State. Sen. Don Balfour, R-Snellville, the formerly powerful Rules Committee chairman, was indicted Friday by a Fulton County grand jury. Attorney General Sam Olens announced the 18-count indictment, which is based on allegations that Balfour double-charged the state for expenses and claimed per diem and mileage on days he was out of the state.
