might find," Scott said.
