Can Clayton lure new businesses?

A few new businesses are trickling into Clayton County. At a time when much of the attention is focusing on problems in the school system, it’s refreshing to learn new jobs are being created. Read my latest blog entry on Wordpress

Give new BOE members a chance

School board member Michael King’s (District 4) short stint in office is off to a rocky start. At a recent meeting (the legal one), some of his constituents were already voicing displeasure and talking recall.

Isn’t it ironic that King spent his first days publicly berating colleagues for illegal acts, and is now accused of committing similar illegal acts himself?

As per Clayton County Public Schools, attorney King violated at least six board policies last Friday alone, possibly setting a new Board of Education record for the most infractions committed during one meeting.

But I digress, King deserves a chance to redeem himself since they all are learning exactly what this job entails as they go. But he should have already known that one of the nine SACS mandates requires him to attend training sessions, which King skipped last weekend. As a newly elected member, he should welcome this training.

Interim Chairwoman Alieka Anderson (District 8) and Trinia Garrett (District 7) also deserve an opportunity to learn and understand the parameters of their new position. Hopefully the addition of Jessie Goree (District 3) will only strengthen our BOE.
All were elected in the midst of the accreditation firestorm. This problem was not created overnight and will not be resolved immediately, regardless of whom we elect or how much experience they possess.

“It’s time for us to work together. Once we get everybody working together, from the school board to the community, everything will flow so that we can accomplish retaining accreditation and take care of the students,” says Anderson. “But we’ve got to come together and work together. The community needs to look at themselves as being a part of this team, too.”

Since community involvement is also a SACS requirement in order to retain accreditation, we need to find ways to work with those elected, as well as Corrective Superintendent John Thompson, yet hold all=2 0accountable when necessary. The next school board meeting will take place on September 22.

On September 16, either Marcela Bodkin or Mary Baker will be elected to represent District 6 - who gets your vote, and why?

I agree that the Board members need a chance but there are things that have happened that shouldn’t have occurred. These cannot go undocumented nor go without an official reprimand by the County Ethics Committee or other governing body. We need to begin sending the message that is consistent with our expectations of professionalism and that we will not tolerate this kind of nonesense. You either come into office prepared and if elected, put the County first, or do not run.

Just because they are new should not obsolve them from our expectations to appropriately lead this School System nor do what has been done thus far because they failed to prepare. Write them up, put it in their file, impose a form of punishment such as a fine, etc., and hold them accountible.

Mojo Mist you are absolutely correct, I hope the wrong message was not conveyed via this blog that we should let things go and/or tolerate any of the stuff that has happened in the past, because I’m definitely not advocating that!

Maggie Martinez, school board candidate for District 1 (formerly A. Michelle Strong) is holding a Meet and Greet on Thursday, September 11 at the “Dollar Queen” in the Lovejoy Crossing Mall, 11139 Tara Blvd. (near Publix), 6pm-8pm.

Kimberly,

No, not at all. There wasn’t a wrong message sent. I just feel that the bar has been set too low in Clayton County for too long. It must be set higher for things around here to change and the time is now to begin. There has been way too much complacency and acceptance for poor performance.

If elected officials want to get on the bus with the rest of us as we move ahead, fine. If not, we the voters can free up alot of their time in the future.

They do need to know we the citizens of Clayton county will not put up with up with the old status Quo. And while they can appoint board members to temporarily replace those who were removed. they MAY NOT appoint those who are in a contested race with one of the candidates as that would show bias and could lead to law suits. Not to mention it would be a sure fired way to make sure we never get our accredition back. Can you say ethics boys and girls?

Michael King seems to be the biggest offender in this new group. He spends more time talking to the media than to his constituents, guess that is because they can’t get his picture in the newspaper or on TV and it is michael King who was on the verge of breaking election laws. He is right that this (unfortunately) is a democratic county, but you can’t just dismiss the republican candidates before the election. What kind of a lawyer is this guy anyway? There is no excuses for his ignoring the law he is an officer of the court and can probably figure out what the law is faster than any of them. Maybe he got his law degree online or by mail order!

I agree they do need to know we’re not going to allow what happened before to happen again, but we should give them a little time to acclimiate.

and Thompson needs to go period. I will bet the only reason he is still around is because there is no quorum yet. When is Thompson going to redo his contract again? or was that more soundbites like OJ finding Nicole’s killer?

Anderson and Garrett made the right choice to postpone the meeting, unlike King and Goree. To place contested candidates on the school board, prior to the November election, would have been unfair and unethical. King needs to go back and review Ethics 101 and Election Law. To be an attorney and make these mistakes is frightfully incompetant and embarrassing for Clayton County residents and taxpayers.

I think Diana was right to question the legality of it all. I do not care what percentage of the population is Democrat. Other candidates have a shot as less than 20% of Clayton voters show up to vote.

Mr. King needs to sit down, attend more training meetings and LEARN something. He is messing things up!

Mr. King came in pretty much as expected -like a Lee Scott flunky with a swelled-up head. The supposed meeting on Friday was illegal - so much for his opinion on whether a meeting is legal or not. The whole idea behind the 24 hour notice for BOE meetings is to notify the local paper in order for them to get it in the paper, the day BEFORE the meeting, (so citizen coould see it and make plans to attend), not to make notification the day OF the meeting. It is a free service of the local paper.

Mr. King notified the paper after it could have been put in, in time for a full days notice to the citizens. So Mr. King BOUGHT an AD to place notice, which ran the day OF the meeting. Mr. King is trying again, as the old board also tried to get things past the citizens in an underhanded manor - doing so at a 2:30 pm meeting. So much for the BOE’s stated desire to involve the citizens in their meetings and decisions. Mr. King is proving to be little more than a better educated Noreese Haynes look-a-like. Just another grand-standing —- self-promoting moron.

King also wanted, in this meeting, to put people (Democrats, of course) on the BOE who still will have competition for their respective races in NOV. This will open up the district to even more court proceedings. Why don’t they just do the right thing and put in those that have no competition in Nov. - and let the voters speak in Nov. on those that do.

Sad thing is - Mr. King’s constituents cannot legally do a RECALL until he has been in office 6 months. USe them wisely and gather evidence.

Vote Diana Nicholson for BOE District 5

Diana is a concerned mother and home owner who cares about the community. She has young children she wants to enroll in the school system once they are old enough to attend school. She is fighting for your kids and her own kids so all can attend accredited schools.

Give her a chance. Vote person not party. She is a Republican, but the board lacks diversity. It takes all kinds to make a successful board. Everyone has something to bring to the table, whether they be male, female, Black, White, Asian, Hispanic, Democrat, Republican, or Independent - vote character and integrity.

We all deserve change in Clayton County and there is no where to go but up!

To Mojo Mist I will make this quick as i am on my lunch break.

BOE will not appeal SACS finding! (See notice at end of this POST!)

At first I was all in favor of an appeal however I now believe that this is the best course of action.

The first reason I supported appeal was funding.

When the School System finally admitted that we would not loose any funding this year there was no monetary reason to file an appeal. I am extreamly disappointed that the System had continuously frightened the community and parents with the statement that we would loose preK and early child learning funds if we lost accreditation.

The second reason was the possibility of our students being denied admittance to an out of state college because of the loss of accreditation. So far every college contacted has said they are aware of the situation and would not penalize any applicant from Clayton County because of the loss of accreditation.

I was also concerned about filing an appeal because it would have delayed the process of reinstatement. We would not have been able to work with SACS during an appeal.

Pray for Our Schools Larry O’Keeffe

BOE issued the following statement at 11:30.

Statement on noting an appeal of the SACS decision

After careful consideration of all aspects of this issue and after consultation with community leaders and friends of the school district, it has been determined that Clayton County Public Schools will not seek an appeal of the decision by the Southern Association of Colleges and Schools (SACS) to uphold an earlier move to revoke the district’s accreditation. The anticipated appeals process had the potential to tax resources, both in terms of finances and personnel, which would be better served in other, related pursuits.

CCPS will, instead, channel all energies into efforts to seek reinstatement of accreditation. These efforts will focus on collaboration with SACS leadership and community resources as we coordinate our work toward a reachable objective.

The district is confident to succeed in achieving reinstatement which will be retroactive to September 1, 2008. This time frame is well within the one year period for members of the Class of 2009 and beyond to receive diplomas from our accredited system. Our ultimate goal is for children throughout Clayton County to enjoy the benefits of a fully accredited school district.

By Bob Hartley

The decision not to appeal is in the best interest of the county and the students. An appeal would have drawn this saga out longer than it needs to be. As Mr. O’keefe stated earlier, It is wise to focus on reinstating accreditation.

You do not have to wait for an ethics committee to take action if you feel something unethical has been done by ANY elected official. You as a citizen can file a complaint with the State Ethics Commission and they will investigate. If you have knowledge or can show good cause then take action yourself. Anyone can do it!

I think the board’s decision to postpone tonight’s (Sept. 8) meeting and to not appeal the loss of accreditation are two excellent decisions. I think it shows the board is capable of making decisions that serve the best interests of everyone involved.

I also think BOE’s tone in its statement regarding the appeal is exactly the right one to take. It shows it did not take the decision lightly and recognizes that the board’s time and resources are better spent elsewhere.

I first thought an appeal was needed to show that we were willing to everything necessary to reacquire accreditation. However, I changed my mind after reading SACS’ policies. In the appeals process section, it says that the board cannot submit new evidence for the appeal. Also, the appeals panel can either 1) agree with the decision to revoke accreditation, or 2) disagree and remand the decision back to the appropriate governing board. Since the appeals panel can’t reverse the decision – and since SACS isn’t likely to change its mind with no new evidence – deciding not to appeal is the correct choice.

Regarding the cancelled meeting, I think the board was only asking for trouble by meeting tonight and trying to appoint new members. As several others have pointed out, the legality of appointing Burroughs and Smith is highly questionable, and doing so could only subject the board to unwanted scrutiny. I disagree completely with the argument that says appoint them simply because they won the democratic primary. Their challengers also won their primary: they were just uncontested. As far as I’m concerned, all the remaining candidates from districts 2 and 5 have equal standing.

However, I’m not entirely convinced the board really intended to appoint Smith and Burroughs. King is the only member I’ve heard who has announced this as the board’s intent. Along with the other unsubstantiated claims King made Friday, I really have to question his credibility. The best explanation (i.e., one with the fewest inconsistencies) I can come up with to describe Friday’s events is that King staged the whole event to garner attention for himself and promote his own agenda. King may make some good points, but his unwillingness to cooperate with board makes me wonder if he’s acting in the community’s best interests or his own.

Smith and Burroughs notwithstanding, the informal approach the board took to vetting prospective appointees also concerned me. I felt the board lacked a set of well-defined criteria and objective measures to evaluate potential appointees. Asking for volunteers and holding an open campaign session with so much at stake is doesn’t really strike me as responsible governance.

CCPS will, instead, channel all energies into efforts to seek reinstatement of accreditation. These efforts will focus on collaboration with SACS leadership and community resources as we coordinate our work toward a reachable objective.

From this official release I believe the important word is collaboration with SACS leadership. If only this collaboration would be possible! Unfortunately as much as I’ve tried to be positive and ready for a change there’s just a matter of trust or perhaps a breach of trust. When we see actions of the limited board members I’m happy that they do not have the necessary quorum to conduct business. I’m very skeptical of any decision that they might make.

Like several other posters on this blog and on other blogs, I’m very distrustful of our “corrective superintendent” nothing that I have observed has given me any kind of good feeling, begining with the whole diploma fiasco and ending with emotional response to the fact that SACS had looked at the 2,000+ page report and found that 1 of 9 mandates had been satisfied. Did anyone else think that reaction was as if there had been a cue to get a trembly and shaky voice? I apologize in advance if it was with sincerity, but I really don’t think so.

I’m afraid that bridges have been burned with SACS and it’s going to take a lot to rebuild that trust and allow this committee to give insight as to how to reinstate accreditation this school year. It can not be done without intervention from someone who really knows what to do. The board members, Dr. Thompson, and the staff with which he has surrounded himself do NOT know what to do.

We all saw the improvements the School Board make over the last six month, SACS, Mark Elgart is a liar, when he said we met only one mandate. We all saw that the so-called Financial Forensic Audit published in the Newspaper, we all know that Clayton’s Schools standardize the way they take attendance.

We all know the Board hired a consulting firm to handle Conflict Resolution attended Conflict Resolution class. It was Published in the Clayton Newspaper Daily that SACS, Elgart said a Corrective Superintendent was OK to fill that bill. SACS Elgart is “Lying Crooked Snake”.

The only reason Elgart took accreditation was to get RID of the Final Four Black Board Members, and all YOU clowns in the Blogashere know it. The stage was set back in March 08, when Sonny and the Legislature approved Legislation to “Remove Board Members if a School System Loose accreditation.

You, Claytonites could get them RECALLED or to RESIGN, Yap, the stage was set. Elgart knew the school system MET all nine mandates, That why I called Lying Crooked Snake. He would rather put an Entire Community through this BS than tell the TRUTH. Elgart, you Lying Crooked Snake. You don’t give a damn about a community of Black Folks.

Now that you’ve gotten RID of the Final Four Black Board Members—- Give Us our accreditation Back—yah, I know you CAN’T Yet!! You and the County’s Powers that be (the White Boy), have to Get RID of that Idiot Thompson. Now that Thompson is the Last Dollar Watcher, with him GONE, the “White Buzzards” can come in and peck the eyes out of that 60 Million Dollar Surplus the School System have.

I know the Lying Crooked Snake (Elgart) have made DEALS with the County’s Elite to give accreditation back in a few months, WITHOUT the School System “REALLY having to do ANYTHING, because Everything has Already been done. The Law was already written “shall it be written, shall it be done”

You know those Final Four Black Board Members could’ve kept accreditation even if they could have TURN THEMSELVES WHITE!

To Johnson QP,

I make a habit to respect everyone’s view, however, I’m feeling sensitive at this point because the district’s loss of accreditation is quite devastating to me. Please discontinue stating that I was uncooperative by not participating in executive session. I have been appointed, not sworn in, therefore I am not a “sitting Board Member”. Only official board members were allowed in that executive session and my colleagues and most everyone else understood that it would have inappropriate for me to do so.

I am anxiously waiting to begin the process of fulfilling the requirements for compliance. I have been ready since the day that I left the SACS office with the report in my hand. I personally know many of the seniors who attend CCPS. It was hard to face those students on Thursday afternoon after reading that report. One of those seniors is my son; so I really don’t appreciate your inaccurate account of what happened at that meeting. Currently, I am waiting to be sworn in as an official member and I plan to do my best to work for the constituents of this county. At that time, if you feel that I am not performing in a proper manner then I expect to be called out. In the meantime, if you have any suggestions that you would like to share with me, I welcome them.

Kim, this blog rarely tackles the central problem in the district-MACE and John Trotter’s influence. MACE takes advantage of Clayton’s low voter turnout to place his members on the board and he calls the shots. The people in the area probably do not realize how his efforts have contrubuted to this problem. How many districts in America have teachers “associations” regularly disrupt board meetings, picket school administrators personally and dictate policy to a board majority they ensured were elected? One in America during the last forty years. I recall only one softball story from the AJC, but he is the “outside influence” mentioned in the SACS report. The teachers that belong to MACE are generally considered to be some of Georgia’s worst and Trotter will go to any lengths to make sure his members get a job…as they transfer from district to district. Associations act on behalf of members who pay dues. A school system acts on behalf of families who pay taxes. Their interests have been poorly represented.

Those on this blog who blame SACS for the loss of our accreditation must have moved here from New Orleans after claiming that the levees broke because of a white conspiracy.

Let’s go back to the beginning folks. SACS responded to complaints from two board members: Noreese Haynes and Rod Johnson. If those two board members had not made those complaints, we’d still be rolling along feeding Lois Baynes-Hunter room service in a fancy hotel and allowing Sandra Scott to micromanage the school system on behalf of her son.

    Correction Clayton Taxpayer,

SACS responded to a complaint from Rod Johnson after a series of secret meetings between Johnson, Ericka Davis and Elgart.

Haynes only filed a complaint to protect himself from Johnson’s retaliation (Haynes cost Johnson his job with the Sheriff’s Dept. when he exposed the fact that Johnson KNOWINGLY hired an accused child molestor)

The reality is Elgart did NOT respond to Haynes’ detailed complaint (which is why in a twenty seven page “report” there is ZERO mention of Ericka Davis, even when her micromanaging emails had been posted on the web for ALL to see)

Do Elgart’s actions justify the performance of the board. In a word, no. But what people have to realize is that the board’s incompetence and Elgart’s lack of objectivity and ethics are NOT mutually exclusive propositions.

    Mojo Mist,

(You should trademark that name and sell it to a energy drink maker by the way)

MACE is a problem but the majority voting bloc was GAE? Ok. And did the forensic audit point out that CCEA President Sid Chapman is, thanks to a sweetheart deal between CCEA and CCPS, earning years is the Teachers Retirement System WITHOUT teaching?

Did they highlight GAE member and BOE Chair Ericka Davis’ email to Sid saying “Sid, it’s time to field a new slate of candidates”? Because if they didn’t when this info has been on multiple websites, then I don’t trust the audit’s objectivity anymore than Elgart’s.

And, given the out of control discipline in CCPS, and the absolutely abysmal test scores, and the overall lack of support of and input given to, teachers in terms of the teaching environment I’d say the Clayton Educational System desparately needs a “meddling antagonist”. They sure need that far more than they need the failed “status quo” that the GAE majority voting bloc provided.

And no, that bloc does not get blamed for the Thompson contract that “sealed the deal” with SACS. That goes to individual board members who put aside their differences for the express purpose of acting inexplicably stupid

I found this on on another Blog but I did find it very interesting:

    FYI NEWS FLASH VERY IMPORTANT

I just found this from a very reliable sources that stated the same thing, this concerns the Ethics Board for the Clayton County School Board, it seems that State Representative Mike Glanton thought that the Clayton County State Legislative Delegation had thought that they would put one person from each of their districts on that Ethic Board but it appears that State Representative Darrel Jordon ( The Senior Representative ) had already put 3 to 4 people on the Ethics Board which is the people from the Cinnamon Bowens Group that is from the Homeowners Association.

Please remember that State Representative Darrel Jordon /State Representative Roberta Abdul Salaaum is very close ties to Lee/Jewel Scott and also he is a Gold Card Member of Mace and close friends to John Trotter.

Now they have been State Ethics Charges that has been filed against State Representative Darrel Jordan on this matter.

But as a side note I still have no confidence in any State Elected Official at all in dealing with anything dealing with Clayton County. So this Ethics Board does not mean Crap because this Ethics Board would not be Impartial with all the influences of Lee/Jewel and John Trotter to that Ethics Board as it looks to me nothing change it is the same old Crooks trying to keep control over something in this County.

I’m talking about all these so called grassroots groups, like C4, clayton wide homewowners, C3, etc. the same groups created along the lines of this new lovejoy group for accred. group

I would think the first issue the new Board needs to do is get rid of John Thompson, his contract and eliminate any future association with him. Not sure how to do that but the Board has to retrieve tha power he was given by the previous inept Board.

Black Caucus… Federal oversight. What a joke you are. What are they going to do that the black community here isn’t willing to do themselves? Don’t vote, don’t take interest, nothing. You think what has happened here would happen in a white community? Whites would have had those idiots on the board, the Sheriff, and the DA out on the street in a NY minute. They don’t put up with trash. Why would anybody else care about what you have failed to take care of yourselves?

Priorities? Jesse or Al Sharpton will show up for some allegation of white/black crime but won’t show up when it comes to black on black crime or better yet, 52K black kids and a black county lose accreditation and are receiving an inadequate education? No black faces on CNN about the injustices of Clayton County to black children as a result of black leaders? Bottom line is that anybody who wants the best for their child will pack up and move to a majority white community in a majority white school, with a majority white government. You know that’s the truth. Clayton County is now forever ghetto and it won’t get better so long as it’s majority black. Get more white people to move here and you’ll see improvement.

    John Stewart,

Do you not get tired of typing the same things over and over?

Not nearly as tired as the teachers of CCPS having do deal with the same things that hijack the teaching and learning process over and over again.

When this community decides to support nine board members and a superintendent who will make restoring discipline and maintaining the integrity of the classroom learning environment the number one priority, I’ll gladly post on another issue.

You can keep repeating the same GAE/CCEA dribble but let me let you again……..the old board is gone.

It’s like that lyric in “Won’t Get Fooled Again” by The Who, Meet the new boss; same as the old boss. You still have Sid Chapman doling out money and endorsements in exchange for meetings about the role he will have in shaping board policy. Sid Chapman, who gets paid (and earns years in Teacher Retirement NOT to teach) carrying the water for an organization that is dominated by administrators and thus will not address the optimal teaching conditions needed for optimal learning to take place.

John Stewart what you have to understand is regaining accreditation is NOT a harbinger of good things to come. Put it this way. While CCPS is dead last in SAT scores (with equally wretched CRCT scores) look at the systems who are second to last and third to last and what do you see? Systems that have not lost there accreditation.

So you can bow to the god of SACS all you want John Stewart, but appeasing him does NOT a good education system make. Restoring good teaching conditions that result in good learning conditions is what it’s going to take; and MACE has been the only organization willing to address that head on.

Thank you for speaking up and giving us your side of the matter. My main beef is not with you. My only concern with you was that you didn’t attend the Executive Session. Someone commented that you did so in support of Mr. King. Regardless, the reasons you stated are valid. I only questioned your actions due to the fact that you and Mr. King didn’t attend the legal Executive Session (as explained by attorney Julie), and I saw you and Mr. King go and immediately talk to the media while the other Board members and Thompson left the room. You were also pulled away from the cameras by someone as well. That did raise a flag with me. However, we can give you the benefit of doubt and hope you work towards saving accrediation.

Thank you for your viewpoint. I feel all BOE members must be held to higher standards. Good day and good luck to you.

I was at the meeting last night. Mayor Wynn-Dixon stated that Dr. Thompson was willing to modify his contract regarding the removal of his special powers and his title as Corrective Superintendent. Both of these items were cited by SACS as part of the reason they sustained the decision to revoke accreditation. I did not hear any comment stating that his contract was to be extended. That would have to be decided in an open board meeting.

I have to get back to work now but I leave you with this Food for Thought

If the Clayton County BOE remaining members can not agree on an appointment to fill District 2, 3, and 5 the Governor will do it! It happened to Baldwin County School Board yesterday. (see below)

STATE OF GEORGIA OFFICE OF THE GOVERNOR

    Sonny Perdue GOVERNOR

For Immediate Release Contact: Office of Communications, (404) 651-7774 Tuesday, September 9, 2008

Governor Perdue Appoints Member to Baldwin County School Board

ATLANTA – Governor Sonny Perdue announced today the appointment of Rebecca Brock to the Baldwin County School Board. Brock is a veteran educator in Baldwin County, beginning her career teaching middle school students and later moving to the administrative field where she served as an assistant principal and principal. “Improving education requires a broad understanding of the many challenges facing a school system,” said Governor Perdue. “Rebecca Brock brings both classroom and administrative experience with her to the board.” On June 20, 2008, a vacancy was created on the Baldwin County Board of Education due to the resignation of Judy P. Ivey. The remaining members of the Baldwin County Board of Education have been unable to agree on a mutually acceptable member to fill the vacant seat on the board. According to Georgia Code Section 45-5-3.1(b), the ability to appoint falls to the Governor “when any local or general law provides for the appointment, other than appointment by the Governor, of a person to fill a vacancy in an elective public office and such vacancy is not filled within 45 days after the vacancy occurs, the Governor shall appoint a person to fill such vacancy. A person appointed by the Governor to fill a vacancy pursuant to this subsection shall serve until such time as that person would serve had the person been appointed as provided in that local or general law.” The executive order is provided below:

Whereas: On June 20, 2008, a vacancy was created on the Baldwin County Board of Education due to the resignation of Judy P. Ivey; and

Whereas: The remaining members of the Baldwin County Board of Education have been unable to agree on a mutually acceptable member to fill the vacant seat; and

Whereas: The requisite 45 day period since the creation of the vacancy having passed without appointment by the appointing authority, the responsibility for appointment falls to the Governor.

Now, Therefore, Pursuant to the Authority Vested in Me as Governor of the State of Georgia, It Is Hereby

Ordered: That Rebecca Brock be and is hereby appointed as a member of the Baldwin County Board of Education, with duties and powers as provided by applicable law to serve out the unexpired term of the office.

    It is Further

Ordered: That the Secretary of State is hereby authorized and directed to issue a commission to Ms. Rebecca Brock as a member of the Baldwin County Board of Education.

Regarding Districts 2 and 5, flip a coin to fill the remaining term. If the two party nominees agree, flip a coin and be done with it. If either candidate doesn’t agree, then, like Solomon, you know who really cares about having the seat filled by someone with community support while the Board makes crucial decisions, and who is happy to leave the seat vacant and the people unrepresented. There shouldn’t be an issue with District 3.

Everyone must do their part from every sector of the county. Don’t lash out at each other, don’t turn on the warrior fighting beside you! Keep your eyes focused on the goal… regain accreditation! The number one need is action so as long as groups are taking action attending PTSA meetings, BOE meetings, grassroots meetings, council meetings, community meetings, etc. Who cares? I don’t know if you seen it in the National or World News Reports, but there is a school system in the State of Georgia, Clayton County School System that have lost its accreditation. Then again you may not have heard or seen it in the Media, because the day it was announced was August 28, 2008. The day of Senator Obama’s Nomination Speech and the 40th Anniversary of MLK’s “I have a Dream” Speech. This is an 85% Black, Democratic County located near Hartsfield-Jackson Atlanta Airport. This accreditation loss affects over 50,000 Black children. The loss of accreditation affects Pre-Care children funding and seniors in high Schools efforts to receive scholarships to colleges. This is the first school system in over 40 years to loss its accreditation. The Southern Association of Colleges and Schools (SACS) revoked the 50,000-student district’s accreditation effective September 1, 2008. I personally know the Clayton County School Board did everything they could do to keep its accreditation, however I think there were people in powerful positions in the county and around the state that wanted the district to loss its accreditation for political reasons. You see only 10 years ago Clayton County, Georgia was a predominately white county with mostly white elected officials, however, over the last 6 years the county have went from being a predominately white county with mostly white elected officials to a predominately black county with mostly black elected officials. This School System has a 60 million Dollar Surplus. The changes in demographic have outraged some of the county’s elite when it comes to anything from elections to contracts awarded in the county. The Governor (a Republican) in an effort to appease the elite have removed the school board and disenfranchised a county of 236,517 mostly black people with over 190,000 registered voters. I’m writing you in an effort to see if you could come in and help us with some Federal Oversight into this Accreditation Loss which is in fact about to Leave over 50,000 black children behind in the era of the NO CHILD LEFT BEHIND ACT. Any and all assistance you could provide us with will be greatly appreciated. Thanks

I am a single woman, who drags back and forth to work every, single day so I can provide the grandchild I am raising with the necessities. I wrote to Sonny Purdue and BEGGED him to yank those Final Four pitiful excuses for board members after the results from the Administrative Judge.

I don’t know if AGAIN’s idea of elite is the same as mine, but I can guarantee you that I do not live any kind of privileged life. I work hard, and I am exhausted all the time so I can pay for private school for my grandchild. Does that count toward your definition of elite?

I should be able to send her to public school, but not in this county thanks to the ignorant, inept, power hungry, race baiting, controlling freaks that ran our school board into the ground.

Any one, I mean ANY SINGLE ONE, who reviews the SACS report and the evidence of their sleazy actions on behalf of the students of this county, would remove them.

    By Here We Go

    September 11, 2008 9:09 AM | Link to this

    Hey Sandra Scott aka Again,

What you did wrong - first, was to put your child above 53000 others - even though sworn to protect the latter. You caused people their jobs - it is only fair that you lose one of yours. I guess the worse for you was loss of your reputation by being removed - but your rep was gone long ago - you were just to self-serving and arrogant or stupid to realize it. Those attributes cannot be tolerated on the BOE - Hope you are listening Mr. King.

The previous post is correct - the grammatical errors in your comments, Sandra, are too numerous to count. But I bet all of the black caucus members can read it perfectly well. If you watch C-SPAN coverage of Congress - too many of them speak the same way - and it goes into the Congressional Record exactly as spoken. Sad for those who, in the future, will puruse thru the records of Congress and laugh at how it was.

Your facts are misquoted to say the least. You math is abysmal. All 50000 students are not black - if you add 50000 students to the number you give for registered voters 190000 - plus kids younger than school age plus those who are not registeed plus illegal aliens - the number of residents would be much greater. I shutter to think that you are teaching to any child in this county, this state or this country. Too sad that you now quote the effects of loss of accreditation - when you never gave them a thought during you time on the BOE. And the fact that your actions were some of the main reasons it happened.

The elite you speak of are parents and concerned citizen - black and white - who in the last elections denied or removed corrupt and incompetent individuals from our public rolls, Lee Scott, Jewel Scott and Victor Hill among others. And they affirmed those who have the community at heart - Kim Kimbrough, Tasha Mosley, Eldrin Bell, Tracy Lawson among others.

Finally - you and the others were removed because you put your pride above those whom you were given charge over. The very black children you and the others on the BOE like to speak of, but did nothing for - except lose accreditation. You now appeal for someone else to help - but only citing Race, as the reason and not your and the BOE’s incompetence.

It’s time to create an atmosphere where we feel not only free, but obligated to “CALL ‘EM OUT” - all of the crooks, liars, slackers, BS artists and lowlife that have drug Clayton County down.

    Please, let me start…

Sandra Scott, you’re an idiot and deserved what you got. And even your picture scared me. Aughhh!!!

Sid Chapman - you’ve been sucking at the teat of our education system long enough. Conditions haven’t improved and you’re a waste of breath. Go away. That goes for most unions who have lost sight of their raison d’etre. They are more about political power than serving their memberships.

You parents that have pawned off your responsibility for raising your kids onto the school district… you make me sick. You should be in juvenile detention right along with your kid. You seem to be well fed and well coiffed, so don’t give me any excuses why you CAN’T - that’s BS.

Virginia Gray - your district looks like hell. You got your stupid little rec center with your name on it, so I guess that’s all that matters. But drive down Riverdale Rd or Flat Shoals Rd or 314, it looks straight up ghetto. YOU should be out there picking up trash if you were really concerned about the district. I guess we only hear from you if you’re running for something.

You criminals that broke into my neighbor’s homes. I hope you got what you wanted because if you come back for mine - you will be one dead MF. I am not afraid of the cowardly, gangsta-looking thugs that roam our streets. They are stupid (thanks to the school system and abysmal parenting) and scared. They couldn’t hit the broad side of a barn if they were confronted. (I’ve got a permit to carry and can crack a bull’s eye at 50 yards) They end up shooting themselves or each other. Good riddance.

Oh, I’ve got a few more. Like that lech, Eldrin Bell. Or Stupidintendent John Thompson, you country-sounding bumpkin - how dare you attach “Dr.” to your ignorant-sounding butt. Or the pawn shops and check cashing businesses and the idiots who use them. Or the FORMER Clayton residents that feel all smug because they left instead of staying and fighting - what a bunch of wusses.

Take pride, people. Call ‘em out. Don’t let the scum drag us down - hold them to a higher standard or chase them out. And that doesn’t just apply to the school board. Keep applying pressure… keep the heat on. If they can’t stand it, they’ll go elsewhere. (Ha ha, Henry and Spalding - you all think you’re so safe - you’re time is coming if you don’t look out.)

Folks if we keep listening to these outside influences we will not get our accreditation back! Tell the mayors of Riverdale and Lovejoy to back the hell off if they want to help us. Seems as though they are trying to help Thompson not our children.

As for the board members lets pray that once we get the other new members that they will be able to educate Anderson and Garrett. You can put lipstick on a pig but it is still a pig. The Board must take back its powers. Anderson and Garrett are trying to be friends with the wrong people. Its the students stupid!

Well Sandra Scott I heard your son didn’t make the cut in football at that DivI school he went to play for. My sources tell me he didn’t even redshirt and now back home telling people he’s going to Georgia Military college I hate talking about your kid but since you didn’t mind throwing my child under the bus for your ego, why not.

Riverdale mayor and Thompson are buddies now, so of course she is trying to keep his job. He knew his contract was a violation of SACS accreditation rules, but yet he lead the public to believe he could save accreditation. The first thing the board should do is vote him out. He just pimp CC, knowing his contract was in the way of saving CC schools. Elgart say the board and Thompson knew this before going forward.

And while I'm not sitting down and being quiet, I want to echo Kimberly's theme. I ran against Alieka Anderson for school board, but I want everyone to offer Alieka their support, as she deals with a very difficult situation. It is a truism that it takes new school board members **two years** to learn the job of board member, never mind board chairman. Alieka needs advice, especially legal advice, but the advice available to her from within the system is compromised. Doing well in such an environment, especially when you are new to the job, will be extremely difficult. Alieka needs all the support that the communi8ty can muster.

I am sick an tired of making this a race issue!! Yes, it took 4 white lawyers to do the job that black parents should have done!! The actions of the board is what caused this problem! It is terrible that black parents in Clayton County care so little that they allowed it to happen! I have taught in Clayton County for years parents in Clayton County do not care. It is getting worse each year. After being in school only 24 days and schools do not have working phone numbers for a huge percentage of parents. Parents do not attend school functions, conferences, help with homework or send their child to school with paper and pencils. I think it is a sad day that it took 4 white lawyers that do not have childrn in Clayton County Schools to get rid of the board that tried to ruin the education for 50,000 black childrn!! Everyone needs to be thanking these 4 white lawyers of caring about these children. GET OVER THE RACE THING. IT IS TERRIBLE THAT PEOPLE THINK THAT IT IS OKAY THAT 4 WOMEN CAN RUIN THE EDUCATION OF 50,000 BLACK CHILDERN JUST BECAUSE THE WOMEN ARE ALSO BLACK. ARE YOU SAYING THAT BLACK CHILDREN IN CLAYTON COUNTY DO NOT DESERVE GREAT SCHOOLS?

Mark Elgart is KKK. We all saw the improvements the School Board make over the last six month, SACS, Mark Elgart is a liar, when he said we met only one mandate. We all saw that the so-called Brock lead Financial Forensic Audit, published in the Newspaper.

We all know that Clayton’s Schools standardize the way they take attendance.

The Law was already written “shall it be written, shall it be done” You know those Final Four Black Board Members could’ve kept accreditation even if they could have TURN THEMSELVES WHITE!

What people are forgetting, once again is that the inexplicably, unexcusable actions of the four board members and the lack of objectivity and ethics on the part of SACS and their enablers are NOT mutually exclusive propositions.

It is entirely possibly for the four attorneys to be right as rain about the four board members (especially on the Thompson contract) yet still be persuing a political agenda that has nothing to do with the best interests of children.

For example, why the questions about who ate dinner with John Trotter, yet nothing about the evidence that a board member, violated board policy by putting a Sid Chapman piece of legislation on the agenda without going through the proper channels in subcommittee?

Given that the purpose of the Sid Chapman legislation was to totally gut a teachers’ rights bill (placating GAE administrators by abolishing the right of teacher to remove a disruptive student from the classroom) and given the fact that the four attorneys said nothing about it, or the role some board members had putting it on the agenda, but instead chose to focus on dinner with Trotter, it is indeed perfectly appropriate to question the motives of the four attorneys in question. (I’m not going to say there were bad; I just don’t know. I’m not even going to say the end result was bad; especially after the Thompson contract. But to say that we can’t even question them, because of the actions of the board members in question, is not a valid reason to give the four attorneys and retierd teacher a complete free pass.)

Again, even if many of the points they made were perfectly legitimate, given some of the points they didn’t make, I would not be so quick to automatically assume that their intentions are as pure as the driven snow.

I always cheer up immensely if an attack is particularly wounding because I think, well, if they attack one personally, it means they have not a single political argument left.

Clayton Whites often oppose a thing merely because they have had no agent in planning it, or because it may have been planned by those whom they dislike. My questions are: With the enrollment plunging (as the AP reports), when are we going to start seeing a reduction in the unnecessary staff in the Central Office and in the schools? The school district has a $600 million budget that they won’t be able to fund. Taxpayers, watch the reserves, because if you don’t, you could see a tax increase.

To board members: Now, if you want to see somebody raise $#@&, raise my taxes to pay for your craziness!! So, my advice to you now is to reduce the Central Office staff and then school staff (like DeKalb is doing) to accommodate your certain shortfall. Stop building the new schools, because you won’t have the enrollment to support them. The enrollment was never increasing anyway — you were counting retained high school students and suggesting to the public that we had 800 new high school students last year. Elementary and middle schools were never meeting projections. You simply misled the public to continue the jobs program. For those of you who don’t know, Clayton Schools has for years been nothing more than a jobs program that has more employees than UPS. Clayton County is one of the state’s largest employers, with fewer students than Gwinnett and DeKalb. Why? Because we employ people so that they can live in other counties and send their children to private schools. We pay principals and assistant superintendents whose job is to improve student achievement ridiculous salaries and we have the lowest student performance in metro Atlanta and one of the lowest in the state. Yet, we have one of the largest budgets in the state. Stop and ask yourself, how does a principal remain at a school and an assistant superintendent keeps his job when there is no improvement in student achievement? Don’t give me that demographics crap, because poor Black children in Atlanta and other urban school districts are outperforming children on national tests every year. It’s leadership people — stop buying the BS that folks are telling you and demand more for your children.

When parents get through the SACS mess, you need to check out what your money is paying for. Stop thinking there is nothing wrong with the curriculum and student performance and look at things like EOCT scores and CRCT scores. Your kids are NOT LEARNING PEOPLE. Just because your kid makes an “A” doesn’t mean he is learning. Look at the 70 to 80 percent of kids who after completing a course who can’t pass the EOCT.

Finally, check out how many of your children’s teachers send their kids to private school. Ask the counselor at Jonesboro High and the assistant principal at Jackson Elementary (formerly at Roberts Middle) where their children attend school. And there are others. Check out the cars these people drive — they cost more than some of your homes. You pay ridiculous salaries for mediocrity — actually less than mediocrity.

I think what is happening to Clayton schools is divine intervention. God knows Black children in Clayton are being pimped for people who want to live in Fayette and Henry, drive fancy cars and live as far away from Clayton families as possible. They are living the life, while you are frustrated in Clatyon thinking because your kid has a 4.0 he is going to be successful at Harvard. And what happens. Your kid gets to Harvard with kids who come from other parts of the country and from quality schools, and find that instead of becoming an economist, he must settle for a major in Sociology. I have seen it happen over and over and over again.

People — you need to wake up and advocate for your children. DEMAND QUALITY NEIGHBORHOOD SCHOOLS!!!!!!!!!!!!

On September 8th I sent a letter to the Governor listing some hopes and concerns. One of my concerns was that any action must be done openly and with detailed communication to the public. Yesterday I received the following reply from the Governor’s office. The information contained within this reply and the Q&A that follows it should be helpful to everyone.

    Pray for our Schools

    Larry O’Keeffe

    STATE OF GEORGIA

    OFFICE OF THE GOVERNOR

    ATLANTA 30334-0900

    Sonny Perdue GOVERNOR

    Dear Mr. O’Keeffe:

Thank you for writing to express your concerns regarding the Clayton County School System. I appreciate the opportunity to respond to you.

On August 28, 2008, I issued an executive order removing four members of the Clayton County School Board. These members were found to be in violation of their duties under state law. Now, the fate of the Clayton County School System is in the hands of the voters. Elections are being held currently and will be held in November. Through the polls, voters can send a clear signal that the kind of behavior that has led to this ruling and the system’s loss of accreditation will not be tolerated.

My office has received many questions regarding the accreditation loss in Clayton County and the enclosed information may provide answers to commonly voiced concerns by Clayton County residents.

I can only hope the remaining members of the board, parents and teachers will treat the loss of accreditation as a wake up call to pull together and make substantive changes in the way this system is operated. Now, we may turn our focus to helping the system regain accreditation as quickly as possible. We can hope that this marks a new day for Clayton County, a time in which rebuilding can begin.

I hope this information is helpful to you. Thank you again for writing.

Frequently Asked Questions regarding the Clayton County School District’s (CCSD) Loss of Accreditation

  • If my child graduates from a CCSD high school, will he/she be eligible to receive the HOPE scholarship?
  • Georgia law requires that students graduate from an accredited high school in order to be eligible for the HOPE scholarship. However, Senate Bill 480 was signed into law by Governor Perdue after the 2008 legislative session which provides that until December 31, 2010, a HOPE eligible high school will be one located in Georgia and that is currently accredited or has been accredited within the last two years. This provision would include current students of Clayton County Schools through December 31, 2010.

  • Will my high school child’s Advanced Placement (AP) courses or International Baccalaureate (IB) courses be accepted for college credit?
  • If a college or university awards credit for AP work completed in high school, the credit is awarded based on the individual student’s score on the AP exam, not on the accreditation status of the high school the student attended or on the AP course taken. Generally speaking, college credit is granted to students who score a 3, 4, or 5 on an AP exam. However, for parents to receive the absolute best answer on this issue and on the IB issue, they should contact the admissions office of the college or university to which their child intends to apply.

  • Can my child who will be graduating from a CCSD high school be accepted for admission by the University System of Georgia or the Technical College System of Georgia?
  • The University System of Georgia (USG) and the Technical College System of Georgia (TCSG) clarified their policies to reassure Clayton County parents and students that these institutions will continue to accept students from schools in the district, as long as they meet regular admission requirements.

  • Will my child be eligible to receive a voucher to enroll in another public school system or nearby private school?
  • The state of Georgia does not currently provide vouchers to students based on a local system’s loss of accreditation. This past legislative session, Senate Bill 458, proposed to award vouchers to students enrolled in school systems that lost accreditation, but it did not pass and therefore is not law.

  • Will Henry or Fayette County Schools enroll my child without my having to move there?
  • At this time, Henry County Schools and Fayette County Schools do not plan to take CCSD student transfers unless the students legally move into and become residents of either Henry or Fayette County.

  • If I rent or buy an additional residence in another county or school district, will I be able to enroll my child in a school in the district of this second residence?
  • Georgia law requires that parents or guardians hold primary residence in a school district in order to enroll a child in a school of that district. Parents or guardians can sometimes be accepted by a nearby city school district and pay tuition for their child to enroll in that city district.

  • If I own property in another county or city school district, is my child eligible to enroll in that district since I pay property taxes in that district?
  • No, parents or guardians must primarily reside in a school district in order to enroll a child in one of its schools; or, if applicable, parents or guardians may pay tuition in a city school district.

  • Will my high school child be eligible to participate in another school’s sports program if he/she transfers to another school?
  • The Georgia High School Association (GHSA) recently voted to extend hardship status to Clayton County student athletes who transfer to other schools, making them eligible to compete immediately without moving to another county or school district if CCSD loses accreditation.

  • Will CCSD teachers be eligible to participate in the Teachers Retirement System (TRS)?
  • Yes, CCSD teachers will be able to continue to participate in TRS and receive all benefits that would normally apply to them. A school or system’s loss of accreditation does not affect TRS eligibility.

  • Will CCSD teachers remain eligible to receive a HOPE graduate school scholarship in critical needs fields?
  • Yes.

  • Will my 4-year old child be eligible to enroll in state-funded pre-K in Clayton County?
  • Title 20-1A of the Georgia Code gives the Department of Early Care and Learning (DECAL) broad authority to administer the state-funded pre-kindergarten program. There are no guidelines that specifically address SACS accreditation for pre-K in public schools; therefore, at this time, DECAL intends to continue to offer the pre-K program in Clayton County as long as CCSD operates its schools.

  • How long might it take for CCSD to regain its accreditation?
  • CCSD can seek reinstatement within the first year of the loss of accreditation without having to start the process of accreditation over. After one year removed from the loss of accreditation, the school district must initiate the process from the beginning, and that process takes 1 to 2 school years. The time it takes is essentially up to the school district; their efforts and focus largely determine the timeframe. In the case of Clayton County, reinstatement will depend on their ability to comprehensively address the nine recommendations in the SACS report. After one year, CCSD would have to start over and address not only the nine recommendations but all criteria required for accreditation.

Do the few BOE members we have understand that if they pick someone to be on the BOE until November - it cannot be someone who is in the election for that position in November. Lawsuits will come and become a further delay in gaining accreditation. Delays we cannot afford. To delay past April - teachers will not sign the next year’s contract and flee this school system. To delay until next August/ September will destroy any thought of accreditation for the school system for 2 to 3 years. If the BOE/school system cannot accomplish 9 mandates in 18 months - wait till thay see the whole list required for re- accreditation. GOD help these kids.

I read the article about Clayton’s decrease in enrollment. I understand parents depending on certainty opposed to the uncertainty of Clayton’s leadership regaining accreditation.

My only question to parents that left the county for neighboring districts such as Henry and Fayette is how are your children being treated in these schools? These districts are making plans to criminalize families. Are the teachers and the adults in the school treating your children with respect? Are your children retaining their dignity as they interact with the adults that have made it clear that they do not want them in their schools.

One last question… is it legal for Fayette schools to only check the addresses of students from Clayton County. The article states that Fayette checked the address of 20 families from Clayton. I wonder is Fayette’s law enforcement systematically checking the addresses of other new registrants or are they only targeting former Clayton County residents.

If they are only targeting former Clayton County families, I think an attorney needs to examine if these families Equal Access rights, 14th amendment rights, Title VI rights are being violated.

The black men and women who views the world at 50 the same as he did at 20 has wasted 30 years of his life. We should be careful to get out of an experience only the wisdom that is in it - and stop there; lest we be like the cat that sits down on a hot stove-lid.

She will never sit down on a hot stove-lid again - and that is well; but also she will never sit down on a cold one anymore. Take SACS ordeal for what it is an “ATTACK ON You”!!!

I originally thought that some of the commenter’s preaching It’s time for the black man down with the whites hate filled garbage was just a bunch of garbage. But after seeing the reaction they cause I came to realizes just what they really were. Reqruitment ads for the KKK. Way to go guys every time you sprout the nonsense about how it is a plot by whitey to stop the black man because they don’t want to have blacks take care of the imaginary 60 million surpluss.(more about that latter) you reqruit one more person to lean toward the clan. As for that 60 mil? It is not really there because if it was they would lose funding by at least half that amount if not all. It exsist just on paper. How do I know? When you work on government bugets long enough you know how imaginary nubers works. If there is that much money floating around it is already earmarked so can not be surplus. It is just on paper or imaginary.

TO - I’m Appauled & Sad - Come on you are not an old white lady - John Trotter - it is just another tactic of yours. You cannot even come close to being the influence Mr. White has been on the lives of so many young people of Clayton over the last 40 years. He far surpassed your accomplishments in the system - as he worked many as teacher and principal and asst. superintendent. You - John were just a teacher with grandeur in his eyes - and after being passed over - figured the poor dumb blacks would help and do your bidding to cause turmoil in this county even to the detriment of their very own children. You were right. You are just a very jealous, small individual and a poor excuse for a human being.
