Meet Santiago Wood
The Atlanta Journal-Constitution
Dr. Santiago V. Wood, Ed.D. is a choice for Clayton County public schools’ corrective superintendent. Below is a brief overview of his background based on various news reports.
Experience: 32-plus years of educational experience. Deputy superintendent for the West Contra, CA Unified School District from 1992-1996; superintendent of Alum Rock Union Elementary School District in San Jose, CA from 1996-2000.
Wood served as superintendent of Fresno Unified School District (“FUSD”) from 2000-2004 making $175,000 with $38,000 in benefits and responsible for 82,000 students (consisting of 65 different cultures and speaking 15 languages), 35,000 adult students, and oversaw an operating and construction budget of more than $1 billion. Wood inherited a district in fiscal crisis.
Pros: Percentage of students meeting or exceeding AYP standards for math and English/language arts rose, as did state test scores.
Got voters to approve “Measure K”, a $199 million bond which funded 10 new elementary schools and remolded existing campuses.
Thanks to a joint citywide and district concentration on truancy , student absences fell 5% in 2002. Under the Juvenile Accountability Ordinance, daytime curfews were instituted along with penalties for cutting school which included: taking students and their parents to court, temporarily revoking a student’s drivers license, or withholding government assistance payments. In an attempt to hold administrators accountable, school principals were evaluated on their school’s absences during performance reviews.
Considered a morale booster; delivered speeches that got folks enthusiastic. Improved parent and community involvement in FUSD.
District extended his contract for an additional three years in 2003. Number of high school graduates increased.
Cons: Left behind an estimated $18 million deficit for 2004-05. 40 of 84 schools ranked in the state’s bottom 10 percent in 2004.
Mishandled/falsified construction contracts that cost FUSD $3 million in state fines (reduced from $34.7 million).
Instituted budget cuts that denied teachers raises already contracted, along with cuts in library services, elementary music programs, janitorial services, tutors, and campus security employees. Hired more administrators.
Regarding Wood’s “Compensation Package”: Received a $25,000 raise in salary alone; increased his annual contribution to a tax sheltered annuity from $10,500 to $21k and paid his $14k required monthly compensation to the State Teachers’ Retirement System. Wood justified this stating he had not received a raise in two years due to teacher pay raises. Employees saw this as insensitive as they dealt with classroom cuts, pay cuts and shouldered increases in health care benefits.
It took an angry student protest of 400 marching to Wood’s office (he was out of town) and 500 at Fresno High School for the district to address their concerns about overcrowded classrooms, lack of textbooks and computers, not enough desks for students to sit at, and infestation problems (cockroaches and rats) in school buildings. Students were also upset that Wood got a raise while they dealt with such issues. Many felt Wood talked more than he listened.
Forced to resign one year into his contract extension due in part to the construction scandal, Wood received a severance package worth $489,000 which included: 18 months pay plus accrued vacation time; health benefits for himself and his dependents for five years; and three years of service credit toward his state retirement plan.
His settlement contained a clause “that neither Wood nor the board will discuss reasons behind his leaving other than to refer to a one and one-half page list of his accomplishments.” FUSD never made AYP during his tenure.

The only reason we’re talking about this Superintendent situation is because both candidates may not let the “Cronies” from the Fmr superintendent Dan Colwell era to continue to get paid/steal from the school system. They have approved retirements from the state, and continue to get paid by the school system most times working from home. This all “White Crew” steals $500,000.00 per year. Do you remember these people? Look at the positions and salaries: Nancy A. Colwell, Literacy coach $40,051 Mariam Barge, Librarian/Media Spec $36,417 Joy B. Day, Misc. Activities $25,083 Jack L. Board members Ericka Davis, Rod Johnson, David Ashe, Eddie White and Yolanda Everett are still protecting and concealing these people. No one wants an “Independent Forensic Audits” I want an FBI & IRS investigation. NOW!!!!!!!!!

This is not the man for the job. He as well as Thompson are extremely over priced for there credintials. We need someone with a good track record. Not someone with a history of deceit and illegal dealings. We are concerned about our children. Let us hire someone who has the same interests.
You do not have to hire from these two men. Look around and make a good choice and I question if the School Board is qualified to hire anyone.

Crazy, what are you talking about? If you read the last blog I stated that a blog about Santiago Wood would be forthcoming, and it is actually one day late.
If you are talking about the parks & rec survey post, I have and will continue to post that info until the survey deadline since thanks to the CCPS debacle I don’t have time to dedicate a full blog to that issue as I had planned.

This guy isn’t a good choice either. I did a little research on him but didn’t know he had that clause in his exit contract, that speaks volumes.
They need to find more candidates but I have a feeling Ericka Davis wanted John Thompson from the beginning and that’s who she’ll get so she can continue her shenanigans. Oy vey!

What this county needs is one that carry’s a big stick, and takes no crap from ANY student! Get the lowrider pants, girls dressed like prostitutes, and gang colors out of the schools. Demand disipline, or throw them out, and bring charges on the parents. Demand attendance as required by law. Fire any teacher(educator), or principal who doctors up any records of any student(or fakes graduation,and yes it has been done). Verify all educators credentials(something tells me some may have phoney credentials).When that is done, demand that students excell, or they FAIL grades. Not be pushed into the next grade.

I don’t recall ANY problems under Dan Caldwell’s administration - until skin color became a more important qualification for the BOE than dedication and interest in quality education! As a matter of fact, Clayton County High Schools (with the exception of North Clayton - and then Riverdale) were sought out by students from other districts who were seeking a quality education.
Hope you “People” have plenty of blankets! That bed you made is getting colder and colder!

Speaking of candidates,(for Sheriff) I hear Rainwater will have a meet and greet outside of Starbucks in Lovejoy on Saturday 3/29 at 9: A.M.
Go check him out. See if he is the one you want to vote for. We need to talk to these people before we put them in office.

Always talking about how he’s going to let you look around and think about it. I’m like, he does not have a damn choice. Everytime I see that commercial it makes me determined never to step foot on his lot. Talking about some coffee. If I wanted coffee, I’d go to Dunkin, Starbucks, etc.
I’m also sick and tired of one particular ugly mug on Fox5 in the morning. I’m not going to say his name, but he looks like flava flavs twin brothers, he’s just bigger. I’m almost in pain when I see his big mug sitting up there.

Re: By People in the Know—IMHO you don’t know much! I worked with four of those professionals and they are worth every cent plus more! You need to educate yourself about what a ‘49er does and why they are necessary. If Clayton County had a county full of folks of this caliber (parents included) they wouldn’t be losing their accreditation AND more highly qualified professionals would seek employment here.

Bom Dia my Fellow Reprobate Parishioners, Tudo Bem? The Mrs. and I have just returned from another missionary trip to Salvador, Bahia, Brazil, and upon our return, we discovered that our phones (cell and land-based) had been ringing off the hook. I was awakened early this morning about this “sleight-of-hand” resignation brouhaha. My parishioners want to know what I divine about all of this mess.
Wellllll, it’s just a matter of perspective. I think that this sneaky Ericka is finally having this whole sordid mess turned back on her. You know that she has a spirit of Control which she needs to confront and be delivered of. But, do not buy this show hook, line and sinker. You see, the Boys at the State (Sonny, Elgart, and Others) were depending on a “black face” to drive their agenda, but then they realized (like Brock was apparently already acutely aware of) that Ericka was the one causing most of the mess to begin with. If Brother Norreese was the culprit, then why now cannot the school board members get themselves together? From what I read and hear (remember that the Mrs. and I were in Brazil doing our missionary work), Brother Norreese was illegally ripped off the school on March 3rd. That was 24 days ago. If Brother Norreese was the problem, then now I ask (in the words of Martin Lawrence): What the problem is? ALERT: I just had an epiphanous revelation: Brother Norreese is now Prophet Norreese, and all will see him redeemed by the law and shown to be the “John the Baptist” in the wilderness warning the people of what Rod and Ericka were doing and getting by with. They could not “kill” his message, so they “killed” the “Prophet Norreese.” Yes, those who were compliant to the complicit ways of “Ericka the Controlling Sneak” are just as guilty as those who actively aided and abetted in her ways. Yes, David Ashe and Eddie White, thou art guilty. Yolanda Everett, thou art quilty. Ericka Davis and Rod Johnson are responsible for the ruination of the Clayton County School System. The Mary Bakers and the Larry O’Keefes of the County are also “guilty” of playing up to the Controlling Ericka and her insipid ways.
What will be her last big control effort? Controlling Ericka is determined to put “her man” in the superintendency seat. The Thompson “Jerk” (and I do not use “jerk” lightly) is beaten up so badly now that she might try to switch to the other “dud,” Santiago Wood. He too will be a complete flop if Ericka and her Cronies vote him in. Clayton County needs someone who can heal the school system and the community, not further divide both. We need someone probably from Georgia so that he or she can be easily vetted. We DO NOT need to depend on this “search” firm. This firm has already demonstrated to the Mrs. and me that its “search” was pretty pitiful, especially in light of the great amount of taxpayers’ money spent. We Need a Healer, Not a Divider.
We will see if Ericka Davis really resigns or will it be another fake resignation like the one offered up by Rod Johnson.
The ole Boys at the State and SACS are in a quandry. They really don’t want to see Clayton County lose accreditation. But, they need to be able to save face. There is indeed a lot of pride in the way. (“Pride goeth before a fall and a haughty spirit before destruction.”) They first apparently went along with Ericka’s and Eldrin’s notion to offer up “Prophet Norreese” as a Levitical Scapegoat. But, since Norreese filed his complaint in Court, I think that they now see that he has both the law and the facts on his side. Now the ole Boys apparently see that they have been stained and tainted by “Ericka’s Mess”, (Yes, my parishioners are encouraging me to write a book about “Ericka’s Mess” with the book so entitled. My Fellow Reprobates keep imploring: “”Please, Rev., please write an episodic tome about “Ericka’s Mess”. It will be a best seller, and you can donate the proceeds to The Youth Empowerment Project (Dr. Glenn Dowell) , The Rainbow House (Representative Gail Buckner), Samaritans Together (Judge Gene Lawson), and Politiholics Anonymous (Representative Frank I. Bailey, Jr., Chairman J. Charley Griswell, and Commissioner Robbie Moore). These worthy causes will prosper from the telling of the real story. They’ve already tried to “kill” **Prophet Norreese. What will they do to The Right Reverend Jimmy Jack Bourbon himself? Should I tell the details about the false arrest? What about the assault and battery? What about the time that I was pulled (literally) down the hall by Ericka and Rod and implored to help them in their efforts to fire Dr. Pulliam? “The public has a right to know,” as they intone. Yet, I worry about what the Good Master once asked: “Which of the prophets for whom you now have monuments did your forefathers not murder?” Hmm. Good question, Teacher.

It looks like the Elgart fellow and the State-appointed guys have sent strong messages now that they are not at all confident in her, especially with this latest fiasco about the two finalists for the correcive superintendent slot. Yes, it might do the board well to ask Dr. Pulliam to come back on board to clean up the mess created by Ericka Davis and Rod Johnson. These are my thoughts? What about yours, Reverend? Why is the School Board still seated??? How can we let them vote to employ yet another person who can’t do the job. Do you realize how many people are being paid to fulfill contracts now. Someone, Help!!!! God forbid someone would decide to keep Duncan. She has been fired once.
We must stop this madness. No one wants the present School Board and they won’t resign. We have to get some help from the state.

To Jeffrey and my other Clayco Reprobates, even those living in the Clayco Refugee Camps of Pike County, Peachtree City, & Pickens County: Your Rev. has it from a good source that the meeting will not take place this Saturday. I think that the handwriting is on the wall for The Controlling Ericka that the gig is up. Mark Elgart is not willing or able to save her any longer. He has cast his lot with the Governor’s Boys. They are not happy with Thompson or Wood. The excuse for not voting on a supe Saturday will be that Dorsey Hopson is at the convention of the National School Board Association in Orlando, Florida. Is Dorsey now the self-proclaimed “Special Counsel”? He has been calling himself both “General Counsel” and “Staff Attorney” which is, of course, an oxymoron. Let Dorsey and Ericka explain to you The Tale of the Two Contracts which Prophet Norreese exposed…”fraud on the factum and fraudulent inducement.” Just a classic “bait-and-switch.” Dorsey Hopson is one of the major problems. I know that I am a prophet now, but where does it say that I can’t make some money on the Condo Betting Pool down here in Ft. Liquordale? Eli and Abe are pushing me to start another one of these Clayco gambling games…Will Ericka really resign by June 15th or will it be another fake resignation like the one profferred by Rod Johnson? We are setting the odds at 2 to 1 that she will NOT resign by the specified date. The seniors will have to pay dollars to win one if they think that she will resign. (They miss Lil Vic. He actually stopped by here to meet the gang when he was on a sheriff’s conference down here on the Gold Coast. They loved this. They still talk about him. Miss Clare always says, “They better leave my ‘Liv Sheriff’ alone.”“) Hey, you can play on so many games of shuffle boarding. I think we will get the pool started. The Whole World Watches Clayco. No “reality” show could come close to be as entertaining — not just the school system (which has grave implications for the poor kids and homeowners) but the county in general. The Sopranoes pail in comparison.

I think the above comments by the Rev, Sheila and State and SACS Report epitomize the problem with Clayton’s schools.
Look folks..There is no conspiracy, no cover up, no great plan hatched by Elgart and Perdue. All that exists is a sorry school board in Clayco. People in Clayton County voted for school board members based on race rather than qualifications. They also fell hook, line and sinker for MACE’s slate of candidates. You got what you asked for.
Now, you can continue with the paranoia, the conspiracy theories, etc and get nowhere…OR you can fess up, demand change and start making progress.
Hey Rev… While you were on your mission trip you probably missed the story about Noreese and how he slapped his “roommate” over missing condoms. It was the FUNNIEST story to EVER hit Atlanta area politics. It is a must read.

The comment above regarding employees including Nancy Colwell and Miriam Barge is defamatory. The individual who made the comment lacks the courage to post their name. Were it not for their cowardice, I would personally file the civil suit for defamation against them. The individuals who are the subject of the inaccurate and ridiculous rhetoric are people of great integrity, professionalism, and work ethic who Clayton County would do well to keep. I doubt that the individual who made those comments would ever find the courage to stand up and take credit for their slander. Perhaps if they do, they will have the benefit of trying to prove it when challenged in open court by those of us with the power to stop their foolishness.

Perhaps you can clear something up for us. I don’t know the first thing about the accusations, but it has been posted that the only retired people that can come back at salary are classroom teachers. Is this true? If so, then is not their continued employment problematic under the law?
Again, I don’t know about these charges, but since you want to advocate for them, this question may provide an opportunity for you to do so.

Some people like Victor Hill. Some people hate him. I do. All people have the right to their opinion of Victor Hill. You shouldn’t try to silence the people who disagree with your opinion. That’s what makes the world go round.

These people were outstanding and dependable employees of the county. They have returned, as I understand it, on a part time basis to fill areas of need. I have worked with nearly all of these people, or knew them from staff developement. CC is LUCKY they have stayed to help keep certain areas moving. Mrs. Barge was by far one of the best librarians I have ever worked with. No one has the right to question their work ethic. ME, I chose to leave, and now teach in another state full time.

There is only one component of the legislation that concerns me; that it would allow an unelected and thus unaccountable group to remove people the voters elected.
What if for example, a Republican school board member pointed out State Rep. Celeste Johnson’s illegal double dipping. Do we really want to give her the authority to name someone who could remove a board member in that case?

I appreciate the question, and, no, their employment is not problematic under the law. There is a provision which allows all of them to work as they have been doing. Moreover, having seasoned educators teaching children is hardly something to complain about. The difficulty that I have with the assertion made above is that it was not stated as an opinion. It was an outright assertion that Dan Colwell and a group of other teachers have committed a felony and a crime of moral turpitude. The writer of that libelous statement has committed slander per se. It is legally actionable. I will advocate for them, and, if need be, I will find other attorneys who are more than willing to assist them.

Wow, you pitiful 49rs residing in Peachtree City are so laughable if not for the fact that you are so pitiful. Not one of you administrative interlopers have the guts to sue anyone in any court anywhere. You wouldn’t know libel if it slapped you in the face. You are pretty much a self-inflated group that is caught up in your own inportance and not one of you could hang a single day teaching at Mt. Zion High or even your once-beloved Lovejoy High, but all of you want to keep sucking on the Clayco t_t.

I would like to propose the overuse of the words “reprobate” and “49ers”. Intelligent dialogue on these topics could be greatly increased by a differentiated vocabulary.
