A passenger ‘bill of rights’?

With the most recent incidents of passengers stuck on planes for hours because weather or air traffic conditions wouldn’t allow their planes to take off, talk of a “passenger bill of rights” has heated up.
What do you think? Passengers already have a number of rights mandated by law; does Congress need to create more? Have you personally suffered because of airline mistreatment when a plane was delayed or canceled? If Congress did enact more protections for passengers, what would you want them to cover?
I personally favor less, not more, regulation, except when it comes to airline safety. I think safety regulations are important, and the place where Congress should concentrate its efforts. But when it comes to passenger comfort and service or compensation, eventually that should self-regulate — airlines who mistreat their passengers will lose business, as they should. And loss of revenue will get their attention in today’s competitive climate.
