Good morning, everyone. Today you’re in for something different. Megan Matteucci, who covers Clayton County, wrote today’s posting about another interesting development with the school district. Here’s what she had to say:
Clayton students will question school board candidates tonight at a forum organized by the school system’s new superintendent.
With the Southern Association of Colleges and Schools mandating Clayton establish a capable school board or lose accreditation, many business and civic groups have organized political forums. But this is the first one hosted by the Clayton County school system.
Superintendent John Thompson organized the forum through his student advisory committee, a group of students that meet monthly with the superintendent to share concerns. The forum will be held at the county’s Performing Arts Center on Mount Zion Parkway, which is owned by the school district.
Clayton school board policy prohibits school facilities from being used for political purposes. School policy also prohibits candidates from campaigning on school property.
School officials say this is not a political event, but an educational forum. They say candidates will answer questions from three students, but will be prohibited from distributing campaign materials.

One’s interpretation of this is based upon how they differentiate between a ‘political’ and ‘education’ forum. I’m sure there will be security on hand to prevent overzealous supporters from distributing campaign literature on the property however it will be difficult. What’s to stop someone from parking their vehicle with a large campaign sign in the parking lot? This is similar to having a candidate forum at a church in that there can be a fine line that determines whether the tax exempt status is compromised.
OTOH, my understanding is this is an event being sponsored by students, with help from the BoE. Encouraging students to become engaged in the political process is a positive thing. If they did not hold this event in this facility, where could they hold it without the possibility of being charged for use?
I do think school officials should get involved in the political process, especially since most of their funding comes from property taxes. Knowing which municipal elected officials will collaborate with the BoE and school system for the betterment of the overall community is important for citizens to know hence this becomes political.

At this point in the game it doesn’t matter to me what facility they use. The system in Clayton is broken and I applaud the students for getting involved in the process.

I only had one major question that wasn’t very clear to me in the original post. Are the students asking questions to current school board members or potential members? If current board members, I don’t see much of a problem. The students get to ask questions about issues that worry them and the current school board members get to explain how they expect to deal with the problems.
If the questions are going to candidates looking to be elected onto the school board then it is coming to very close the the legal line. However, no one seems to complain when college campuses are used as the sites of presidential debates, so I don’t see why a local, school-owned location is a bad place to allow for debate between school board candidates.
The difficulty would be hosting a debate on school grounds with say, the principal of the school in charge of asking questions to a current board member (the prinicipal’s boss in a way) and other candidates. The conflict of interest in that case would be very difficult to avoid.
In this case, Clayton Co. might as well hold the question and answer session for potential candidates. As long as all candidates get relatively equal time for their answers the only real complaint would be if there might have been a better location to hold it. As Ernest pointed out. It’s available to the school board already, there will be minimal rental costs for the location and it’s made to seat people to hear speakers. It would almost be criminal NOT to hold it at such a location.

I think it is a good opportunity for students to get involved. As long as all candidates are allowed time to answer the questions, there is no partisanship shown by the school. Debates are not necessarily equivalent to campaigning.

There is no law about churches being involved in campaigns. The IRS tries to bully churches through its application of rules, but there are no laws disallowing a church from supporting a candidate for public office.
