Did Ethics Committee act ethically?

One positive generated from the accreditation issue was House Bill 1302, created to ensure school board members behave ethically. With only four members in attendance, Clayton’s newly formed ethics committee was recently unable to meet due to lack of a quorum.
As per the Clayton News-Daily, our ethics committee members who were chosen by the Clayton County legislative delegation, are: Mike Barnes, Sam Burston, Robert Flournoy, Deborah Jester, Larry O’Keeffe, Karolen Mazyck-Dowdell, and Stephanie Turnipseed. State law requires five of the seven members be present to constitute a quorum. Although the initial meeting was meant to be organizational, residents were understandably disappointed and frustrated that the committee failed to get started, and appeared to hold a closed meeting.
Just my opinion but I’d rather see them convene properly than go forward in error and make unnecessary mistakes. That kind of decision making is partly what created a need for this ethics commission in the first place. As far as the closed meeting goes, not sure what they could have to hide so early in the game, so I’ll give them the benefit of doubt this time.
A couple of committee members I know have work tirelessly for and obviously care about Clayton County Public Schools. I can only hope other members are like minded. But must agree with bloggers who say we need to raise standards and hold accountable anyone making decisions for our students and school system. I’m looking forward to watching the process unfold and take shape.
Did you attend the last meeting? If so, what are your thoughts? The committee will reconvene at 1058 Fifth Avenue in Jonesboro this Friday, November 21, at 5:30 p.m. Will you attend?
CCPS’ All County High School Band, Chorus, and Orchestra will première TONIGHT at 7:00 p.m. at the Clayton County Performing Arts Center (PAC), home to the district’s Fine Arts Magnet School. The ensembles are comprised of the top 200 musicians from each of the eight Clayton County High Schools, and only the highest achieving musicians were selected.
Arts Clayton 16th Annual “Holiday at Home Parade” takes place November 22, with all day food, fun and recreation, parade at 4:30pm and the Christmas Tree lighting at dusk followed by music and street dance. Advance voting begins this week, 8 a.m.-5 p.m. Monday-Friday at the Board of Elections & Registration, 121 South McDonough Street in Jonesboro AND 8 a.m. to 7 p.m. on November 24-26 ONLY. The Special Election will take place on Tuesday, December 2. Absentee ballots are available online. If unable=2 0to vote in person, FAX or MAIL your absentee ballot to the Board of Elections. Local elections include school board Districts 1 and 9, and the runoff between incumbent republican Saxby Chambliss and democrat Jim Martin.

The question that needs to be answered is - Why were these people put on the Ethics Committe if they were not committed to the process? Who chose who to be on the committee? The fact that their appointee is not going to the meetings by choice or too busy to go, reflects upon the Georgia delegation member that put them there. We need to know who appointed who. I am sure you can dig that up, Kimberly. Thank you for help.
After they get to actually meet in a proper manner - they will not have to wait too long for a meeting for an ethic matter on the BOE. Wanna-be lawyer - BOE member Michael King is poised to sue the BOE for the fact they censored him. All this buffoon had to do was dis-associate himself from the lady he represented - that was suing the Clayton School System for Millions of dollars. Guess he did not want to miss out a big payday. His punishment in the censure was not to be in Executive meetings when matters that required the BOE lawyer to be present. Big Deal. Wait till this morom goes before one of our Clayton judges. He will most probably get spanked, if only they could also throw his behind off the BOE.

You are absolutely right that the citizens of Clayton County should always and continuously hold our elected officials, citizens of Clayton County who are appointed to citizen service boards such as the Clayton County Ethics Committee and other service boards of the county, and the people who serve in leadership positions in Clayton County accountable and answerable to anything they do or the decisions they make that could cause Clayton County to be looked upon in an unfavorable way. In my opinion, it seems that too many of the citizens of Clayton County have “very relaxed” standards in that they allow our elected officials and any citizen of Clayton County who holds a leadership position of power and authority to govern and act in a less than exceptional, excellent, and professional way and are too accepting of mediocre, second-to-low class, average-to-below average, noncaring, apathetic, flawed, uninspiring, dishonest, unreliable, and untrustworthy behaviors and ways. The citizens of Clayton County seem to be extremely tolerant, lenient, permissive, soft, and tend to look away, allow, and just accept the actions, behaviors, and conduct of their elected officials and even when they vote new ones in office, the citizens do not want to do the hard and detail work of attending meetings such as the Clayton County Board Of Commissioners Meeting, the Clayton County School Board Meetings, or any other meetings where decisions are made and actions taken that could affect the quality of life in Clayton County which is more negative than positive.

We are not getting accreditation back and this county will continue to become the projects. This county is a mess. I will be walking away from my home in Jan. and will not look back. There are worse things in the world than foreclosure and bankruptcy. Raising kids and living in this county is one of them.

To K.E. You are wrong. Each member of the local state delegation appointed people. Mike Glanton did not appoint the commission. Mr. Glanton was instrumental in getting this commission set up and for that we should be grateful. You need to find out who appointed who, before spouting off like JT and GD. Get the facts first. Hold the appointees and their benefactor accountable. More soon.

Before anyone pulls the lever for Martin -think about the wiseness of Democrats having total control, review Martin’s record, and review the Child Healthcare Bill Congress crafted. Per the Bill…
Hmm, why does a family making $80,000 need free healthcare?
Why didn’t this bill require a person to be a LEGAL CITIZEN in order to claim benefits?
Why did this Bill have so many earmarks and pork? I don’t mind the healthcare for kids or veterans, but why all the other addendums that have NOTHING to do with healthcare or children?
Ask your self why, then ask yourself if the Pelosi/Reid Congress has kept their 100 days of CHANGE promise and did anything to help the economy, price of gas, or end the war?
Windfall oil profits tax? See Jimmy Carter. The results was long lines for gas and rationing.
Pro-environmentalism? Review the Kyoto Accords and see what this policy will do to American business, drive more jobs overseas, etc while at the same time, allow China and India to continue to pollute.
Pro-alternative fuels? Watch gas prices increase from taxes on Big Oil, no drilling, carbon credits, etc .
Think things are tight now? Wait until the Eco-terrorists get a grip via unchecked Democrats and their mantra of Climate Change (still hasn’t been proven to be anthropogenic i.e man-made).
If supposedly small gov’t Repubs have trashed our economy/country this bad, imagine what big gov’t ‘nanny state’ tax and spend Democrats will do.
Things that make you go hmmm…
P.S. Taxes have to be increased across the board for everyone, in order to pay our debt to China, the Wars, inflation, lowered dollar, etc.
China will one day call in our debt markers and/or OPEC will choose to trade oil in EUROS instead of dollars….

I was nominated by Representative Glanton. Other members of the delegation each made their own nominations. The Delegation selected the members of the commission from those nominated as detailed in the statute. I was named an alternate by the delegation. Due to the inability of one of the appointed members to fulfill their duties I assumed that position on the commission. Representative Glanton worked tirelessly to pass this legislation. I assure you and him that I will be a responsible member of this commission and I take that responsibility very seriously. Personally I expect that the other members will have the same commitment and also accept their responsibilities.

I will give the School Ethics Board the shadow of a doubt but expect they will round up the recent “no-shows” and do some close-up team shoring. That meeting should have gone off as scheduled and I’ve seen nothing substantive presented to show they had a closed meeting but mere gestures can have an impact. “Just Stating The Obvious” had some strong and direct comments that I believe reflect what a lot of people in Clayton County are feeling. We simply must raise the bar for ourselves and be committed to enacting and following good ethics in the way our government and institutions operate. Until this happens, citizens’ morale will continue to falter and our children will continue to lose hope. We just can’t linger in despair forever. I’m taking the optimist view and look forward to good things to brighten our future. Working together toward this goal, we can make it happen.

I hold State Representative Jordan accountable for putting more unqualified people to this the Ethics Board that belongs to or has connections to other self serving groups of individuals or personal friends.
Yes State Representative Mike Glanton should have thought out more with this bill with checks and balances and also with picking persons to serve on this Ethics Board that is lives outside of Clayton County like Judges and other Attorneys and Large Corporations CEO’s. I applaud State Representative Mike Glanton for trying to help and do something in the first place at least to try to help our children,
And I believe also that once the Clayton State Legislative Delegation made this Bill they need to leave this board along an not to shadow them in telling them on what to do or how to run this board because it is very Unethical of them by doing that, because this Ethics Board can not function. As I am thinking about filing Ethics Complaints on every single Clayton State Legislative Delegation with the Ethics Commission because of they do not want to let go the reins, as our children is at risk here
As I also heard that a few new appointed board members was more worried about how much they was getting paid and when they found out and on how they are paid and when these ethic boards members just did not show up so the board did not have a quorum to hold a meeting, see normally this type of job will only pay only $ 50.00 each time when the board meets to all of its members.

Thanks for the info — now Mr Jordan needs to quit playing politics and remove his political cronies on this commission. Let those who place the children and our county above all else be on this commission. Sounds like Mr. Jordan should be the next to leave Clayton political office. No wonder they changed it to be just the BOE ethics overseer and not county office overseer, afraid it would come back to bite ‘em.

All the Blacks in Clayton are “Idiots”. The very definition of “Ethic” is all too often twisted to work against “Strong, philanthropic, gallant Blacks, fighting for the people causes.
The definition Ethics in Government is Officials must conduct themselves in a manner that prevents all forms of impropriety, including placement of self-interest above public interest, partiality, prejudice, threats, favoritism and undue influence.
In Clayton and Georgia, Ethics only applies to Black Officials. Sonny with the help of Clayton’s whites ran those four Black girls on the BOE, “screaming ethics”.
Now, Sonny own appointee GDOT Commissioner Gene Evan, down at GDOT, first of all was having affair with a GDOT Board Member, whom she later married. Now it’s come to light that she’d dated several contractors working for the State, whom her signed the multi-million dollar contract to employ them.
NOW PEOPLE, that’s the “Very Definition of Ethics Violations”. Now, look at America, Sarah Palin fired her ex-brother-in-law and ‘Top Public Safety Officer in Alaska and an “Independent Ethics Commission said she was in violation of Ethics Laws.
You simple-mined Blacks in Clayton better come to your senses. The “Only Reason” your Black Elected Officials have an Ethics Commission is because the whites in Clayton want to “Dictate” and have say over everything the black officials do.
The whites know they, themselves “Can’t” get elected, so now they can “Appoint Themselves on an Ethics Commission” overlooking your elected officials—elected by you ‘the people”.
You Negroes are so DUMB. Clayton’s White Influence Ethics Commission is put in place to “ENSURE” all the School System’s Money “Continue” to go to “All White Business”

Mandingo, the less white involvement, the more violent and disfunctional the society is. Somebody attacks, robs, and shoots somebody in Clayton every single day. As more white moved out, this has increased.
How come Africa is rampant with starvation, disease and violence? The fact is, when whites completely abandon blacks, they fail as a society miserbly.
I think Zimbabwe is a perfect example. You think Bush’s policies failed, hahaha.
Instead of worrying about the hypocracy of the white man, why not examine the behavior of the black man, and how their decision making leads to their plight? I know, that would mean taking responsibility for yourself, so, that ain’t gonna happen. Right?
Finally, Clayton schools did not lose accredition because the white man, they did because blacks, as a group are left to their own devices, did not demonstrate the orgizational ability to conduct a public meeting.
Finally, the woman at the DOT is being pushed out, and Shirley Franklin was all too close to a drug dealer son in law, but I don’t see anyone going after her.
It is all about excuses for you.

Ms Lewis How come you do not go to forums to meet your constituents, how come you do not have Meet and Greets, how come you never answered the questions put forth from the AJC, how come my childs piggy bank could bankroll your non-campaign. Nice to see you finally got a webpage. Does not seem that you are really running for the office - just throwing your hat into the ring - see if anybody salutes it. How could you ask people to vote for you when there has been so little information about you or what you believe.
At least Mr Bivis has made himself available to the voters in several ways - including several Meet n Greets. He has stated his views and answered questions and they are readily available on his web site. He has shown himself to be an active advocate of the community and all young people. His actions show he is actually running for this position.
It is pretty clear who should be the District 9 rep for the BOE - Charlton Bivins. Vote Dec 2.

The white will steal all the extra money from your school system—they don’t think your children-black children deserve the best.

Well I have been very busy going door to door, meeting the voters, introducing myself and my platform for the BOE. I have distributed over 8,000 informational pieces and held several meet & Greets in both my home and several homes of my supporters. I disagree with your notion that I have not made myself available to the voters. I have! As far as my level of involvment in the schools, my record speaks for itself. What sets us apart is that I am not affiliated with any political agendas unlike my opposition. If you want a board member that will represent the goodwill of the students and parents then come back out December 2nd and elect Irene Lewis for School Board District 9.

I can’t believe this “Clown” coming on this forum talking about attending all these Meet and Greet and Crap. There are 12,000 people in this district, these Meet and Greet sessions only attracts 20-30 people at the maximum the majority children whom can’t vote.
Meet and Greets are only “Political Grandstanding Spots. That’s what I say about that Clown, Charlton Bivins.
He’s only a Mike Glanton and Elgin Bell Type, won’t do anything but sell out the kids accreditation and “Bankrupt the School System like Elgrin Bell Bankrupted the “Entire County”.
Please Vote for Anyone other than Charlton Bivins.

I attended both Mr. Bivins and Mrs. Lewis events. I was more impressed with MMrs. Lewis. She articulated a clear vision for the Board and she has a track record of involvement in the schools. I voted for her in the past election and will vote for her again. Mr. Bivins did not spell out how he would implement his goals. to me, it sounded like fluff and no substance. Mr. Bivins is tied to special interest and i think we’ve had enough of that. Irene Lewis shares the concernes of all working Moms in district 9!

Well the cat is out the bag! Clayton County will be broke within two months. Let’s see if they cut services or raise taxes.
The entire commission needs to be removed by Governor perdue or recalled by the citizens. It’s just one thing after another in this county! Great job Commissioners, You finally caught up with the school board in ineptitude!

I for one am concerned about the campaign donation to Bivins from MACE. MACE is John Trotter’s union. John Trotter supporting Bivins is enough information for me. BTW, Anyone can go to the elections office and check the candidates finacial records. Trotter and Bivins is not a good match for our school board.

I agree that Elgrin and the Commission were impurdent in their spending. However, Look at the State of Georgia, Sonny the Repub has Georgia in a 1.6 Billion Dollar Hole and Bush and America in a recession getting more serious every day. Sonny and Bush need to be removed.
However, have folks in Clayton talking about “Ethics”. These “Fools” don’t have an clue what Ethics is! Much less Ethics in Government.
IMPORTANT: Charlton Bivins is a “Ethical Dilemma!!! Vote for someone else!!

Mandingo duo - John Trotter and Glen Dowell — you two would do anything to try to defeat a good man who opposes your type of divisive politics. Charlton Bivins would not take money from either of these two morons. Guess that may mean that Irene is the real one on the Trotter hook - and if not, she needs to disavow any connection with these lies. Trotter and Dowell - your tactics will be defeated again come Dec 2. Why do you rail on about the strong black men and women in our county who actually are doing something to better our communities - who are involved in the lives of our teachers and students. We know we will never see the likes of John T and Glenn D working in the community - if there is no way to line their pockets - they would rather play tiddley-winks down at the MACE office. I am appalled that someone is affiliating me with Trotter and associates. I don’t support Trotter or do not have any affiliation with Trotter. Whoever put out that I accepted funds from MACE, I encourage you to check out my financial disclosure, this is an ABSOLUTE lie.
Those that know me know my personal feelings against the likes of the ideology and theories of John Trotter. I welcome the competitive nature of negative campaigning versus productive activity. I urge factual viewpoints, accomplishments, and character checks, as a mode of discrediting or empowering my qualifications. The verified transparency and abundance of information provided on my website, the AJC, Georgia League of Women Voters, community buzz, and word of mouth has solidified my qualifications and expectations to be one of the better candidates for the District 9 Board of Education seat.
I would like to thank all of those that have supported me through volunteering, allowing signs in your yards, prayers, and encouragement. I’m asking for your continued support for what now appears to be an ugly fight.

So - Is John Trotter trying to torpedo a good candidate by trying to lie about them - tying them with his own worthless org. MACE and the lowly JT.
People - anything can be said on a blog - Not a shred of truth in much of it. I bet that if JT fell off the earth tomorrow - most local candidates would be dancing in the streets.
In the election Ms Irene barely got more than half the votes Mr Bivins did. Good luck to both, esp Mr Bivins.

These “Clowns” ran to SACS crying and caused your child to lose accreditation. In other words they sold your children accreditation to Chick-fil-A and the Chamber of Commerce for a “Money”. Now that’s an Ethics Violation”.

Yeah, I know Charlton Bivins. He only got involved with the BOE and the Community once it was evident we were going to lose accreditation. Yes, along with the other political wannabes listed above. He’s in it for Unethical Reason.
His plan violate this portion of the “Ethics in Government” is Officials must conduct themselves in a manner that prevents all forms of impropriety, including placement of self-interest above public interest.

Mr. Bivins is bad news! He if he is taking money from Trotter then he should know better because Trotter was backing Mr. Noresse Haynes who was led out the meeting in handcuff by the police. I’m shocked that someone would still be in bed with that moron. If I lived in District 9 I would not vote for Bivins. He is just another political scumbag. As a single mother who is ready to leave this god forsaken county, I would at least vote for someone who has integrity like Mrs. Lewis. I don’t care about all the side nonsense.

I went to Mrs. Lewis website and liked what I saw. She also has been to my home canvassing and I think the choice is clear. We don’t want any more surprises on this school board. Wow!!!! I don’t live in Clayton Co. But the character assault based on rumors is unbelievable. One liners based on who’s facts. Blogs should be out-lawed. In Fayette County we wouldn’t post the garbage you all post about candidates. A person could place “VERIFIABLE FACTS ” all over the place and then you simpletons will forget the facts and go with an unnamed person’s rumor or implanted lie.
