Can Clayton lure new businesses?

A few new businesses are trickling into Clayton County. At a time when much of the attention is focusing on problems in the school system, it’s refreshing to learn new jobs are being created. Read my latest blog entry on Wordpress

Election notes: Sheriff and censure

Believe it or not, there are residents who don’t realize that we haven’t elected a sheriff yet.

Some assumed that Democratic candidate Kem Kimbrough had already won, however, Republican Jack Rainwater will also be on the November 4 ticket.

According to the Georgia Sheriff’s Association “Specific duties of the office of sheriff today include: providing law enforcement and traffic safety services, operating the county jail, serving as an officer of the court and serving criminal warrants, subpoenas and civil papers.”

With so many choices in the primary, it was difficult getting to know each candidate. Hopefully upcoming debates will further clarify who the best man for this job is. I plan to submit questions from readers of this blog to both candidates, which will be printed during the weeks of October 20 and 27.

What do you want to know most about either candidate? Have you already decided who will get your vote?

Due to space constraints, I’m looking for two to three general questions that can be directed at each candidate. I will also submit one or two individualized questions for both.

Whatever you ask, MAKE IT COUNT! Please make sure to state whether your question is directed at one or both candidates.

On a side note, do you think the board of education should censure Michael King, even though the case was recently thrown out?

As per the Clayton News Daily, “Unless, and until, [King] can show the board he is no longer representing this person, it will continue to be a conflict of interest,” says CCPS General Counsel Julie Lewis. King is still listed as the attorney of record.

Whether you agree with the censure or not, let’s give our new BOE members cr edit. Unlike former board members who routinely ignored board policy and tolerated behavior from colleagues that got us to this point in time, this new BOE are already policing themselves. That is progress and shows SACS some good faith in accomplishing Mandate Number 1.

Michael King should be censured for at least as long as he was on the BOE and this lady’s attorney of record at the same time - about two months and counting. For him to say he told her she would have to get another attorney just before he took office is laughable. He should have told her that when he decided to run for the position. It does not speak well of his judgement, but I guess he is just doing what LEE Scott tell him to do.

The BOE has to censure this poor excuse for a lawyer - a legality buffoon. He even talks at the meetings as a lawyer - I guess he is trying to impress —- himself. Too bad no one in that district had the desire to help out the community and give that district a real choice - instead of the two idiots they wound up voting between.

I have some serious concerns regarding Mr. Rainwater’s employment history with APD as well as what appears to be limited P.O.S.T. certification/training. I am not saying he is falsifying his experience and training but am asking him to either verify or offer proof to counter information from a recent open records request that suggests it may be embelished. Mr. Rainwater, please address these concerns with documentation.

Also, Michael King should not only be censured, he should be removed. What is wrong with people from his District? Is there something in the water? Can we not find one ethical candidate from that area who can do something productive?

Mojo,

A poster on ‘Give em the Boot’ has posted documentation regarding Rainwater’s APD record. It includes photos of his APD badge, photo of APD badge as a member of the APD taskforce on Missing & Murdered Children, and a copy of a meritorous award from APD for serving on the APD fugitives task force. This is all documented and proves his service record is accurate and true.

Futhermore, one needs at least 480 hours to be a sworn Police Officer anyway. Remember, he worked for APD before computers were commonplace like they are now, but Rainwater has provided sufficient documenation anyway. He has no reason to lie, unlike others.

See for yourself at - http://www.give-em-the-boot.com/smf/index.php?topic=1942.0 and at http://www.give-em-the-boot.com/smf/index.php?topic=2132.0

Finally, the BOE did the right thing to keep Thompson for NOW. They were brave, they bit the bullet and did what was RIGHT for NOW.

Yes, Thompson isn’t anyones first or best choice and he was hired poorly. No matter! The BOE put the children first this time by keeping Thompson and by not de-stablizing the CCPS again by having another power vacuum that has previously lead to accrediation probabtion (firing Caldwell, 03) and accrediation loss (firing Pullam 2007. King may have had a point (1), but DUNCAN WOULD NOT HAVE BEEN A BETTER CHOICE!

SACS will okay Thompson if the community continues to support this BOARD. Things are looking up as Elget/Bosnic have not said to get rid of Thompson. What’s done is done. They said the people/BOE should decide and they did. People against Thompson had their chance to express their displeasure at the public comment mtg the Thursady prior. Most speakers (5) were for Thompson. TOO BAD you didn’t care to show!

Remember, Thompson’s contract is set to expire June 2009. The Board did the right thing as Dist. 1 & 9 are NOT seated yet. Their rationale was sound! Thompson can also be FIRED at any time, paid to leave, and/or ran off with an expired contact. Plus, GA is an at-will state.

THANK YOU BOE!!!

Speaking of the Sheriff dept. - lil Vic must be trying to empty out any funds connected to the Sheriff dept by paying for TV spots to tell everyone he is on the job for the next 3 months. The point is where were you Vic the 6 weeks following the election. Even the paper quoting one of your subordinates - He was in the office this weekend. But declined to mention where you were the previoius 6 weeks. Maybe you were learning to be a manager of some apartments down in Florida that Master Headly Lee Scott owns. Hopefully we can sent another Scott crony - Michael King - down to be your roommate. Peace.

How come Michael King of the BOE refuses to recite the Pledge of Allegiance to start the meeting? Oh yeah, he pledged to Lee Scott long ago. (read that - sold out) It does put him into such distinguished company as Noreese Haynes and Sandra Scott. Birds of a feather.

What kind of a moron puts forth a resolution without knowing if there is any support amongst the group - boy got shot down, twice, no support and then censured. Way to go BOE - keep your eyes on the wanna-be lawyer boy. Pc out

By Charlton L. Bivins

October 7, 2008 1:48 PM | Link to this

Mr. Charlton L. Bivins , Candidate for the 9th District Board of Education, I really am very encouraged by what I have learned and know about you and am starting to believe you’d make an excellent choice for board member. Would you please respond to the following questions?

  • What is your view of public education’s purpose?
  • The purpose of public education is identical to private or home school education. It is to empower and equip the youth or consumer (adult) to become competent and independent as a citizen in their quest for life and the pursuit of happiness. I hate the reference of public education as if it is subordinate to other venues of education!

  • What is your vision for education in Clayton County?
  • I had the vision of obtaining a “World Class Education ” prior to Dr. Thompson’s cliche’. World Class education to me is having curriculum that exceed the norm for ALL students (Special ed, at risk and middle of the road students, gifted students)Until we can service all students we can’t reach that status. Private schools deal with only one dimensional students due to recruitment … we can be better than that if we can master all perspectives of all youth that are in the system. This vision includes attracting the most caring and creative staff to achieve an environment befitting world class status. I want other school systems mimicking our ways. I want to visit and emulate other school systems now so we can get the foundation needed. Now, I have not bought into CCPS having a “bad system” this title came with the Accreditation Crisis. Many people speak as if we have a non functioning school system already but i don’t agree.

  • Describe your personal experience and involvement with the Clayton County public school system in the past five years that qualifies you as a school board member.
  • I touched the school system initially as a volunteer coach. The mentoring and life skills given on the field of play , after practice, on the streets and in the class rooms was my start. And yes, I’ve been to kids classes that were not my own to check on them. As a coach for both boys and girls this was an effective method or contribution on my behalf to the school system. I’d like to think I instilled discipline , hard work, manners, teamwork, conflict resolution, expectations from boys , how to treat a girl , how to show appreciation … just to name a few tenets during my career.

Secondly of course, I was a regular with field day and “class dad” but lets call that my selfish acts for my own kids.

I can list PTA, PTSA, DADS president as well.

My most riveting contribution was with the organization C4-Concerned Citizens of Clayton County Inc. They say that the measure of a man’s character and commitment occurs when he performs during a crisis or when times get bad. Well, I hope I passed the test. I went from nonpolitical right to the political frying pan as I collaborated and supported the school system during these times. I was hell bent on educating this community before thing became riotous. I preached neutrality so that I could benefit from all perspectives. I became an ally for the school system as it pertained to the dissemination of information to over 1000 members. I was afforded meetings with SACS so that we could get a community’s perspective. We lead the charge with directing the community to “activism once educated” equalled positive results. Believe it or not I never planned to get so involved. I was told by one of the local leaders that I had this calling.. well I don’t know about the divine intervention but I don’t know how to go half speed.

  • What special strengths do you believe you would bring to the school board?
  • Diplomacy… respectful and tact for others

Natural researcher…As Asst. Training Director at Dekalb Co. Sheriff’s Office I was responsible for the Jailer’s academy, I have developed law enforcement programs, supervisory and management programs. I took the initiative to bring Private sector leadership concepts to a law enforcement arena. Stephen Covey, Dale Carnegie, John Maxwell and other leadership experts are now intertwined into the law enforcement mindset. To be a board member a lot of information has to be digested in a short time and if a board member isn’t use to reading and comprehending such masses of information then poor decisions can be reached and that’s a “lose lose” for our kids and school system.

Ethically conditioned…I have had to do the right thing all the time for the past 20 years… I am a representative of a bigger institution law enforcement now …Clayton County School system prayerfully soon.

  • What do you think will be expected of you as a school board member?
  • Research all topics, protocols, bids, policies, and personnel issues to the fullest. Make a conscious decision that is not influenced by NOTHING but FACTS. Act in a manner that is representative of professionalism. Be passionate and concerned about all matter involved in the school system without becoming personally attached. Become a visionary for the school system and see how you can help that 1st grader in his journey. Become a collaborator and create a community affair when the community can be effective. These are some of the things I feel are expected of me as your school board representative

  • What is the most important responsibility of a school board?
  • Handling the business of educating our children. Through collectivity and effective decisionmaking, boards make decision! Boards rely on competent staff to develop, nurture and abandon educational programs that affect student achievement.

  • What responsibilities do you believe board members have regarding advocacy?
  • You got to love what you’re doing. Then you got to make others love what you love. in. A board member then has a responsibility to put their hearts into their job as they aspire to lift that organization up in competence , performance or reputation . Advocacy is all about ownership and the board needs to have the attitude of this is mine!!! And when CCPS is mine, . I’m going to do all I can to make it great.

  • What will be your top five objectives, if elected to the school board?
  • Image repair Revised disciplinary protocols Community involvement Greater support of teachers and those intimately involved in the educational process Attainment of a “World Class Educational system”

  • Do you have any specific changes you want to make in school district policies, programs, or the various school curricula being offered? If so, what are the reasons? Can these changes Be implemented by the school board? Are there any restrictions that will impede implementation?
  • No not at this time . As a watch dog, community activist I am not privy to the internal workings of the board and school system. I feel a need to get in the position, sit back and observe, and then act on those issues that are detrimental to the total process.

  • How would you handle the request of an individuals or special interest groups?
  • I won’t.I believe in hearing people out and often time pure association will not affect my decisions on topics of concern. I am a representative for the 9Th District so any persons approaching me will be respected and considered. I am a very strategic and logical man.

  • Can you, and should you, support a board decision that you were not in favor of?
  • ABSOLUTELY, I will . Earlier we spoke of advocacy, well, this is advocacy in its purest form .”I am but a piece of the puzzle and without me the true picture is still blurred” This is also an example of professionalism. Each board member has a fiduciary responsibility to support all decisions without fail. This builds cohesiveness and credibility for the whole board.

  • What long-range plan would you want to implement for the Clayton County School District? (May include growth, curriculum, staffing, discipline, and/or parental involvement.)
  • None at this time . As a watch dog, community activist I am not privy to the internal workings of the board and school system. I feel a need to get in the position, sit back and observe, and then act on those issues that are detrimental to the total process.

  • What is your view of the respective roles of the school board, the superintendent, and teachers in the development and selection of classroom curricula, textbooks, etc.?
  • I believe in span of control and absolute responsibility! Educators and Administrators not board member should make decisions on their crafts. How would you like Lieutenant Bivins picking out your child’s books . I recognize the skill sets and appreciate the expertise. Boards select competent superintendents that select competent teacher that have the knowledge to select curricula and textbooks for the students This should be the normal pecking order.

  • What are the current challenges facing Clayton County Schools?
  • Language barriers , cultural barriers, student enrollment,

  • Other than retaining accreditation, what do you see as the most pressing issues in our school district?
  • Meeting AYP (Annual Yearly Progress)

  • Have you had or do you now have any ties, financial, campaign support, strategic conversations ET. al. to MACE, John Trotter, Jewel or Lee Scott, Victor Hill, Daphne Walker, the Griswell’s, the Bray’s, John D. Stephans, Michael B. King, Erika Davis, Eddie White, Rod Johnson, Wade Starr, Clayton County Wide Homeowners Association, or anyone in the Georgia delegation to the State Senate and House?
  • NO to all…

  • Specifically, what is your past and current relationship with the Clayton County Dem Party, Keith Thomas and Michelle Thomas or anyone one the Executive Committee?
  • None!!

If the board had decided to follow the recommendation of King, then it is for certain that Clayton County would NOT get their accreditation back. Kings tactics and recommendation was reckless and dangerous for the Clayton community.

It is obvious to many that KING has a person agenda and vendetta against Thompson. Meanwhile, BOE keep meeting those mandates and continue to work for our kids.

Feds question Georgia’s checking of new voters

    The Atlanta Journal-Constitution Tuesday, October 07, 2008

Federal officials have asked Georgia Secretary of State Karen Handel to investigate whether state election officials are improperly checking citizenship of newly registered voters. Social Security Commissioner Michael Astrue wrote to Handel, and election officials in five other states.

In his letter to Handel, dated Friday, Astrue said the federal Help America Vote Act requires his agency to help states verify citizenship of some newly registered voters. The agreement requires SSA to verify the last 4 digits of Social Security numbers of registrants who do not have acceptable state identification, such as a driver’s license.

But, the letter says, the agency has received nearly 2 million requests from Georgia since Oct. 1, 2007. “Such a volume appears to be much greater than one would expect, given that states of comparable or larger populations have a significantly lower number of verification requests,” Astrue wrote to Handel.

Handel’s spokesman Matt Carrothers said they received the letter Monday. “We’re not aware of any problems,” Carrothers said, but added that county registrars forward new registrants’ information to the Department of Driver Services, which then sends the names to the Social Security Administration for verification.

A letter Handel’s office sent to county registrars in September said all new registrations must be checked through the Social Security database. The need to verify citizenship was a primary reason why registrars were told that Georgians could not register to vote and cast an advance ballot on the same day.

In his letter, Astrue says, “if your state’s election officials are requesting verifications not covered by the verification agreement, we ask that you bring your procedures into conformance with your legal obligations.”

The Georgia deadline to register to vote in the Nov. 4 general election was Monday. While Astrue said they have received nearly 2 million requests for verification from Georgia since Oct. 1, 2007, the state’s voter rolls have increased by about 450,000 voters, according to data from Handel’s Web site.

Look at that would ya! Now Clayton’s Elite will still say , “we don’t have a VOTERS RIGHTS problem here! ” REAL IS REAL!!!!

Clayton County has been granted ACCREDITATION from Georgia Accrediting Commission (GAC). You know why? GAC don’t play politics with children lives like Mark Elgart and SACS.

There’s only one reason Mark Elgart went after Clayton and we all know what that is! If he could isolate South Dekalb from North Dekalb he’d go after them too. For a nongovernmental entity SACS has too power. It is error alone which needs the support of government. Truth can stand by itself.

“None are so blind as those who will not see!’

We can all sling as much mud at each other as we want but it still doesn’t negate the fact that there is something in Clayton County that the powers that be want! The attack on Clayton began long before the accreditation issues began. Why was Clayton constantly on the news ? Did not crime happen anywhere else in the metro area ? Why were so many former Atlanta project dwellers forced upon the people of Clayton county when the Atlanta City Projects were torn down ? Why did Eldrin Bell choose Clayton county to snake his way into when Dekalb wouldn’t give him even a tiny foothold ?

What we in Clayton county have experienced is a domino effect created by those who can truly see the big picture-land in Clayton is valuable. We’re relatively close to downtown and have the airport in our county. For those who work in the business sector, it would be the perfect place to live. It especially would it the land could be gotten cheaply. What’s the best way to do this—run out those who already are inhabiting it!

Ask yourself some simple questions. Other school districts in Ga came close to losing accreditation and according to some sites, a district in Missouri did lose it’s accreditation in 2003. Why wasn’t there a media surge on those places? Why did only Clayton county receive NATIONAL coverage?

Everyone wants to portray Clayton county as a county of black baffoons. Why put multiple mixed us communities here or the Lovejoy rail line ? Heck, even the Starbucks is still in Hampton and we all know they only stay in areas with certain economic criteria!

And as far as Michael King is concerned, give him the boot. His actions do nothing to display that of a highly educated lawyer. Just look at him in comparison to Mr. Dominick Crea. Talk about night and day—and I am not referencing color!

All you critics crying take accreditation got your own kids caught in that web. You are being governed by people who don’t even hold political offices, you so sad. You want accreditation? You can have everything in life that you want if you just give enough other people what they want.

Give all your money to those four ole white lawyers, Dyane Simmons, the retired Clayton teacher and Elgart and you’ll get accreditation back instantly. If they hold their foot on your child’s neck long enough, you will submit!

ALERT! The best way to silence Michelle—I mean Michael King is to place a Burlap Sack over that ugly mug.

Dear Sick of it all Yes there was a School district in Missouri that lost it’s accredition in 2003. BUT what you failed to mention is that SACS was not the agency to revoke the accredition but the State of Missouri was. With the ability to google the half facts you post maybe you should be a little more careful of your facts. The reason there was not a big media frenzy is the accredition was not lost from the agency that accredits most the of schools but because the State took over before SACS was forced to step in. Speaking of stepping in. You might want to clean the BS off your shoes. It Smells to high heaven.

Bob Hartley, David Barton, Charlton Bivins, Larry OKeefe, Elgrin Bell, Eddie White and Rod Johnson sold their children and your children accreditation to the Clayton Elite for a pennies on a dollar.

These people all ran crying to Elgart showing their weakness. Our scientific power has outrun our spiritual power. We have guided missiles and misguided men. Pride gets no pleasure out of having something, only out of having more of it than the next man.

I am not a fan of Bivins but whoever else is running in Dist. 9 needs to get their message out and fast! I went to the Mega Town Hall Meeting and feel we were fed a bunch of fluff and filler, no real meat and potato’s. I heard politician after politician get up and grand stand. I was disappointed to say the least. I would have liked to see Hartley run for that seat but for whatever reason he chose not to. King is another embarrassment to us. He will eventually fade out like the rest of the morons we have been cursed with in Clayton County politics. It’s sad to see the children suffer when they are the ones who did nothing wrong but, what goes around, comes around. Karma is a b***. I want to see more of the other candidates in District 9 before I make a decision about whom to vote for.

I do have to laugh at the poster who states that Clayton County Land is valuable. What with all the people from the Atlanta projects moving here, A sheriff that has cost us millions of dollars, A school board so corrupt that we lost accreditation,High crime, Drugs and the general stupidity of the voters. Businesses , and people and industry are fleeing the county in record numbers. About the only thing Clayton county is going to be good for is to make it one giant projects. Who in their right mind would want to invest their business, money, life or livelihood to Clayton County? Nobody that is who. So in my book the value of Clayton County is absolutely zero

For those that say that C4 or Bivins didn’t try to do something to educate the citizens … I’m sorry, I’m trying to do more.. For those that say that coolaborating with any and all persons involved to make sense of the accreditation crisis so that the citizens could benefit from the many perspectives and research… I’m sorry….

For those that say that a grassroots organization like C4 that was made up of initially of mad parents and finally strategic planners is a bad thing I apologize …..

For those that stayed up in the weee hours of the night planning and meeting and researching caring about this community and BEGGING people to recieve factual info about their schools and children I applaud you… ooppss where are you… ohhh… its C4!!!!

I apologize for getting caught up , beat down, threatened , and ignored when I and the C4 family tried to spread the good or bad news of this county.

I apologize for neglecting my daughters for 50,000 other girls in this county in the name of helping this county.

Ms. Baldwin, I can assure you and the other readers that the posts stating they are from Give em the boot are indeed NOT from our website. On behalf of the individual I offer my humble apology for any hurt it may have caused. Readers, please be aware that it it very simple for a poster to create any identity they wish. that being said, there are those that will throw Hate-Bombs under an assumed name (we have all seen that happen here allegedly from MACE and Trotterites). You and I have dialogued in the past and I would be the first to mention that on most issues, we are in complete agreement. Geve em the boot is a place for all people to voice their opinions (and be ready to defend them) to the community. Several that post on the Boot do not or cannot back-up their opinion and therefore never come back to post again. So be it. The Boot was created only after the News-Daily shut down their forum cutting off the voice of the People from unfettered opinion. The Boot has been given many labels, some good, some bad. At the end of the day the boot has been a focul point of opinion and I must say, 100% correct when it came to the uncovering of the corruption, graft and criminal activity in the county. The Boot is the only website that posts ACTUAL documents detailing court hearings and investagative findings (These documents tend to show that what is reported in the news is inaccurate or a blantant lie perpetrated by those whose names appear in the documents). Embarrassment is a powerful tool! It is the only PLACE that whistleblowers can come to share whats going on inside our local government. Anything read on the Boot should not be believed as fact. It is first Opinion of registered users, often backed by actual documentation. Many news media outlets use the Boot as a breaking source of news for follow-on stories. Please don’t construe the boot as a place of factual information but as a source of community opinion. I have a great respect for you Ms. Baldwin, the work, time and effort you put into the community. I think we have the same goals, just a different approach to achieve them. Most Sincerely, Sgt. Rock

What was the results of you and your Strategic Planners? Son, there is only one viable plan that will retain accreditation. HINT: Give the whites back the money those simpleminded former board members took. Tell me a better plan. Logic should tell you if GAC can give CC accreditation, SACS should easy. Did you see the comments made by GAC about CC schools? Amazing huh! It has been said that man is a rational animal. Your mistaken ideas that if you say something enough times the black electorate thinks it is true - just does not work. The likes of you and your ilk needs to know their day in Clayton is done. I too believe in facts and the fact that Mr. Bivins has proven that he cares about children shows that he is the right person to represent District 9 on the school board.

Because Georgia is a state covered by the Voting Rights Act, with a history of racial discrimination, officials are required to take into account whether their actions affect the ballot rights of minorities.

To do that, the race and sex of all voters is noted upon registration. This is the only demographic information obtained and, since voters aren’t required to register by party, the only clue that analysts have about who is voting.Handel’s office: 10/10/08.
