Overseeing the dealers

Georgia's used car board oversees the state's 4,900 licensed used car dealers. The citizen panel can fine or revoke licenses of dealers who break the rules.

Here's a look at the actions taken by the board between 2003 and mid-2005:

• Issued just more than 150 "orders" disciplining licensed dealers

• Issued 59 "cease and desist" actions ordering unlicensed dealers to stop selling cars

• Half the board's actions punished dealers for failing to file paperwork enabling consumers to obtain their car title or tag.

• About a third of the board's actions punished dealers for failing to post federally required "Buyer's Guides" on all used cars for sales. The guides tell customers whether cars are being sold "as is" or with a warranty.

• The average car dealer who was sanctioned was fined $1,000.
