Clayton puts brakes on county vehicle use
The Atlanta Journal-Constitution
As of February 1, county employees will no longer be allowed to drive county vehicles home.
As per news reports, more than 70 police officers will lose their cars.
“Commissioner [Sonna] Singleton and I voted against this matter because we believed that more consideration was sorely needed. The county police were not the only departments with major concerns regarding their abilities to provide for the needs of the citizens because of this change. Fire, EMS, EMA, etc. will also be severely impacted,” explains Commissioner Wole Ralph.
“This process was done in a vacuum with commissioners Bell, Edmondson and Gray making their decisions without department heads. It was also done without taking into account the economic impact of the families of county employees, and their needs. As a result I asked Chairman Bell, in his role as chairman, to meet with department heads, gather their input and bring back to the board a recommendation, but he refused. As a result we could not support a process that we believed to be closed, insufficient, did not address critical needs in the county and lacked compassion for the employees.”
Chairman Eldrin Bell along with Commissioners Virginia Gray and Michael Edmondson voted in favor of the policy changes despite objections from Police Chief Jeff Turner and several Clayton residents.
Bell says this move will save more than $3 million in fuel costs yearly.
That $3 million will cost Clayton residents police visibility and response times. This will also affect how many crimes get solved - or don’t get solved.
Isn’t there another way to cut costs without putting the public at risk?

Good Morning, my fellow Clayco Reprobates and Thugs. I see from what Ms. Kim is writing that Hizzoner Bell (our beloved Green Eyes from the Fouth Ward) has decided to engage in what some county department heads and police officers would consider to be a draconian cut to save money for the tax payers of the county. There are several ways of looking at this. It is true that when the police officers drove the squad cars home that it provided a bit more visibility of the police in the commnunity, but what about department heads using non-marked vehicles? How does the county profit from this? This may be the right decision from a policy stand point, but from a intra-county-real-politick point of view, this may not have been the wisest move for the Commish to have made. Most of these department head talk. They are currently mad, to be sure, and the rev. expects that they will now go out of their way to take out their frustrations at the polls in the Commission Chair’s race. Remember: People do not usually vote For but Against. There will now be plenty of negative talk eminating from the department heads’ families as well as the police officers’ families about all of the perceived faults of Chairman Bell, especially since his latest move affected their family budgets, even though it might have helped the county budget. Do I hear the faint rumbling of a burgeoning movement to talk State Senator Valencia Seay into running against Eldrin Bell? Her close political ally, State Representative Wade Starr, is a county department head, and he already has two very close allies on the commission who opposed the Bell-led ban on county vehicles being driven home. This latest move would only be a galvanizing point among many visceral points which have been smoldering for a while. The same smoldering issues, points of disagreement and contention, and jockeying which takes place on the county school board take place also on the county commissioner. It’s called politics. By the way, I see that now Mark Elgart wants to say that not any single person nor the school board alone is responsible for the perceived mess in the Clayton County Public Schools. Of the many complaints filed against Ericka Davis and Rod Johnson, Elgart and Team apparently wanted to observe the “passover” because the team just passed right over these complaints without addressing them one bit. However, Elgart and Team apparently realized that the initial complaint that he received from Rod Johson was full of Bull-Junk (to borrow a term that is frequently used in prison) and that Rowdy Rod Johnson and Little Princess Ericka Davis were not pure as the driven snow (an apropo metaphor for this beautiful and cold MLK, Jr. Holiday Weekend) as he and his team might have initially thought. The documents (strong evidentiary documents, the rev. might add) proved otherwise. So now what? Well…, let’s just say that the whole da-n school systems is a mess, Elgart essentially concludes. And, it is going to get just a little worse when the City of Atlanta closes what appears to be the last extant housing project in Atlanta, Bowen Homes. The children in Bowen Homes will not be moved into the high-rise, expensive condos in the Lenox-Piedmont area. As Dick Williams said on a recent Georgia Gang telecast, Isn’t this what Clayton County is for?
Pehaps some of the Bowen Home families should be shuttled up to Alpharetta where Mark Elgart lives, and then let’s see how well his snooty school system could handle some of these ruffians. Clayton County has received the lionshare of displaced project residents, and many of the students from these projects have brought some disturbing anit-social behaviors to Clayco. Perhaps the school system should adopt some of Chairman Bell’s Red Dog tactics that he used when he was the Atlanta Police Chief. Perhaps the school system should contract with Sheriff Victor Hill’s Office to worked in the schools. Something has to be done about the lack of discipline. So far, Norreese Haynes has led the mounting chorus for more discipline in the schools. Again last month, Haynes decried the fact that NOTHING has yet been done on removing the disruptive thugs from the regular school environment. Yes, Mark Elgart, thanks for pointing out the obvious. Perhaps the children from Bowen Homes ought to be shuttled over to Peachtree City, and let’s see if the Shah of Peachtree City who is apparently still suffering from Clayco Addiction can work with these children.
As for the lovely lady from North Alabama now residing in Peachtree City who deigned to suggest that rev. was “Earl” or “John Trotter”, I will only say that I both resemble and resent that statement. I don’t mind you mistaken me for Earl. He and his Mrs. are a lovely couple who still have their domicile in Rex but who spend most of their retirement years in their modest and used condo in Ft. Liqourdale. However, that “John Trotter” is a scoundrel and a rascal. As you know, The Hosea Williams Memorial Church of World Peace and Reconciliation is not only ecumenical in its theology but also quite eclectic in its membership. We have no choice but to accept unconditionally the evil svenghali, John Trotter. Our church is full of reprobates, but Brother Trotter is the most “reprobatest” of all our members. All he does is stir up trouble and cause confusion. In fact, he even insisted that we open up our membership ranks to Laotians and Cambodians, and this really ticked off some of our older brethren, and particularly the sistern. I agreed with him on this matter, and now some of the members are claiming that I am his puppet and that he istructs me on everything that I say in the pulpit. I take it with a grain of salt because most ot these members appear to have been baptized in lemon juice.
Gotta run, my fellow reprobates! Do some act of “random kindness” to honor the memory of Dr. King today. A shout-out to State Senator Gail Davenport for being so faithful in the early and quite oppressive days in Clayco and keeping the memory of Dr. King alive here. I know that she probably felt like a lonely voice in the wilderness. I distinctly remembers the first MLK March through Downtown Jonesboro in 1987. State Representative Wade Starr and Dr. Glenn Dowell participated in that first march. Eula Ponds Perry was the only African American elected to public office in Clayco at the time, unless the little portion of College Park which comes into Clayco off of Godby Road was represented by an African American. Let’s review some FACTS since you want to claim that John Trotter is endorsing “all the candidates who are doing the micromanaging.”
Did John Trotter endorse Ericka Davis, who was caught using state computers on state time on her state job to send micromanaging emails to CCPS employees? I think not
Did John Trotter endorse Rod Johnson, about whom it’s being reported that he’s now sending emails to teachers telling them which legislation they need to support in the Georgia General Assembly? I think not.
Tell us Dumbmasses, what right does Rod Johnson have to use CCPS email to tell teachers what issues to support in their PERSONAL voting lives?!
Do we even need to mention one of the legislators he’s asking teachers to support, Celeste Johnson, has been illegally double dipping from CCPS and the General Assembly?
PLEASE post back, because every time a MACE basher posts, it provides an opportunity to highlight the differences on the board between those who bash MACE (because their power is being threatened) and those who support the MACE philosophy of you cannot have good learning conditions until you have good teaching conditions and that MUST include discipline.
PS to Kimberly Allen: Do you ever talk to AJC reporters Megan Matteucci or Eric Stirgus? Perhaps you could ask them, why they have written close to a DOZEN stories on the SACS controversy and not one on Celeste Johnson’s illegal double dipping even though an Open Records request has CONFIRMED it.

I think Rev. Jimmy Jack hit the nail on he head as to why Elgart has found “the whole system” in array. That didn’t go exactly to plan for Rod and Ericka (who are now probably hopping mad about all that gas money they spent on secret meetings BEFORE Rod called SACS)
I’ll just add one thing to the Rev.’s analysis: I think once it got on the blogsphere that Rod Johnson KNOWINGLY helped hire an accused, now indicted, child molester to serve as a “bodyguard” Elgart quickly realized that having Johnson escort him down to ClayCo to “investigate” would have a much credibility with ClayCo folk as hiring a drunk “designated driver” to escort him to a MADD convention!

If this was really about fuel costs (which it wasn’t) all you’d have to do is require the officers to pay for the fuel. Seems the other maintainance costs are more than offset by the increased visibility.
Seems ironic coming from Bell, who probably spent more that 3 million himself on his uniform alone when he was with APD.

I absolutely agree with the policy and applaud Chairman Bell and the other two commissioners for their leadership!
Neither Jeff Turner nor 80 percent of the officers who live outside Clayton County pay taxes here, so why should they determine how MY tax dollars are spent?
Jeff Turner doesn’t live in Clayton County. Perhaps the next move county leaders should make should be to encourage a change in the Charter to require the Chief of Police to live in the county, the way every other city and county does. Check with Fulton, Atlanta, and others and find out if a fire chief, police chief, city or county attorney, or department head can live outside the city or county and be employed there in those positions. Only in Clayton is this allowed.
I find it absolutely absurd that a police chief is suggesting that without their cars, officers would be hindered in doing their jobs.
This is from the same police chief and staff who miscalculated crime stats recently and blamed it on a computer glitch. Give me a break!!!
To Clayton County people — when are you going to wake up and stop letting people pull the wool over your eyes. That’s a rhetorical question.
Right now, there is no accountability with this police department. Read the article in which the police chief dances around the miscalculated crime stats. I was embarrassed for him. A third grader knows that if the 2007 actual numbers are higher than the 2006 actual numbers, then there was an increase in crime. Who needs a computer to make that determination/calculation.
Please people, look for intelligent people to work for you and this county. Stop supporting people for all the wrong reasons.
For if you don’t, the crime rate will continue to increase and your schools will continue to be low performing.

Your comments on county vehicle use were to the point Kimberly. I think one consideration ought to be that these drive-home cars are a perk and a recrutement tool. They should be allowed at this time as we need all the officers we can get.

I could be wrong, but I do not think that crime will be impacted much by police officers not being able to take their cars home. People who say having a police car in the neighborhood would lower crime may be right but many of our cars would end up in Fayette, Henry, Fulton, DeKalb, etc because many officers don’t live in Clayton.
Maybe we could encourage them to actually live in Clayton by allowing officers who are Clayton residents to drive their cars home.
I really wonder what difference would it make in a shooting in Riverdale or domestic violence situation in Rex if the officer is coming from Griffin or Stone Mountain. If the officers are not on call then they should be driving their own cars anyway.

Good Evening, my Fellow Reprobates! It appears that Hizzoner Bell has indeed stirred up a hornet’s nest. The vehicle-drive-home poicy might indeed be a good recruiting tool, but it would be nice if those officers and department heads would drive these vehicles home to a Clayton County house. Perhaps that policy can be modified so that those officers and department heads who live in Clayton County could still drive the cars home. Then, there would be a compelling state interest, I think, for the Commish to change this policy and make a distinction between those living in Clayco and spending tax dollars here and those who just work here and draw a salary from Clayco taxpayers. Hey, Dr. Anderson, were you posting four times for emphasis sake or just getting frustrated at the “Wait five minutes” rule? Computers are indeed frustrating sometimes.
The rev. went to the Clayco King Parade today, and it was a good one!

I thought the gist of the article was that the policy was implemented kinda under the table; without other commissioners’ and without dept head input. I agree with having a drive-home policy for police officers, but not for dept heads and other paper-pushers. And only if they live in Clayco. It’s a public safety issue and should not be a hiring perk at all.

Hate to sound negative, because I do love Clayton & love living here.
But let’s get real people. Nobody in their right mind is going to rent or buy a home in Clayton county with the school system in arrears unless they just can’t afford to live anywhere else.
The only people who will be relocating here in the near future are more of Atlanta’s project rejects.
In an ideal situation, yes Clayton officers should live here. But Clayton is far from ideal right now.
If a take home car is a perk to keep officers at least working in Clayton, I think we need to let them have that before we lose our officers.

Is there absolutely nothing that can be done about these tyrants who simply by default have taken over our county!!! I sincerely don’t believe there are enough intelligent voting citizens left in Clayton County to ever get rid of them. Isn’t there any entity to turn to? Their blatant misuse of county funds and property is sickening! Mrs. Barbee, surely you don’t believe you or any group of citizens can overturn anything shakey bell does! Borodawg is right; this decision as most others, was done under the table. Even on the rare occasion shakey does solicit the others input, all decisions are final before they even take their seats! Also, why in all the discussions hasn’t the Sheriff’s Office been mentioned? Vic has two vehicles which he and his faithful servants drive 24/7, out of state or anywhere that they want to go. Why does he need a huge Excursion in addition to the Charger? Talk about a gas hog! I guess that explains why he needs a driver though since he can’t reach the pedals!Oh! there is where shakey could start saving some dough…stop paying overtime for a babysitter/companion/butler/driver,etc. for Vic! Anyone who’s been around for a minute knows the “take home” car is a perk and in no way meant to deter anything. The superior officers and department heads believe it is a right for them. They have the newest and best while officers drive ragged out vehicles with far over 150,000 miles on them. If shakey wants to save the citizens money he should start at the top. He thinks he is the King of Clayton Co instead of an elected official. Neither he nor Vic believe they are answerable to anyone…especially ordinary citizens who can’t and wouldn’t grease their palms! If anyone has a viable plan, I’m in. Bumper stickers just won’t get it!

I have followed the reports of all the things Bell says he is doing for the tax payers of Clayton County. It seems strange to me that he decides to do something after 3 years of sitting on his hinnie. Could it be he is using this forum for some exposure to start his run for reelection. We can only pray before he does more damage voters see fit to remove him from office.

I can see that you are also frustrated, and you want to displace much of your frustration on John Trotter. He symbolizes what really plagues your psyche. I will let you think about that, OK? But, I warn you: Trotter is a real scoundrel, and he might get on this board and actually start attacking you like you attack him, thinking that he does not know who you are. Don’t underestimate him; I hear that he is “crazy” too. At The Hosea Williams Memorial Church of World Peace and Rreconciliation Beginning in Clayco, we had an exorcism service, and I tried and tried to exorcize that demon of craziness which dwells in John Trotter from him, but the demon cried out that he may jump on James or Nancy or others. John Trotter jumped up and said that he thought it had already jumped on Eldrin, asking: “Did you see what he did recently about those police cars? No, I’m free; he’s not in me anymore! That demon is now in Eldrin!”

We need to clean house totally in Clayton County from the Commissioners to DA, Solicitor General, Whole Clayton County Legislative Delegation, School Board and also the Clayton County Sheriff that is a 40 Million Dollar Loser that like to waste Clayton County Citizens hard earn tax money. Non of the Elected Offices has done nothing for the Citizens of Clayton County since that was Elected into Office, by which most are close friends and in the deep pockets of Lee/Jewel Scott and most was also put into their Elected Offices in 2004 by Lee/Jewel Scotts dirty money.

First of all, let me say that I am neither a Bell or Hill supporter - I think both have done some incredibly stupid things that have brought harm to the citizens of this county.
That said, this policy is not out of the ballpark. I think it could be tweaked a little to ensure the safety of our citizens while still cutting back on unnecessary expense.
If the officers serve in an on-call capacity, such as homicide or other detectives, SWAT members, K-9, bomb squad, etc., it makes sense that they be allowed, if not required, to take their vehicles home, whether they live in the county or not. On the other hand, why should I, as a tax payer, be forced to pay for other officers’ transportation to and from work? Their salaries are comparable to those in the metro area, so the argument of using it as a recruiting tool doesn’t hold water for me. I agree that allowing those 20% who do live in the county might be a way to help improve visibility, for what that is worth.

I am a Clayton County resident and my opinion is the cars should not be taken home. The offices should provide their own transportation, purchase their own gas and stop depending on the tax payers of Clayton County. These officers have chosen their professions and know the rate of pay before accepting these positions and should plan their budgets according and not expect perks on behalf of tax paying citizens of Clayton County. This include marked and unmarked cars. Many, many hard working individuals have to pay their own transportation and gas to and from work and so should these offices. Park the cars.

I support the 3 commissioners that did, in fact, did research this issue, found that there was blatant abuse and made the correct decision to limit take home vehicles. The other 2 commissioners took the easy way out on this issue. On a lighter note, have any of you officers noticed that Krispy-Kreme has dropped the transfats?

Overall I do agree that cops should not be allowed to take home vehicles unless they live in this county. Why should we have to pay for gas, maintenance, etc. of these vehicles when they don’t even live here.
BUT these cars were offered to the cops as incentives or perks to get them to work here. Suppose the cops who lose their vehicles quit? Will crime rise in Clayton? I’m not sure taking away this “perk” is the answer right now.
How many police officers do you really think will relocate to Clayton County? My best guess is zero.

Will the SO officers who live out of the county have to stop driving their cars home,also? It is a recruitement tool for both organizations. Other epartments do it. Also I hope the supervisors at various county offices and school board employees have to give up their cars. What about state representatives giving up the fancy tags. That would save money too.

I find it very funny that when Chairman Bell was sticking it too the Sheriff’s Office, by not giving us raises, new vehicles, new vest/equipments, etc., everyone from the Police Department thought Bell was the best! Now, that you have to park the new vehicles that he approved for you all, now he is the scum of the Earth! We at the Sheriff’s Office always knew he was scum, but now that you all finally know, don’t try to jump off the Bell bandwagon now, keep riding with SHAKEY JAKE!

I find it’s funny when you folks talk about voting Eldrin, Virginia and Michael out of office. These are the folks that are actually trying to make positive changes for the county. The truth be known, most of those against this policy probably don’t live in Clayton County so they don’t get to vote anyway! The county probably will loose a few good police officers with this new policy. What about the police officers that do live in the county? I’d like to hear what the honestly think. Keep in mind that tax revenue has to be shrinking in Clayton County and belt tightening is a must. Businesses are moving out and many of our most productive residents are already gone (those with jobs). This will work itself out but it won’t be overnight. By the way, you can park your patrol car in my driveway if you’d like!

I been living in Clayton County for over 50 years. It’s really sad to see that we have so many people with so much ANGER and HATRED in their hearts. It’s ASHAME!! I want to give thank’s to Dr. Anderson and the other pretty young lady who goes by the name (Mrs. Barbee). You guys are doing great things and I believe that you both and other’s (Positive, Smart,Young men and women) will make a difference in this County.
